HomeMy WebLinkAboutMinutes TAC 08-20-08CARMEL TECHNICAL ADVISORY COMMITTEE MEETING MINUTES Date: Wednesday, August 20, 2008 9:00 a.m. Docket No. 08070022 DP Amend /ADLS: St. Vincent Sports Performance Center The applicant seeks site plan and design approval for a sports performance /training/ physical therapy center and medical offices and seeks zoning waiver approval for: Docket No. 08070023 ZW ZO 27.01: required parking spaces The site is located at 13400 N Meridian St. and is zoned B -6 /Business within the US 31 Overlay, as well as OM /MM Old Meridian District, Mixed Medical. Filed by Pat Shea for BremnerDuke Healthcare Real Estate. Paul Reis of Bose, McKinney Evans, presented. He was accompanied by Pat Shea of Bremner Duke, John Shidler of Wolpert Engineering and a group of representatives from St. Vincent. Paul reviewed a visual of the main St. Vincent campus. He outlined where the new center will be built. Alexia Donahue Wold, DOCS, no comment at this time. Nick Redden- Engineering, has sent a letter with comments and has no further comments at this time. Greg Hoyes Hamilton County Surveyor's Office, this is not one of our watersheds. David Lucus Hamilton Co. Highway Dept., this is outside of our jurisdiction. Joanie Clark, Vectren, distributed service request information. Trudy Weddington, BC E, no comment. Scott Brewer DOCS, met with this group yesterday and has no further comments today. Shirley Hunter Duke Energy, passed out her card and service request and also requests a CAD file. David Littlejohn -DOCS, sent a comment letter and has no further comments at this time. Paul Reis stated that following the TAC meeting he will be convening a meeting with the Department and will include him and all aspects of the plan will be reviewed at that time. Christine Barton Holmes -DOCS, sent an email with comments and has no additional comments at this time. END 9:15 a.m. Docket No. 08070018 PP: The Legacy Domain The site is located at the northeast corner of Community Dr. and Cherry Creek Blvd. and is zoned PUD /Planned Unit Development. Filed by Nick Churchill of Pittman Partners. Nick Churchill presented. He was accompanied by Pete Powers of Domain Residential. He stated that this will be the first component of the Legacy PUD. These will be designed by Peter Powers of Domain Residential. These will be traditional single family homes on lots of 50 ft. or less and will be alley loaded. They will be unique homes with a price point that is unusual in Carmel. Alexia Donahue Wold, DOCS, no comment at this time. Nick Redden- Engineering has sent a comment letter and has no further comments at this time. Greg Hoyes Hamilton County Surveyor's Office, has sent Gordon a letter indicating that floor plain areas were not shown. David Lucus Hamilton Co. Highway Dept., no comment. Joanie Clark, Vectren, no comments. Trudy Weddington, BC E, reiterated the need for the flood plain to be clearly shown. The City or Carmel is trying to protect as much as we can. Scott Brewer DOCS, has not received any plans for the this project. His plans must be sent separately from the full package. Nick will take care of this asap. Shirley Hunter Duke Energy, also did not receive any plans. She asked where the utilities will be placed. Duke does have issues with alleys, and she would like to be involved in the process. She distributed her contact information. Nick stated that they had tried to coordinate a meeting with everyone, but it was quite difficult. As far as the serving of the lots they are attempting to do water and sewer from the fronts and gas, cable and electric from the rear providing a 10 ft. building set back, in addition to a 30 ft. ingress /egress easement. David Littlejohn -DOCS, I sent a letter a letter to Gordon and has no further comments at this time. Christine Barton Holmes -DOCS, still looking to get photos to you later today END 9:25 a.m. Docket No. 08070021SP: Stafford Lane, Section 1 The applicant seeks secondary plat approval for 7 lots on 5.16 acres. The site is located along 146th St., west of Gray Rd., and is zoned R1 /Residence ROSO. Filed by Eric Batt of The Schneider Corporation for The Drees Company. Eric Batt presented. This is a 53 lot residential subdivision on 146 This first section will be 7 lots. Alexia Donahue Wold, DOCS, no comment at this time. Nick Redden- Engineering sent a letter with out comments and has no further comments at this time. Greg Hoyes Hamilton County Surveyor's Office, this has been reviewed previously and he has no further comments. David Lucus Hamilton Co. Eric stated they will be typical Drees homes. Shirley passed out service request information, and requested a auto CAD filed. Eric asked if Shirley has looked into the existing pole. Shirley responded that she had not had an opportunity yet. Eric stated that the path that the County will require. Discussion was held regarding the location of the pole and path. Eric stated they would prefer the pole be behind the path. David Littlejohn -DOCS, no comments. Christine Barton Holmes -DOCS, no comments. END 9:35 a.m. Brunson Co Office The applicant seeks the following use variance approval: Docket No. 08060024 UV Appendix A: Use Table Office uses in residential district /building The site is located at 2050 East 96th Street and is zoned S2 /Single family residential. Filed by Michael Godfrey and Kumiko Brunson, owners. Michael Godfrey presented. He was accompanied by his wife Kumiko Brunson. Mr. Godfrey, indicated that he and Ms. Brunson had purchased this property on 2002. He distributed before an after photos showing the improvements they had made. They had received approval from Carmel to run a home business at this address. They also received a sign variance. They have grown an insurance and real estate business at this address, and they live there as well. Since 96 street has changed and has become more commercial, they would like to request a variance to protect their property. Nick Redden- Engineering, No comment on the use variance. However, we request Right of Way per the Thoroughfare Plan. Greg Hoyes Hamilton County Surveyor's Office, no objection to the use variance. Joanie Clark, Vectren, no comment on use variance.
