The site is located along 146"' St., west of Gray Rd., and is zoned RI/Residence ROSO. Filed by Lantz McElroy of The Schneider Corporation for The Drees Company. Docket No. 08080002 SP: Stafford Place, Section 3 (former Stafford Lane) The applicant seeks secondary plat approval for 18 lots on 9.58 acres. The site is located along 146"' St., west of Gray Rd., and is zoned RI/Residence ROSO. Filed by Lantz McElroy of The Schneider Corporation for The Drees Company. Brandon Burke of the Schneider Corporation presented on behalf of Drees. This was formerly named Stafford Lane. This has been going through the process for approximately 1 year. He stressed that Drees main focus is to get Section 1 up and moving. Brandon will meet with any department to resolve any outstanding issues on Section 1. Greg Hoyes Hamilton County Surveyor's Office, need outlet permit for this site. Nick Redden- Engineering has sent a letter, unfortunately it was returned due to incorrect address. Will set up time to meet and discuss. Scott Brewer DOCS, sent an email There is one landscape plan for everything. Tree protection doesn't match construction documents. Brandon indicated he will work to update the plan. David Lucus Hamilton Co. Highway Dept., since last comment letter have received the dedication of the right -of -way for the corner cut; we are still looking for the cost estimate and the amount of the improvements in the right -of -way and a bond in that amount. Last plans showed pavement section on 146"' street only being installed at 12 ft. width at the acel/decel and not continuing back into the entrance, that pavement section should continue to the right -of -way line Chris Ellison, Carmel Fire Department, no comment at this time. Christine Barton Holmes -DOCS, no comment. 9:15 a.m. Docket No. 08080018 DP /ADLS: Carmel City Center, Parcel 7C, Village on the Green The applicant seeks to create a multi building mixed use development with a Page 1 of 7 TAC Minutes September 17, 2008 parking garage. The site is located NE of Gradle Dr 3rd Ave SW. and is zoned C -1 /City Center. Filed by Pedcor. Les Olds, Director, Carmel Redevelopment Commission presented. Part of the overall master plan that we have been working on for the past 5 years. The Village Green will consist of the theater, and parking garage, is will be one level on grade and 4 levels above. There is also 3 office buildings, an energy center and along the Monon the retail/residential. CRC is finalizing the details and on the theater portion. It is anticipated on of the office buildings will start this year. Issue with an easement and they are working with John Gradle, property owner. They are also looking at extending the water lines from the energy center to City Hall and the Fire and Police buildings. Most issues have been resolved. Greg Hoyes Hamilton County Surveyor's Office, has sent a letter, no issues. This is part of the master design. Nick Redden- Engineering has sent a letter and no further comments. Scott Brewer DOCS, passed on information regarding structural soil technology. He has sent other information via email. David Lucus Hamilton Co. Highway Dept., no comment. Chris Ellison, Carmel Fire Department, has had meetings previously, but would like to meet again to review project. Angie Conn, DOCS, no comment. David Littlejohn -DOCS sent a letter, however asked about the water line to the Monon. Les responded the underground chilled water and hot water and then we would find a path along the Monon somewhere, and this may be the Gradle property. Also asked about updates for the Monon. Les stated that the Monon Trail as it starts at the south end of our project going all the way up to City Center Dr. the reconfiguration of the Monon Trail in terms of more hard service, the trail will end up being more of a plaza David asked that he be kept up to date. Christine Barton Holmes -DOGS, no comment at this tme. 9:25 a.m. Docket No. 08080017 DP /ADLS: Parcel 47 Carmel Arts District Lofts The applicant seeks to create a mixed -use residential/retail building with underground parking. The site is located at the NW corner of 1S Ave NW Main St. and is zoned C- 2 /Old Town. Filed by the Carmel Redevelopment Commission. Les Olds, Carmel Redevelopment Commission presented. The project is the Arts District Lofts. The CRC has obtained control of the city block bounded by: First Avenue, Second Avenue and First Street. The CRC is in the process of purchasing the entire block. Also purchased was the old "Tuesday Morning" building. The only piece the CRC does not have control of is the VFW, Page 2 of 7 TAC Minutes September 17, 2008 we have been negotiating with them for 2 years. We will be building a 2 level underground parking which will hold 400 cars. They will do all new streetscape on Main Street, 1" Ave, 1" St, 2 nd Ave. This will be developed as a plaza which will allow parking on site, but for events place bollards. The Arts District has been using the National City parking lot, and the CRC is now negotiating with National City to take that block and develop it in a similar way to what is on the south side The CRC is committed to making more parking spaces available. Greg Hoyes Hamilton County Surveyor's Office, sent a letter last night. There is a regulated drain that runs through this parcel that has been there since 1900. There will have to be some investigation to find it and see if it is possible to move it. We will work with you. The petitioner indicated that permeable pavers may be utilized. Nick Redden- Engineering No comment. Scott Brewer DOCS, No initial comments. He will be interested in seeing the storm water design. David Lucus Hamilton Co. Highway Dept., no comment. Chris Ellison, Carmel Fire Department, Bob and I have already met and we have already started our process. One point, however, with the bollards that may be used on 2 nd Ave. Chris would like to be involved, so we can try and get something we know so that fire department personnel could move if they had to in the event of emergency. Angie Conn, DOCS, I have sent a comment letter and have no further comments at this time. David Littlejohn -DOCS, has sent a letter. He questioned the remark about 2 nd Ave blending into the Monon will this impede travel on the Monon. The petitioner responded it will continue to be separated by grade, but there will be some access points. We would like to see a connection from each of the streets on the north to the Monon and you will have ADA access ramp. David was assured that there will be more than adequate access. The site is located at 12711 N Pennsylvania St. and is zoned B-2/Business within the US 31 Overlay. Filed by Ryan Albright of Opus North Corporation. Graham Lewis, Cripe Engineering, presented. The site is located northeast of 131 St. US 31 and is zoned B-6/Business within the US 31 Overlay. Filed by Jay Gibson of CDG Consulting, Inc. Jay Gibson, CDG Consulting presented. Brought copies of information requested. Greg Hoyes Hamilton County Surveyor's Office has not sent a comment letter yet, but has had conversations. There is a legal drain through the site that has not been resolved and will not be until the main infrastructure is submitted. Greg will wait on comments until he has seen the plans. The site is located at the northeast corner of Community Dr. and Cherry Creek Page 4of7 TAC Minutes September 17, 2008 Blvd. and is zoned PUD /Planned Unit Development. Filed by Nick Churchill of Pittman Partners. Nick Churchill, Pittman Partners presented. This is section L2, Domain at Legacy, Section 1. This section is 27 single family detached, ally loaded homes. Greg Hoyes Hamilton County Surveyor's Office, has not sent a letter, but with him 2 weeks ago. Greg is waiting for updated plans. Nick Redden- Engineering has sent a letter and is working through comments. No further comments at this time. Scott Brewer DOCS sent an email and needs a landscape plan and site plan. Christine Barton Holmes -DOCS, no comment at this time. 10:05 a.m. Docket No. 08080024 TAC: Stratford Assisted Living parking lot (Village of WestClay). The applicant seeks TAC approval to construct a parking lot. The site is located at the southeast corner of Manigault St. Pettigm Dr. The site is zoned PUD /Planned Unit Development. Filed by Greg Snelling of Snelling Engineering, LLC for The Stratford Companies. Gregg Snelling, Snelling Engineering presented. We have received comments from most of the TAC members. The recorded plat does not show the lots for the townhomes it just shows a block; He had a question about bonds he was directed to contact Gary Duncan Greg Hoyes Hamilton County Surveyor's Office, sent a comment letter. All the drainage is already in place, there are trees over the drainage sewer. Nick Redden- Engineering sent letter with comments and have no further comment at this time. Scott Brewer DOCS, sent an email and indicated all planting areas are in easements. It is not unusual to put plantings in easements, however, most all utilities will have comments about them. Gregg asked it this has been done before? He stated that per the PUD they have to have street trees, it is 4.5 ft. deep and 4 ft away, Stratford wants to take that risk, and if needed will replace them.. Christine Barton Holmes -DOCS, no comment. 10:15 a.m. Martin Marietta Bufferyard The applicant seeks the following development standards variance and commitment amendment approvals: Docket No. 08080007 CA Instr. #2005- 00040447- Modification of existing commitment Docket No. 08080008 V Section 5.02.02 Bufferyard reduction from 300' to 150' The site is located at 10750 River Road and is zoned S1 /Low density residential Filed by Zeff Weiss of Ice Miller LLP for Martin Marietta Materials, Inc. Greg Ewing presented for the petitioner. Requesting a modification of a 2005 commitment and also a set back variance to provide for a reduced setback from 300' from Kingswood down to 150'. There is an agreement between Carmel, Kingswood HOA and Martin Marietta to agree to this. Greg Hoyes Hamilton County Surveyor's Office, sent a letter, no further comment. Nick Redden- Engineering no comment at this time. Scott Brewer DOCS, asked if the landscape buffer above the blue line on the plans or above the berm? Christine Barton Holmes -DOCS, Department Reports will be sent out soon, no other comment at this time. 10:25 a.m. Towne Rd Communications Tower: The applicant seeks the following development standards variance and special exception approvals: Docket No. 08080011 SE Section 25.13- Communications tower in residential district Docket No. 08080014 V Section 25.13(B) Setback less than 100' per tower height from property line The site is located at 11104 Towne Road and is zoned S1 /Low density residential. Filed by Brian Ramirez for American Tower Corporation. Brian Ramirez presented. Proposing a wireless communication tower. It will entail a 120 ft. stealth monopole and a 60 x60 lease area. We will have an access road off of Towne Rd. onto the property. There are existing utilities very close to this proposed location. A stealth monopole is a tower that has the antennas on the inside of the tower, so it looks like a pole. All comments received have been incorporated into the new set of plans sent out yesterday. Brian went on to state they are also asking for a set back variance to have the least impact on the property itself. There is some natural screening to the north and to the west. Greg Hoyes Hamilton County Surveyor's Office, sent a comment letter, we do have a legal drain there and there may be some encroachment issues. Brian stated they can modify the lease area if needed. He has not received a landscape plan yet. The ordinance usually requires that the landscape go all around the facility. Brian responded that there are large trees (displayed a visual). Scott stated that there needs to be a provision of making a commitment that there could be planting if there needs to be. The landscape plan also needs to identify species and size, etc. David Lucus Hamilton Co. Highway Dept., you received my comments back on the 12"' and you have made the changes in the cross section and the entrance detail. This leaves only the dedication of right -of -way outstanding. Also needed the permit for the entrance and the bonding for that. He gave Brian a Dedication Right -of -Way Form. David Littlejohn -DOCS, no comment.
