Docket No. 10070009 OA: Parkwood Crossing West PUD Amend The applicant seeks to amend text within the Parkwood Crossing West Planned Unit Development Ordinance (Z- 359 -01) as it relates to Out lot 2, located at the northwest corner of 96 St. and Meridian St. Filed by Paul Reis of Krieg DeVault, LLP for Lake City Bank. AND 2. Docket No. 10070010 DP /ADLS: Parkwood Crossing West Lake City Bank (Outlot 2) The applicant seeks site plan and design approval for a bank branch regional headquarters, located at the northwest corner of 96 St. and Meridian St. The site is zoned PUD /Planned Unit Development. Filed by Paul Reis of Krieg DeVault, LLP for Lake City Bank. The applicant seeks site plan and design approval for one 10,800 square foot bank branch building and regional headquarters on 1.89 acres. The building materials will be mostly brick, cast limestone, and glass. Please view the petitioner's information packet for further detail. Staffs outstanding comments for the petitioner: 1. Please provide copies of your correspondence with the Technical Advisory Committee members. 2. Please include the Development Plan application's Findings of Fact sheet in your final info packets. 3. Provide the filled out and notarized Affidavit of Notice of Public Hearing, Public Notice Sign Placement Affidavit, and Notice of Public Hearing pages of the application. 4. Provide a copy of the Official List of Adjacent Property Owners from Hamilton County Auditor's Office. 5. Please label the mechanical equipment locations on the site plan and provide details on how they are screened from view. (This includes gas and electric meters.) 6. Please consider using many LEED or `green' building /site practices, such as a white roof, solar panels, bioswales, native plants, and pervious pavers in all or part of the parking area, etc. (The Commission approved Granite City with the condition of them committing to at least 18 LEED points; this might also be a condition of approval for this project.) 7. There is concern with the sidepath along 96 St. just terminating at the east property line, but the department understands that the State has jurisdiction over US 31/Meridian St. and it may be difficult to provide a terminus that makes sense. Please work with the Alternative Transportation Systems Coordinator on a sidepath endpoint design. 8. On the wall signs, does the entire sign logo illuminate at night, or just the `'L'? 9. Please provide details on wall directional signage and window /door signage. 10. The Engineering Dept. reviewed the plans, issued a review letter, and is waiting for a set of revised plans. 11. The Forestry Dept. does not yet have a stamped, approved landscape plan; the petitioner will make a few minor changes and submit a revised plan soon. Recommendation: The Dept of Community Services (DOCS) recommends that the Plan Commission sends these items to the October 5 Special Studies Committee meeting for further review and discussion, and perhaps vote to grant the committee the final voting authority on these items. 4
