REPRESENTING THE PETITIONERS: Keith Lash, BRENWICK DEVELOPMENT Dave Sexton, THE SCHNEIDER CORPORTATION SEXTON: The site is located along Towne Road south of 126"' Street within the Village of West Clay. The site is zoned PUD /Planned Unit Development (Z -387- 02). This is located on the north side of Town Road and directly across from the eastern entrance to the Village of West Clay South. This went through TAC a few years ago and we acquired permits and wanted to widen the lots. We went back in and changed lot lines. The street pattern is the same. We did some adjusting to the radius of the round about. Drainage patterns are nearly identical. LISTON: I did not find the regulated non enforcement and sureties or estimates. There will be improvements required for Elliot Creek. I know Steve Pittman brought it up to his west property lined so we will request a profile be done of that and extend that survey on up. We will also have some clearing requirements. Southside of 131 Street Dr. Perez, there have not been any improvements there. If you go the culvert pipe on 131 Street you will notice there is an elevation difference. Do those improvements now across the ditch pond so it flows. I noticed an under drain on a couple of lots. SEXTON: Yes. LISTON: As you know the county does not regulate the curb under drain. You will need to curb -cut and dedicate that and on the back swales we will regulate those. We need to see the HCV pipe double walled with risers for those. We will need to see the hundred -year bottom elevation, need calcs. Trash guards on the outflow pipes at Elliot creek and the one at 131 st Street. Show the drains that run parallel to Clay West. SHUPPERD: No plans. We have gas out there so we can bring it in like we usually do. GROVES: This is Ron Booher's area he needs site plans, request for service, auto cad. The section south of 126 Street part of that is not in our territory. If you have comments or questions get with R. Booher. BREWER: No plans. AKERS: No plans. But I will review the plans and get addresses to you. -2- BROERMANN: We talked about putting a surface on 131 Street. I would like to see that happen after the entrance is done. Are the curbs for the passing blister in? LASH: No they under built the passing blisters and the undercut. BROERMANN: I would like to see at least two (2) feet compaction out of that asphalt. SOUTH: No new plans. I will send a comment list. FOSTER: Jefferson Circle common area north end the new hydrant we would like to see another one on the north side of the common area as well. Is there future expansion north of there? Once we start laying line and charging lines they go straight they do not follow the curb so we would need another hydrant location in the future growth area. LASH: Okay. DOBOSIEWICZ: Page one (1) of the plat concrete monuments along the edge of 131 Street. In the future by ordinance we are going to change our specs everywhere there is a transition between sections interior on a primary plat go with thirty -six (36) inch rebar instead of concrete monuments so change that on the plats. Sheet 104 Section 9006B pond hundred year, see iced pond is that the name of the pond? Construction set adjacent to the east show those lot lines that abut the round -about so we can verify the elimination of the stub streets to the east and that it has been removed from the primary plat. C 102 if you could identify those lot lines so there is not any right -of -way in place for that connection and C 102 as well there are several locations adjacent to the Circle with identified crossings then others with no identifying crossings in other words, there is a crossing on one side and it does not pick up on the other. Then the western leg of the Circle there are no crossings at either end. Is that asphalt path... LASH: We will get back to you on that we may opt not to do a path... DOBOSIEWICZ: I would like to see you carry on with the sidewalk. What is the width of your sidewalks? LASH: Four (4) feet. DOBOSIEWICZ: I am not in favor of the asphalt or the walk. I think you will have maintenance issues with it and people are not going to be happy with it crossing their front yards. -3- KERN: The District has not received any plans for this proposal. Building permits should NOT be issued unless the District has issued connection permits. ...END.. The Refuge, Section 1 -13 (Formerly Eagle Ridge Subdivision) (Secondary Plat and Construction Plans) Filed by: David Sexton of SCHNEIDER CORPORATION REPRESENTING THE PETITIONERS: Dave Sexton, THE SCHNEIDER CORPORATION Craig Lintner, DURA BUILDERS The site is located on the north side of West 116th Street, 1/4 mile east of US 421. The site is zoned S -1 /Residence Estate. It is a continuation of section 1A of Eagle Ridge renamed The Refuge. 1B is a continuation of west road to connect 121" and Towne Road LISTON: It would be nice to have a demolition plan added to this so we can see what is going to go away. I went through and checked all the SSD laterals. I did not find one for lots 188 and 122. The canal wall by OTHERS. The normal pool is different from the lakes. SEXTON: The canal would be widened to create a more decorative pond with water being pumped back into it to create a waterfall. SC14NEIDER will not be specking or detailing the exact construction of the walls. LISTON: I noticed you have some swales less than one percent (1 Swales at the rear of lots 122, 131 -135, 137, 145 and 146 they need to be bumped up to one percent (1 The northeast side drainage pond that goes across there is not in the common area so it will need to be protected with an easement. In J. Chapman's "IA" letter she mentioned offsite improvements off 116 Street. Have you approached those property owners yet? LINTNER: One said yes, one said no. LISTON: Need to show street names, (inaudible) elevations especially around the pond. You show a couple of stub storm pipes structure 704 and 734, contractors have told me in the past that those are hard to set. When you go on to future development you end up ripping those out. I would recommend you leave those out and let them core. Landscape plan, we need to see that. For curb inlets you are sighting the 3501 RPL and I would suggest you change to the 3501 N for easier use in connection. SHUPPERD: We will just come out of that first section and continue on. GROVES: This is Ron Booher's area. He will need the latest copies, research of section, auto cad etcetera... BREWER: I need landscape plans for this section, but one for the overall project. One comment is species, you have a Cockspur Thornless Hawthorn and they are a maintenance nightmare I suggest, Serviceberry, Red bud or some other ornamental. The walking paths that surround the perimeter, they weave in and out in between the trees are they going to be asphalt? LINTNER: (inaudible) BREWER: Root disturbance and the paving machine through those rows of trees they get hot and tend to burn the branches. LINTNER: Both may be adjusted to make them better. AKERS: I need street names for the whole section, just send more than what you will need because they will not use them all. BROERMANN: Are the loops going to be in the common area again? SEXTON: Right. BROERMANN: The entire street now is requiring compaction. We are not allowing jet -flow. It must either be compacted granular or either number eight 8) stone because it basically compacts itself or another type of backfill. DOBOSIEWICZ: Did we get the landscaping rights -of -ways resolved? BROERMANN: Yes, we are putting something together that will allow everything to remain until a time that it would have to come out for road expansion. DOBOSIEWICZ: The only other drawback is, if there are other utilities that would feel unbound by leaving the landscaping in place? BROERMANN: Typically the only utilities in the right -of -way would be gas and water. DOBOSIEWICZ: If there is a corridor behind the tree line that could be established or exclusive utility easement of twenty (20) feet of width in the common area that would allow access for a utility company. Look to see if you can establish an exclusive easement to further protect the concept of the landscape for the future. -5- SOUTH: No plans reviewed so I will send a comment letter. Concern for construction scheduling of "IA" and "IB" will this go in at the same time or independent of each of other. LINTNER: At the same time. SOUTH: The original sediment plan is it one large plan when we review it and design it? SEXTON: Would you rather see that than the individual plans for each section? SOUTH: That would be better for design review and construction. What will be the impact in doing the whole project at once? The biggest concern will be the drainage areas. FOSTER: No plans, will send a letter with comments. DOBOSIEWICZ: On sheet one (1) you identified the plat key map. I need to see key location map that is going to show 116 Is the entire pond in the first section? SEXTON: No, it is in common area. DOBOSIEWICZ: Utility easement on the construction set you show the plantings and the location of the fence in relation to that right -of -way line along 121" Street as well as 116 Street. C 10 1 at some locations you provide a sidewalk crossing and others you do not. Get with Long Branch and INSITE and review the plans and prepare an exhibit I Ix 17 for use by the Highway department as well as the County. Cort Crosby did that on Claybourn, get with C. Crosby for the language. When you get that we need to sit down to review what you have to make sure you have all of our comments before you go for plat construction approval. LISTON: We still need to walk that open ditch and just see what is needed and will send you a letter. Mr. and Mrs. Terry got hammered with Long Branch Estates. So if there is anything up above them then we need to protect them. They are in litigation with Platinum currently. KERN: The District's consulting engineer has distributed a comment letter regarding this project. Revised plans need to be submitted to CTE Engineers and the District. An IDEM permit will be required and the submittal packet should be sent to the District for review. The District will submit the project to IDEM for permit approval. A preconstruction meeting will need to be held before the construction of the proposed sanitary sewers. Building permits should NOT be issued unless the District has issued connection permits. ...END.. West Carmel Center, Block B Union Federal Bank of Indianapolis (Development Plan) Filed by: E. Davis Coots, COOTS HENKE WHEELER PC. REPRESENTING THE PETITIONER: Boyd Zoccola, HOKANSON COMPANIES INC. Sandra Griffith, HOKANSON COMPANIES INC. Mila Slepayq, MID STATES ENGINEERING Chuck Knapp, BRENNER DESIGN INC. Meg Storrow, STORROW KINSELLA ASSOCIATES INC The applicant seeks approval to construct a financial institution. The site is located on the southeast corner of Commerce Drive and West 106 Street. The site is zoned B- 5 /Business and is subject to the US 421 Overlay requirements. My name is Boyd Zoccola with HOKANSON COMPANIES here on behalf of UNION FEDERAL BANK. Union Federal was placed under contract at .78 acres in Carmel Center West with plans for a 3,566 square feet stand alone bank branch with two (2) drive through and one (1) ATM. It is part of an integrated development at Carmel Center West. We included nineteen (19) parking spaces with appropriate stacking in the drive through and ATM lanes. LISTON: We need an outlet permit into the (inaudible) drainage system in this area. Also be aware of 106 Street was widened by the county there was an under drain placed on the south of 106 Street across from 370 feet east of the Commerce Drive entrance. BROERMANN: They will probably get into it. I was not aware that it was there. LISTON: The county put that in because the roadside ditch was less than one percent (1 BROERMAN: I will make sure that we get together with you before they get that started. SHUPPERD: We have gas on Commerce Drive. We will need load requirements to size the meters and a call for service requested. GROVES: Your location falls in IPL so you will need to contact them for power. -7- BREWER: I wrote a comment letter. The previous approval that came through for the whole site had the buffer yards in place and they are covered by the US 421 Overlay and the buffer yard requirements is found in Section 26.4. The landscaping that is proposed for this particular project does not meet the quality and quantity of the first approval and it should. On the north side there is a buffer requirement of ten (10) shade trees and ornamentals, fifty -five (55) shrubs. You have enough evergreens and shrubs but only six (6) shade and ornamentals. Original plat shows species along that border are Pat Moore Ash and White Oaks. So the landscape materials need to be of that quality. October Glory not up to par. Foundation plantings for the US 421 Overlay requires five (5) feet widths all around the building. Minimum height of evergreens is eight (8) feet. Species comments, certain species will do better. You listed Little Leaf Lindens and I suggest Sterling Linden. Some of the other names were dropped off so you need to check that and let me know what they are. Planting note all stakes and guy wires should be removed in one (1) year. Planting detail root ball crown should be changed to root crown or root flare at grade level. AKERS: I talked with Frank Swiss, from the SWISS GROUP and I sent him the addresses with the three (3) phases of the buildings so contact him if you need those addresses. BROERMANN: I sent a letter to M. Slepayq with my comments. SOUTH: I had three items on the erosion control plan that I would like for you to work on. 1.) Better construction sequence, 2.) Pulling your silt fence back to behind the path you have it on the inside of the pathway, 3.) Twelve inch (12') flare -in section on the north west corner of the existing site I would recommend inlet protection while you are doing construction and show that. This site is less than five (5) acres but because it is part of another project you must still follow the Rule Five (5) procedures and submit and NOI to IDEM. FOSTER: You will need a knox box system and hydrant locations. ZOCCOLA: Will you forward that to us in a letter? DOBOSIEWICZ: The development plan needs to show the plan commission the initial development plan and here is the proposal with the modifications to the south shown along with the landscape proposal. Site access has one way going along the front of the building along 106 Street. Are you bound by your agreement with the owner to provide access into this other lot at this location? I see conflicts here. ZOCCOLA: I believe it was at the request of the seller. DOBOSIEWICZ: I think we need to eliminate this connection here. Make sure that with the change there is adequate number of parking spaces. The ordinance is one (1) per three hundred (300). ZOCCOLA: We are over parking our site. KERN: The plans received by the District do not contain the lateral specifications. Final revisions will be required. Building permits should NOT be issued unless the District has issued connection permits. ...END... Chipotle Mexican Grill (Development Plan) Filed by: GLAVAN FEHER ARCHITECTS REPRESENTING THE PETITIONERS: Jason Stults, GLAVAN FEHER ARCHITECTS Tim Blewett, CHIPOTLE Mark Heath, CHIPOTLE Mark Antonete, CIVIL ENVIROMENTAL CONSTRUCTION INC. The applicant seeks approval to construct a restaurant. The site is located at 1422 Keystone Way. The site is zoned 13-8 /13usiness and is located within the SR 431 Overlay Zone. ANTONETE: We are not doing anything that would be contrary. Probably worth noting reduction of site drainage in the impervious area. We will be adding more green space with landscaping with reduced runoff. The storm system is rather simple and is in compliance with your storm water regs with the Hamilton County Surveyor's requirements. Essentially the storm system is on a two (2) year flowing full. We are proposing to make our connection at an existing manhole at the main entrance on Keystone way. I believe we are going to replace the structure because it is wore and dated. We are going to maintain the grade flow. LISTON: We need an outlet permit to cover the Moffitt watershed. We need that application made to our office. You are in the City of Carmel jurisdiction. SHUPPERD: Gas main there. Dave Catron is our food service specialist for sizing grills and ovens. Give him a call and give him the load requirements and set up request for service. GROVES: We have existing feed but will need a service request. We need a full set of site plans, load requirements. We will need to make sure that the transformer out there will be sufficient for yours. BREWER: This site is covered by ordinance B -8 Business US 431 Overlay and also by our buffer yard requirements Section 26.4. The proposed plan is short eight (8) shade trees and fifteen (15) ornamental trees. We can discuss a reforestation plan or settlement due to lack of space on the site. There is only one (1) species of shade tree on the plan and we will have a monoculture. I am suggesting one other species for a third 1/3 of the number of trees. Graphic planting detail needs to read root crown or flare at grade level. A couple of mistakes on the plan, two (2) Mission Arborvitae listed and there are four (4). Planting Notes should be Planting List. You can call and we can go over the numbers. ANTONETE: Note we have more than adequate parking spaces perhaps we can add a couple of landscape islands on the outside perimeter. BREWER: Yes but I would suggest that you use that island in the middle with two (2) parking places associated with it. DOBOSIEWICZ: I would much rather lose those two spaces as parking and enhance the island. HILL: I would like to request a full size set of drawings. This will require Board of Works approval for your curb and your entrance on Keystone Way. Carmel Water and Utilities will have to provide additional water if needed. They will provide separate comments on that. The correct address is Keystone Way East. Are there other existing dedicated easements on this property? ANTONETE: There was a survey done February 2001 and I just obtained it. I think we did identify some easements there. HILL: We are going to ask for an access easement for the common drive between the site and MCL. Like to see dimensions on Keystone Avenue right -of- way line. I am going to ask for a sidewalk here. DOBOSIEWICZ: We reiterated that. ARTONETE: Can we tap into the existing services? HILL: Our utility department will comment on that. We will send a separate comment letter from us. AKERS: The address stays. -10- SOUTH: On your final site plans and drawings I would recommend showing inlet protection for the proposed inlets during construction and after those have been installed show a detail. BUTLER: Letter sent with comments. DOBOSIEWICZ: We need to show where you are going to park the vehicles for loading and unloading. You need to identify it on the plan. FOSTER: We need a complete full set of plans. Is this a sprinkled building? ANTONETE: No. FOSTER: Okay since May of 2003 all restaurants must be sprinkled. Additional water requirements as well. We would require a knox box with an alarm. Will get you a letter after we get a full size set of plans. DOBOSIEWICZ: To summarize the items mentioned, sidewalk, labeling the right -of- way, photometric and a cut sheet of light fixtures (detailed) shielded or bare bulb. The lights you show should be a ninety (90) degree cut -off. You may want to incorporate screening to the west of your site to screen the roof of the retail building next door. You may want to use Arborvitae across the west backside to create a better visual screen something that will enhance the site. Finally, the more information you provide the plan commission the better for you. If you have design elements of the building I would not discouraged you to displaying those to the plan commission and ask for their consideration of it ...END.. -11- Carmel City Center, Tract 5 Shapiro's, Phase II (Development Plan /ADLS) Filed by: Les Olds of CSO Architects for the Carmel Redevelopment Commission. REPRESENTING THE PETITIONERS: Les Olds, CSO ARCHITECTS Edmond Burke, CARMEL REDEVELOPMENT COMMISSION My name is Les Olds and here with me is Ed Burke. What we are submitting today is Phase II, the balance of Shapiro's property. Phase II will consist of two (2) additional retail buildings on the street with surface parking area to the west. Part of this construction will include the curb -cut or blue- streak as referred to as Monon Green. Monon Green is a result of the master plan layout that has been approved by the redevelopment commission. At this stage Monon Green will extent west and tie into Veterans Way. Veterans Way will extend to meet Monon Green Park. Beyond that the master plan calls for Veterans Way to extend all the way to City Center Drive. That will be held in conveyance because that is the blue -line quadrant. That is still on the agenda for the Board of Public Works that Veterans Way would be extended to 126 Street. The site is located northwest of Gradle Drive and South Range Line Road. The site is zoned C -1 /City Center District. We are asking for site plan approval for the project to include the surface parking area as well as the modification of the existing surface detention area north of the police department area, mark as "E Indicated on the drawings are different scopes of "E" because the redevelopment commission agrees to pay for different portions of the work with the balance being paid by Shapiro's development company. The actual contracting for the work has not yet been resolved. The surface tension area and the detention area is treated as a temporary base with the long term plan being underground detention areas to the north in the retail complex similar to recent completion at the east end of the reflecting pool. LISTON: There is a seventy -five (75) feet easement at the top of the bank of the JW Hawkins that runs along the old monon that has never been reduced. If the expansion falls in the easement we will look into reducing it to an agreeable width. SHUPPERD: You have a gas main right outside there. Information passed out to you with contact person's card attached. GROVES: We have a transmission line back there that you need to be aware of and get marked. How are you going to feed the two buildings? I do not see any reference to the middle building for service. OLDS: The transformer location will be on the west side of the middle building. GROVES: We will need easements for that and a way in there for the primaries. -12- BREWER: Letter sent. Need landscape plan with the divided areas and mirror effect of the first site. OLDS: Okay, we are going to use just one (1) landscape contractor. BREWER: Add these comments; Street trees should continue and shown on the plans. Mirror the landscaping from the first site to the second. Mirror the planter box construction. OLDS: Everything is the same along Veterans Way. The landscaping along the Monon Green will focus on south side only for future development on the north side. BREWER: Indicate that on the plan. HILL: No comments. AKERS: I do have addresses and I will get them to B. Olsen in a letter. Suite numbers need to be assigned, number of tenants. Beginning by one- hundred (100) then by tens (10) from left to right. Second floor designation by two hundred (200) and so forth. SOUTH: Letter passed. Erosion control plan needs work. Shapiro's restaurant never applied for Notice of Intent to satisfy the requirements of Rule 5. Redevelopment area construction without permits. You have several areas operating without permits. FOSTER: Will these buildings have sprinklers? OLDS: Yes. FOSTER: Post indicator valve on the small building to the north. One valve for both buildings? OLDS: Each building will be separate. DOBOSIEWICZ: Monon Green Drive dedicated right -of -way? LILLIG: As of today it is dedicated right -of -way. DOBOSEWICZ: On sheet two hundred (200) the two (2) accessory buildings put buffer stops as determination of those three phases, curb ins,... (Inaudible)... where they run in line with the curb. FOSTER: We would like to have input on the location of the valves on the buildings. .END.. -13- AMERICENTERS CARMEL (Development Plan) Filed by: Blair D. Carmosino of Duke Construction LP. REPRESENTING THE PETITIONERS: Blair Carmosino, DUKE CONSTRUCTION Ken Davis, THE BLAINE GROUP Laurie North, CSO Greg Snelling, WOOLPERT The applicant seeks approval to construct an office building. The site is located at the southeast corner of College Avenue and Pennsylvania. The site is zoned B -2 /Business. CARMOSINO: An approximately 27,000 square feet multi- tenant office building with on site parking. We are developing in concert with the Blain Group. DAVIS: We are proposing a one -story office building. We have built seven (7) of these across the country, geared toward small office users. Fully staffed, fully furnished. LISTON: This project falls in Furtig watershed this project will have to meet the point two -four (.24) CSF release rate per acre and an outlet application submitted to our office. SHUPPERD: Gas? One meter? DAVIS: One meter. GROVES: Your site plans show no easements and we need to see those on the west and north sides. At fifteen (15) feet. Where is the transformer location? SNELLING: Transformer location along College Drive at seven (7) GROVES: Looks like we have power on the west side of the property and the north side of College. So we will have to come from the north side and across College. SNELLING: Will you make a sketch of how you want that set up and send it? GROVES: Okay. One meter mounted on the transformer? Just be aware of the amperage. BREWER: No comments. -14- HILL: There are some Board of Works requirements primarily curb -cuts and the median cut on College and the one on Pennsylvania, temporary construction permit, encroachments of dedicated easements or rights -of- ways. Label the dimension of the right -of -way line. CARMOSINO: Everything is in place now. SNELLING: Can we can do it as one big packet? HILL: Yes. Do you have an ingress /egress agreement with the adjacent property owner? SNELLING: Not yet. HILL: Are there any curb -cut modifications on Pennsylvania? SNELLING: Nothing in the right -of -way. HILL: Need another set of construction plans on both College and Pennsylvania. SNELLING: Okay. HILL: If you could show on the drawings the whole portion of College from the median all the way to the existing median cut. The water connection is going to need an open cut? The water line appears to be in the middle of the street. That will require Board approval. Also include a right -of -way pavement section for (inaudible). AKERS: Sixty -four (64) on one side and one hundred and four (104) offices on the other? They would need suite numbers inside for each office. I will get with the fire department and decide what we need in there. SOUTH: Upgrades needed. Show your construction limits. Better sequences needed. Extend the silt fence on the north end of the site along the east side of the site. Some kind of inlet is needed for the dry basin. We can fashion that basin as a sediment trap for a while. SNELLING: Gravel riser? SOUTH: Yes. BUTLER: No comments. FOSTER: Need hydrant locations. Is this a sprinkled building? SNELLING: Yes. FOSTER: A hydrant is needed at the connection for additional water supply. We need a knox box system location on the front. Show the knox caps as well on revised plans. DOBOSIEWICZ: Our plan shows the drive entrance is entirely on the parcel to the south. Any intensions to modify? SNELLING /CARMOSINO: Based on the title survey it is on the property line. -15- DOBOSIEWICZ: I would like to see that designed and striped with two (2) out bound lanes and one (1) inbound. This is part of the Science and Tech Park and there is a commitment to go through DP as well as ADLS. Go ahead and pull the property search from the county for the notice. Access onto College drive this parcel is part of an overall larger parcel. Access is shifted in line with the driveway cut to the parcel to the north.
