FINDINGS OF FACT DEVELOPMENT STANDARDS VARIANCE
1. The approval of this variance will not be injurious to the public health, safety, morals and general welfare of the
community because:
The increase is significantly less than what is permitted in business districts and is
needed to accommodate overflow parking requirements at the Church. The gravel
parking areas are not visible from area roadways or adjacent residences.
2. The use and value of the area adjacent to the property included in the variance will not be affected in a

STATEMENT OF VARIANCE
The College Park Church has experienced significant growth over the past several years. To
accommodate this growth, the Church seeks expansion of its parking area, necessitating an
increase in lot coverage to 65 and a variance from the S -1 Area Requirement of Sec.
5.04.03(F). Due to budgetary restraints and the use of these areas for overflow parking, the
Church requests the existing 200 stall and proposed 180 stall overflow parking areas be
permitted to remain as porous surfaces (i.e. gravel), necessitating a variance from Additional
Parking and Loading Requirements of Sec. 27.03.01 and Sec. 27.03.02.
STATEMENT OF SUPPORT
College Park Church began in 1985 when a group of churches wanted to develop a Bible
based church amidst the rapidly growing north side of Indianapolis. Bible studies were
initiated and soon 10 families met in the Holiday Inn on the northwest side of town, and the
church was born. The small gathering began to grow. After moving to a nearby warehouse
for a few years, the group relocated in 1992 to its current home on the corner of 96th and
Township Line Road.
The Church has experienced much growth in the relatively short life of its congregation,
including several building expansions adding a larger auditorium, educational space and
parking accommodations. There are currently three services on Sunday morning to house
the growing assembly numbering over 2,200 attendees. Our outreach is facilitated by a
satellite church in Columbus, Indiana, and several "specialized" assemblies ministering to
the communities of Hispanic people, Arabs and the hearing impaired. The first satellite
church from College Park was established in New Palestine, Indiana, and became an
independent, sister church in 2007. We have seen the ministry spread through the radio
ministry called "Verse by Verse," which is heard on several radio stations in Indiana and
elsewhere.
The Church and its congregation support this request and urge adoption of the requested
variances.
