Thank you for the waiver of fees. Also, to clear everything up and to make sure all information is completely agreed and accurate, we will just submit two brand new plats (mylar, paper and digital) for both sections this time'. Platinum Properties has now informed us that the 20' strip we added was not agreed to in their loan that was approved for Section 4. Therefore, instead of going back through the loan process they would like to leave Section 4 as it was originally submitted and submit a second plat for the 20' strip of common area. These will be two separate loans and will need platted that way in order to proceed with Section 4. However, Platinum Properties would appreciate if these two plats can be sent to the next BPW meeting simultaneously. David Barnes informed me that he has the original Section 4 mylars so we will make sure to get you the plat for the 20' strip no later than next Tuesday. Would you have a preference of what this plat for the common area should be titled? If not, we will most likely just call this Longridge Estates, Section 5. Again, I apologize for the confusion but we are working at the discretion of our client on this issue. It looks like the filing fee was paid in 2007. Now, we will need a revised paper copy of the proposed secondary plat document within the next few weeks. I think the only thing needed is for the secondary plat docket no. to be added to the plat and add pins at each lot corner on the plat.... and here are a few more of the standard comments: Please provide a copy of your recorded covenant restrictions. Provide digital copies of the application plat, and plans, as .pdf or .jpg files. Staff cannot present a Secondary Plat to the Director for signature until Ms. Terry Krueskamp (tkrueskamp@carmel.in.gov) in Information Systems receives an e -mail with an electronic file of the plat attached (MicroStation .dgn is preferred, or AutoCad .dwg), and it (the e -mail) has been copied to myself and Alexia Donahue -Wold (awold @carmel.in.clov). Please submit a revised Secondary Plat after making above mentioned changes. Once these changes have been made and comments addressed, please produce a Mylar copy (with the surveyor's and land owner's signatures) for signature by this Department. Two paper copies of the plat must be filed with the Mylar prior to recording, and two paper copies and a Mylar of the recorded plat must be submitted following recording of the document. Our approval of the secondary plat (signature) will be forthcoming upon revision of the plans according to the items listed above. Longridge Estates Section 4 was a proposed 11 -lot subdivision southeast of 141 St. West Rd. It does not appear that this plat was ever approved and/or recorded; do you know why? Per the subdivision control ordinance regulations, we might have to void this secondary plat application due to lack of prosecution and your client would have to file a whole new Secondary Plat application when they are ready to move forward.... Upon further review of the proposed path for this section of the project, the developer does not feel that the path is necessary for the following reasons: a. The proposed path does not connect to an existing or proposed path system. b. The path would have to cross the Lions Creek Regulated Drain. This would require a pedestrian bridge design at some point in time. We doubt that the Hamilton County Drainage Board would be supportive of this. We offer the following comments: GENERAL INFORMATION 1. These comments represent the Department of Engineering's first review of the construction plans for this project. 2. We request that all responses to our comments be provided in writing and be accompanied by a drawing reflecting the requested revisions. Failure to provide written responses may result in the delay of the review process. 3. It is critical that this office be made aware of all modifications made on the plans being re- submitted, particularly if any such changes are considered "new" or fall outside of our previous reviews. Please notify us of any changes and specifically state any changes, including changes resulting from Plan Commission, BZA or other committee meetings. 4. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations submitted to this office for review. Final drawings will not be approved for construction until: a. All Engineering Department and Utility Department and Hamilton County Surveyor issues have been resolved. b. All bonds and performance guarantees are posted. c. All Board of Public Works and Safety approvals and any other governing agency approvals (if required) are obtained. d. All off -site easements necessary to install utilities to serve the development are secured. e. Submission of digital files. f. Payment of water availability fees. 6. The Department reserves the right to provide additional comments based upon subsequent reviews. 7. An approved Storm Water Management Permit is required prior to commencing any earth disturbing activity. 8. An approved right -of -way permit is required prior to commencing any work in the public right -of -way. 9. If it will be necessary to relocate existing utility poles, they must be relocated to within one foot of the proposed right -of -way. Costs for such relocations are to be borne by the developer. 10. The Department requires that the construction drawings be developed in accordance with the City of Carmel digital submission standards and that all required submittals for primary plat, secondary plat, and construction drawings be made. Carmel Utilities will provide separate reviews of this project for water issues. The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100% of the cost of labor and materials to construct the individual improvements, to be provided by the design engineer. Upon completion and release of individual Performance Guarantees, a three -year Maintenance Guarantee will be required (see Street Sign comments above).
