Department Concerns, Angie Conn: Nothing to report H. Public Hearings 1 -2. Docket No. 10020013 DP Amend/ADLS Amend: Hamilton Crossing West, Bldg 5 ITT Building Expansion. The applicant seeks design approval for a building expansion, as well as this zoning waiver request: Docket No. 10020014 ZW Ordinance Ch. 23B.08.03.A.1: Building Height and of floors. The site is located at 13000 N. Meridian St. and is zoned B-2/Business within the US 31 Overlay Zone. Filed by Jon Sheidler of Woolpert for ITT Educational Services, Inc. Present for Petitioner: Paul Reis, attorney, Krieg DeVault LLP, 12800 North Meridian Street, Suite 300, Carmel, Indiana; Brent Davis, CSO Architects, and Jon Sheidler, Woolpert Engineers. Overview: Proposed Building Expansion adds 31,000 square feet of office space to corporate headquarters Site is within the US 31 Overlay Zone Proposal includes Waiver for building height and number of floors Expansion will allow ITT to remain on this site S:/PlanCommission/ Minutes /PlanCommission/2010/PC- 2010 -apr20 ONE CIVIC SQUARE CAR EL, INDIANA 46032 317 -571 -2417 Parking lot also expanded to accommodate additional persons Design of building expansion and parking area fits within the site —does not impact right -of -way and upgrade of US 31 Design of expansion conforms to the existing building with two exceptions: number of occupiable floors and overall height of the building necessitating the zoning waiver Overall landscape plan includes new plantings as well as relocating and preserving as many existing plants as possible Plan also shows protection plan/relocation for existing trees on site Urban Forestry has no issues with the proposed plan Hamilton County Surveyor and Carmel Engineering have reviewed the drainage and have no issues Zoning Ordinance was amended after the building was built and now requires a building height of 38 feet and three occupiable floors The proposed building will have two occupiable floors and an overall height of slightly over 30 feet Allowing two floors also allows for better integration into the existing building ITT would like to start construction as soon as possible The petitioner is requesting approval of this project this evening No Public Remonstrance; Public Hearing Closed Department Report, Angie Conn: No outstanding issues Recommend suspension of the Rules and final vote this evening Commission Questions /Comments: Parking to the west? Incorporate pedestrian crosswalk? Enough parking for the addition? View from Meridian will not change? Other than building height, anything else that would be required of the petitioner if they were building a new building? I. Old Business Docket No. 09100009 DP /ADLS: Long Branch Market w/ Kroger (Altum's site). The applicant seeks site plan and design approval for a multi -tenant commercial development with out lots. The site is located at 11335 N. Michigan Rd. It is zoned B-3/Business and located partially within the US 421/Michigan Rd. Overlay. Filed by Robert Barker of Zinkan Barker Development Co, LLC. Present for Petitioner: Charlie Frankenberger, attorney, Nelson and Frankenberger; Jon Dobosiewicz, Land Use Professional with Nelson and Frankenberger. Also present: Nick Alm and Dan Deseccio, Kroger; Bob Barker, Zinkan Barker; other members of the development team. Overview: Proposed development has undergone lengthy and extensive review at Committee and neighborhood meetings Comprehensive and extensive commitments were required by the Special Studies Committee Commitments included in informational brochures Special Study has forwarded this Docket to the Plan Commission with a unanimous, favorable recommendation Drawings, plans, and commitments document in detail a redevelopment which the petitioner believes to be exceptional Expansive buffering is being provided between the re- developed site and the nearby residential areas All traffic and activity to the site, behind the grocery and the `B" shops, will be completely screened by expansive setbacks and buffers that far exceed the requirements of the zoning ordinance Approval is being requested subject to the commitments tendered Committee Report, Rick Ripma: Committee did an extensive review: buffering, design of the buildings, water location, traffic, sidewalk locations Noise specialist reviewed potential noise and placement of landscaping, etc. The 421 Overlay rules and regulations were applied to the entire property Committee voted a positive recommendation to the Plan Commission Dept Report, Angie Conn: Landscape plan has now been approved by Urban Forestry Dept. Dept still recommends approval but with the following conditions: Copy of recorded commitments are to be provided to the Dept Stub driveway connection to the south is to be shown on the plan in the general area of location where it would connect with Weston Pointe Committee comments /questions Regarding the connection to Weston Pointe, the petitioner is willing to grant some leeway and S:/ P1anCommission /Minutes/PlanCommission/2010/PC- 2010 -apr20 ONE CIVIC SQUARE CARMEL, INDIANA 46032 317 571 -2417 the Department is in agreement Other than those who just "don't want it," the majority of people are happy with the project It is good to include the commitments What is the look/aesthetics of the wall mounted light fixtures? Any safety apron in front of building for easy access to parking lot? Drainage? Response, Jon Dobosiewicz: Lighting fixtures were revised reviewed by Committee Light Fixtures were reduced in height from 15 feet down to 12 feet at the request of adjoining neighbors Shade trees in front of building, between 12 and 24 -foot wide sidewalk area before the curb; in addition, there are two, striped cross -walks Drainage will not affect neighboring properties Motion: Kevin "Woody" Rider, "To approve Docket No. 09100009 DP /ADLS, Long Branch Market w/Kroger (Altum's site) with two conditions stated: Copy of recorded commitments to be submitted to the Department; and Plan is to show the general area where the stub will connect to Weston Pointe," seconded by Sue Westermeier, approved 10 -0.
