CARMEL PLAN COMMISSION

Minutes of the April 20, 2010 meeting were approved as submitted.
Legal Counsel Report, John Molitor: Possible deposition next month from Mr. Lewis regarding the Johnson Drive
Garage; will probably have more to report next month.
Note: Items 1 and 2 should be reviewed by the Commission to determine whether or not the proposals conflict with
the City's Comprehensive Plan, especially the Thoroughfare Plan.

2. Plan Commission Resolution PC- 05- 18 -10 -3: Thomson Consumer Electronics TIF District
Mike Howard, attorney for Hamilton County, Indiana, also representing the Hamilton County Plan Commission,
appeared before the Plan Commission and gave an Overview of the two Resolutions for Tax Increment Funding
"TIF Districts being presented this evening.
Overview, 96 h /US 421 TIF District:
Whenever a TIF District is created or amended, Statute requires that the Plan Commission having
jurisdiction over the land use approve the plan for the area
Proposed area is 96 and US 421 Michigan Road
District was created by the County in 2000, will be annexed into the City of Carmel July 27, 2010
County has completed bids for roundabout at 106'" Street and Shelborne Road
County has now completed Interlocal Agreement with Marion County for major roundabout at 96''' Street
and Town Road
Nex use of Increment funds will be for the County to begin land acquisition to extend 146' Street from
where it is 4 -lanes on Spring Mill Road
The plan contains a caveat that nothing will permit the widening of an of the roads or thoroughfares south
of 116 Street, other than intersection improvements, prior to January 1, 2012— consistent with the
annexation agreement with the City and citizens of West Clay
TIF money can be used for any project that will serve and benefit the community

Motion: Sue Westermeier "To approve Plan Commission Resolution No. PC- 05- 18 -10 -2, 96 421 TIF District."
The motion was seconded by Woody Rider, approved 6 -0.
Overview: Plan Commission Resolution PC- 05- 18 -10 -3: Thomson Consumer Electronics TIF District
This Resolution Amends the Plan—It is the Third Amendment to this District; initial commitment was $2.5
million
Approximately $1,200,000 has been utilized thus far
Municipal water will be extended to this site, a major mound system created, and re- location of fueling
facilities at the municipal airport which serves not only Thomson but the entire Meridian Street corridor
also a matching 5% Federal Aid for ramps projects.
This Resolution will not be a "Bonded" project—there is almost $6 million in cash in the fund
The airport is outside the Carmel Plan Commission's jurisdiction, but it does not hurt Cannel's
Comprehensive Plan because it does boost economic development
Clarification: Bond financing in the context of these two TIF Districts is not Bond Financing that will increase the
debt proponent of the property tax rate within the City; those bonds would be repaid solely from tax revenue
generated within these two districts.

Signs /ADLS Amendments solely regarding signs proposal will require administrative approval process
only unless the Dept staff feels it needs further, in -depth review at Plan Commission level

Commission Comments /Questions:
Question of raising eggs in one's backyard may come up
Seasonal Sales several types are not listed
How do the time periods compare to a one -day event or a weekend event such as pumpkin sale
Suggest Committee consider extending beyond waiving fees for non profits making non profits exempt
all together for church sales of Christmas trees, pumpkins, etc. Perhaps cut the non profits out of the fee
process all together
Weekend Tents set up for Girl Scout Cookie Sales or sales of fitness memberships —where do those fit
within these amendments?

The applicant seeks to amend Appendix A: Schedule of Uses of the Zoning Ordinance. Filed by the

Supplemental to Food Stand Discussion Clarification regarding Use Table
Proposal will add Food Stand as a permitted use, previously only permitted in the Old Meridian Zone

Applicant seeks design approval for an exterior fagade renovation. The site is located at 1077 3' Ave.

Any screening of building in relation to the Monon?
Perhaps a future opportunity for something more appropriate in landscaping
May be a good faith effort to plant some trees between Williams Comfort Air and Monon, but would
have to be cleared by Dept in view of Monon Overlay

Bruce Berry's response:
Area is pretty dense in terms of vegetation. Joe Huck, owner, reported that he has not been allowed to manicure
or maintain anyh of the vegetation. The warehouse will be painted; the area is pretty -well screened. Maintaining
the property and keeping a good image is important to Williams Comfort Air; hopeful that shadow -box fencing
could be explored at a future date.
Department Response, Angie Conn:
Department will look at, but because of I -1 Industrial Zoning, no real landscaping standards in place. The Parks
Dept would have a say in what could be done with vegetation along the Monon.
