The Special Studies Committee considered the following items:
1. Docket No. 09090018 CPA: 96 Westfield Subarea Plan Comprehensive Plan Amendment
The applicant seeks approval to amend the Carmel Clay Comprehensive Plan (C3 Plan 2009), to adopt
Land Classifications and a Subarea Plan for the 96th Street Westfield Boulevard Special Study Area,
which is located south of 99th St. north of 96th St., east of the Monon, and west of Keystone Pkwy.
Filed by the Department of Community Services, on behalf of the Carmel Plan Commission.
Present for Petitioner: Brad Johnson, Ground Rules.
Overview:
Ground Rules has made changes in draft document pursuant to comments /requests at last Committee
meeting

Motion: Susan Westermeier "to forward Docket No. 09090018 CPA, 96"' Westfield Subarea Plan
Comprehensive Plan Amendment to the full Plan Commission with a recommendation for approval at its next
meeting on Thursday, January 21, 2010." The motion was seconded by Woody Rider. Motion Approved 5 -0.
Note: Items 2, 3, 4, and 5 were heard together.
2. Docket No. 09120006 ADLS Amend: PNC Bank Signage
The applicant seeks approval to change signage from National City Bank to PNC Bank: 2 ground, 1
wall and 3 directional signs. The site is located at 21 N. Range Line Rd. and is zoned C -2 in Old Town.

6. Docket No. 09120019 ADLS Amend: SePro Tower Signage
The applicant seeks design approval for anew directory sign design. The site is located at 11550 N.
Meridian St. and is zoned B-6/Business within the US 31 Overlay Zone. Filed by Lisa Schweitzer of
LB &A Sign Management.

Overview:
Proposed directory sign internally illuminated using LED's but also solar powered
Intent is to have all tenants use black copy, keeping color and consistency, font, etc.

Why paint brick —creates long -term maintenance (petitioner wants a new look)
Committee does not agree with painting vertical pillars
Questions regarding tower -cap on tower is clear, anodized aluminum with glass on top, illuminated
from underneath
