The site is located at the northwest corner of 96th St. and Spring Mill Rd. Filed Charlie Frankenberger of Nelson& Frankenberger for Jennifer Burk of Duke Realty Limited Partnership. 9:15 a.m. Docket No. 07070003 Z: 146th Gray Rezone (146th St Office Complex) The applicant seeks approval to rezone 11.6 acres from S -1 /Residence to B -1 /Business for an office development. The site is located at the southeast corner of 146th St. and Gray Rd. Filed by Kelli Lawrence of Hearthview Residential, LLC. Docket No. 07070004 PP: 146th St Office Complex The applicant seeks primary plat approval for 5 lots on 11.6 acres. The site is located at the southeast corner of 146th St. and Gray Rd. and is zoned S1/ Residence, pending a B -1 /Business rezone. Filed by Kelli Lawrence of Hearthview Residential, LLC. Steve Borderet of Borderet Design presented. He was accompanied by Kellie Lawrence of Hearthview Residential and Gene Valanzano of Baker and Daniels Mr. Borderet reviewed the location of the parcel. The petitioner i will develop 7 acres of the 12 acre parcel. There will be 5 lots, 4 of which are professional /office, and one which will most likely be a bank. Drainage will be sent eastward. Sewer will be south of the property. Nick Redden- Engineering We have no comment on the rezone and are still reviewing the primary plat. Greg Hoyes Hamilton County Surveyor's Office, no comment on the rezone. I have sent a comment letter regarding the primary plat. The Surveyor's Office did get the release rates, there will be a well on this site, we want to see the statutory easement of the Mitchner ditch shown, move the tree buffer preservation area from within that easement because under drainage code those trees could be removed. Will require some improvement to the Mitchner ditch and the natural water course that comes from under Gray Road. Steve Borderet asked about the course under Gray Rd. and that he understood it had recently been improved, do you have any idea of what improvement you are looking for. Greg Hoyes indicated they would be looking for more erosion improvement across the street. Discussion on removal of trees from the southwest corner was held. Greg indicated they would have to walk the land to have a more clear view of what will need to be done. Angie Conn DOCS, sent a comment letter and has no further comments at this time. Scott Brewer DOCS, indicated he has not sent a letter yet, but has reviewed the plans. Your landscape plan, it should be covered under the perimeter buffer yard guidelines. It appeared to be conceptual at best. It needs some more work, and Scott will be happy to provide more comments in a letter at a later date. Scott will meet with Steve at a later time to walk the property and discuss a more detailed landscape plan. Davis Lucas, Hamilton County Highway emailed a copy of his comments to Jim Thomas yesterday. Please notice #2 is the biggest comment on the list and that is no full access onto 146 street. We may consider a limited access depending upon the design. Shirley Hunter Duke Energy, no problem with rezone. Steve Borderet asked about easements Shirley indicated she did not know at this time. No detailed engineering at this time. Chris Ellison, Carmel Fire Department will you be having any fire alarm or sprinkler systems at this site? Steve indicated that all building will be sprinkled. Chris indicated that the buildings will need to be fitted with Knox boxes to allow fire department access. The Carmel Fire Department also request that the fire department connections to the sprinkler systems have Knox locking caps in place. This helps prevent tampering with the system and helps reduce maintenance costs. Chris also updated the petitioner on a recent fire hydrant specification changes that now will require STORTZ connections on the steamer caps on hydrants. When you submit your plans, please submit a pdf file to the fire department. David Littlejohn -DOCS, Sent a letter indicating the need for bicycle parking and on 146 street ADA complian ramps. Steve Borderet asked that since there is a 6 ft. path already in place is there still a requirement for a 10 ft. path. David responded that the Thoroughfare Plan does require a 10 ft. plan however; it may be possible to make a contribution to the City Thoroughfare Fund in lieu of rebuilding the path. END 9:25 a.m. Docket No. 07070005 DP /ADLS: Old Meridian Professional Village The applicant seeks site plan and design approval for 7 buildings on 6.25 acres. The site is located at 12346 Old Meridian St. and is zoned OM /O Old Meridian District, Office. Filed by Paul Reis of Bose McKinney Evans for ALTA Business Communities, LLC. Greg Snelling of Snelling Engineering presented for the petitioner. He was accompanied by Andrew Tschopp of CSO Architects and Todd Riesor of Dublin Building Systems. We have submitted an ADLS and will be following up with construction plans at a later date. Nick Redden- Engineering We are still reviewing the plans and we will get our comments to you as soon as we are able. Greg Hoyes Hamilton County Surveyor's Office, sent a letter yesterday. We did have a concern that the Old Meridian road project relocated the verdict drain and looks like there are some trees that appear to be too close and we would like those to be moved. We are reviewing the drainage calculations it appears that are complying with all the ordinances, but I will review to make sure Steve Borderet indicated that they are looking at a variance to be a little closer to the road with the trees. Angie Conn DOCS, Sent a review letter and has no further comments at this time Scott Brewer DOCS, has not sent his review letter yet. Scott indicated that from the plans he received he could tell where the easements were. A meeting will be set up to further discuss this project. David Lucus Hamilton County Highway, No comments. Shirley Hunter Duke Energy, requests a full set of plans, and also an auto CAD file. She asked if the building will be in stages. The petitioner indicated it would be. Shirley indicated a service request should be made for the first building. Shawn South will be your contact. There are old services there that will have to be removed. Please call the service number to have the meters removed. Chris Ellison, Carmel Fire Department asked if the petitioner will be using a sprinkler system in any of the buildings. The petitioner indicated they will not. Chris indicated that when reviewing the drawings he saw only 2 fire hydrants on the west end on the project. Will additional hydrants be installed? The petitioner responded that Carmel Utilities is building a main and they have not received the plans, although we assume they are building fire hydrants every 500 feet. Every building should be within 250 ft. from a hydrant. Chris indicated that they may need to meet to discuss hydrant locations. Chris informed the petitioner that because the building is not sprinkled they will need to have a hydrant 400 ft. from the most remote location of the building. Chris also clarified that when measuring a route, the 400 ft. must be measured using the route the fire department would use to get the building not a straight line to the building. The fire department also requests a CD /PDF file of the drawings. We also request Knox boxes in any alarmed or sprinkled buildings. David Littlejohn -DOCS, sent a letter. Please show the details showing the bicycle parking. Please note that all the ramps are ADA compliant and connect the internal sidewalks as much as possible and have a sidewalk connection on each side of the entrance. Christine Barton Holmes -DOCS, no comments at this time END 9:35 a.m. Docket No. 07070006 DP /ADLS: Weston Park, Block A (L A Fitness) The applicant seeks site plan and design approval for 3 buildings on 10.14 acres. The site is located southwest of 106th St. and Michigan Rd. and is zoned 1 -1 /Industrial within the US 421 Overlay. Filed by John Turek of L A Fitness International, LLC. John Turek presented for LA Fitness. He was accompanied by Mark Obergell of TLF Engineers and Kristy Rexing of Architects Forum. Mr. Turek reviewed the location and scope of the project. The LA Fitness building will have about a 42,000 sq. ft. footprint, single story building with parking around it. Nick Redden- Engineering this is outside of our jurisdiction. Greg Hoyes Hamilton County Surveyor's Office, sent a letter. The Surveyor's office has some concerns about the drainage calculations. You also need an application. We may have to discuss some additional easements. He also requested to see some cross sections of the open ditch and the parking lot butting up to it to see how that worked together. Greg indicated he was aware of the emails between the petitioner and Bob Thomas. He encouraged the petitioner to keep working with Mr. Thomas for resolution of the issues. Angie Conn DOCS, has sent a comment letter and has no further comment at this time Scott Brewer DOCS, had made some comments earlier to which you had responded, but I have not had time to send additional comments. Scott originally sent his comments to Mark Obergfell. Scott reviewed the Michigan Overlay which includes foundation plantings around the buildings; your plan did not show any plantings at all. The petitioner indicated that his would be part of the building plan submittal. Scott instructed the petitioner to note this on the plans. For parking lot trees you are required to have 51 trees, it appears you have 36. This will need to remedied. One of your species, the Hawthorne Bean, you have planted along the road, this species does not take well to salt. So if the driveways, etc. are salted, these trees will not survive. Scott will send a follow up letter outlining all of these concerns. David Lucas, Hamilton County Highway Department, distributed a comment letter to the petitioner. We are asking that landscaping, fences, etc. stay out of the right of way on 106 street. It appears that the improvements to 106 street and the entrance was installed during the State project and if that is going to change with the entrance of the development, we may have comments on that at a later time. Chris questioned, are you going to put the fire department connections where the water comes into the building on the south side. The petitioner indicated that this is what they would usually do, but were open to any suggestions. Chris suggested that when the design plan is more complete, he could meet with the petitioner to review locations. Chris also reiterated that Knox boxes and STORTZ caps are required. The site is located at 11145 N Michigan Rd. and is zoned B -2 /Business within the US 421 Overlay. Filed by Darci Pellom of Civil Designs, LLP. Darci Pellom presented. She reviewed the scope of project. Nick Redden- Engineering, this is outside of our jurisdiction Greg Hoyes Hamilton County Surveyor's Office, sent a letter and outlet permit. We also need drainage calculation. Angie Conn DOCS, sent a review letter and has no additional comments at this time. Scott Brewer DOCS sent an email last evening, need to look at the issue of the buffer yards. Scott questioned if electrical lines are around the front and that has been planted he questioned the species of plantings on the electrical line- Darci indicated that the plantings are a distance from the lines and she feels there is no problem. Scott asked that Darci review the issues he outlined in his email. David Lucas, Hamilton County Highway, No comment Shirley Hunter Duke Energy, indicated that an application will be needed with address numbers assigned. Shirley asked if a new transformer pad had been installed when the previous buildings had been. Did they put the pad in for service to outlot 3 easement looks fine Shirley also asked for an autocad file we need 5 feet in front of the meter that may not have landscaping. Make sure the bicycle parking is compliant and also to make as many connections between sidewalks as possible. Discussion of the bike parking location was discussed. David will look at the proposed location and let the petioner know if it is acceptable David reviewed a visual and indicated where internal connections should be placed. END 9:55 a.m. Docket No. 07070010 PP: Trillium The applicant seeks primary plat approval for 57 residential lots on 32.447 acres. The site is located at 2555 W 131 st St. and is zoned S -2 /Residence. Filed by Dennis Olmstead of Stoeppelwerth Assoc, Inc. Pete Adams of Adams and Marshall Homes presented. He was accompanied by Mr. Adams reviewed the project. We hope to get started in the spring. These will be single story, residential, detached, 2500 sq. ft., 2 car garage. Nick Redden- Engineering, We are still reviewing the plans and we will get our comments to you as soon as we are able. Greg Hoyes Hamilton County Surveyor's Office discussed drainage issues. He suggested that the petitioner may be able to be work out these issues with Brenwick and Synder. No primary plat concerns. Angie Conn DOCS, sent a review letter, but has one additional comment regarding connectivity to West Clay and she reviewed on a visual what the Department is looking for regarding the road location. Scott Brewer DOCS, asked how to contact Delphinium Design. Pete responded, please call Stoeppelwerth office to get the info. Scott has not yet sent a review letter. Scott needs a tree protection plan or details and there is a number of trees that need protection. He will have comments on some species also. David Littlejohn -DOCS, no comment Christine Barton Holmes -DOCS, no comment at this time END 10:05 a.m. Docket No. 07070013 SP: Cobblestone Commons Plat The applicant seeks approval to plat 17 lots on 2.56 acres. The site is located at the southwest corner of Smokey Row Rd. and 1 st Ave SW and is zoned PUD /Planned Unit Development. Filed by Justin Moffett of Uptown Partners, LLC. Justin Moffett of Uptown Partners presented. He was accompanied by his business partner Jeff Hefton, Jim Shields of Wiehe Engineering. Justin reviewed the project. There have been many, many changes since we were last at TAC. There now will be 17 lots on 2.56 acres. We are still connecting to sanitary sewer at 1 St Avenue, water will come from the existing pipe on Smokey Row. Storm water is back to the original proposal utilizing the drainage easement along the back of the ridge to a proposed detention facility on a property south of that ridge. We will be having a discussion with the Engineering Department and the Surveyor's Office. Based on information, we feel we have the right to use this easement for our storm water drainage. We may be doing some tweaking, but the overall conceptual layout is what we will propose. Scott Brewer DOCS, received an email the only thing he noted that had not been discussed was on south at lot #1 is an existing tree, a maple, we talked about extending the curve past this first parking space and saving the tree and these plans that has not been done. Justin indicated that Uptown Partners will defer to their attorney. He indicated that the City Council was very clear about parking; we need to make sure that this will not go back to City Council. Scott would like to pursue this. He requested an engineered landscape plan. Chris Ellison, Carmel Fire Department he indicated he had noticed grass pavers outline in the plans and he also spoke about the break away bollards. He asked if this was for emergency egress. Have you decided on the type of bollard? Justin did clarify that there will only be one egress and that will be at the west entrance. Chris distributed his card and when bollard style is determined, please give him a call. We will be having the H2O rated paver Chris indicated that the fire truck weighs approximately 70,000 lbs., so make sure the pavers can handle this weight. She would like to have an auto CAD file of the secondary site plan. Tried to look at existing poles on 136 street and don't see any issue there. If we ever need to move the poles this will be an issue Discussion on location of the poles was held. David Littlejohn -DOCS, sent a letterjust recommending putting a sidewalk on both sides on Second St. and continuing the sidewalk on the south side to lot 17. He also noted that before we sign off on secondary plat, we will have to get approval from Parks Department for the trail head. Justin indicated on a visual where the sidewalk would be crossing. The site is located north at 937 Keystone Way and is zoned B- 8 /Business within the US 431 Overlay. Filed Steve Wilson of W W Properties, LLC. Steve Wilson of W W Properties presented. He indicated that previously a restaurant was in this location called Illusions, they left the complex and we now are a complete office complex. We would now like to move forward with construction of the new building. The main floor will be set up as an office, which I will occupy, it has 1543 sq. ft. with a two car garage, storage area. Upstairs will be single apartment which will be about 1460 sq. ft. Nick Redden- Engineering Please sent a set of plans. The site is located at 136th Street and Pro Med Lane, and is zoned B6, within the US 31 /Meridian Street Overlay. Filed by Dave Coots of Coots, Henke Wheeler for Midwest Hospitality Group, Inc. Mike DeBoy of DeBoy Land Development Services presented in lieu of Dave Coots. He reviewed the project. The hotel will have a full service restaurant, It utilizes the existing detention facility location toward the south end of the property that was put in place in the 1980's. It utilizes on the storm water quality end a mechanical structure, we do have comments from Amanda Foley, and we are also using pervious pavers, brick pavers in part of the area as well. We have submitted a revised landscape plan to Scott Brewer. Nick Redden- Engineering, Nick indicated that Engineering had provided comments previously, and asked has anything changed. The petitioner indicated that yes the site changed and they do have his comment letter and are waiting to receive comments back from the client. Angie Conn DOCS, we have not done a review yet, we are still waiting for landscape, lighting and more detailed architecture plans. Mike Deboy indicated that Angie has the most recent current landscape plan. However the lighting and architecture detail is an issue we have with the client. Mike DeBoy indicated that he believes that Justus Homes will be granting an easement to Midwest Hospitality for fire access across their property. Filed by E. Davis Coots of Coots Henke Wheeler, PC for Lubavitch of Indiana. Dennis Lockwood presented for the petitioner. He was accompanied by Mark Swanson of Swanson and Associates. Mr. Lockwood reviewed the project. We are seeking special exception use for the site. It is zoned S1. The drawings are conceptual in nature and not as detailed as the Committee may be accustomed This project did come through last year, and we have made some modifications based on comments that were received last year. We did conduct meetings with various County departments. Nick Redden- Engineering, outside of our jurisdiction. Scott Brewer DOCS, I did receive landscape plans and they look good. However, I do not have any utility information on the plans. I do need an engineered set of plans with utility information on them. Scott asked about any plans on the property to the north. Mr. Lockwood indicated that currently there are no plans for that property. David Lucus, Hamilton County Highway distributed comment letter. You need a little bit of work on the entrance geometry with the deceleration lane being lengthened and the deceleration taper being shortened these are reversed. Cross sections for the interior street and improvement along 96 street. Chris Ellison, Carmel Fire Department, I reviewed the plans yesterday. I did not see any utility site plans. Mr. Lockwood indicated that they do not have any plans at this time, we are still in the conceptual stage. When plans are more detailed, we will need to have a meeting.
