Filed by Mina Desai Patel, Skin Sense Spa. Nina Desai -Patel of Skin Sense presented. They are currently located at 39 West Main Street. She would like to move an already established business into the residential area, which already has some businesses lined up to it. We are not looking to rezone, just a variance of use. We will make no structural changes. Christine Barton Holmes -DOCS, you will be receiving the department report later today END Docket No. 07080031 PP: Wellsprings of West Clay The applicant seeks primary plat approval for 11 lots on 14.3 acres. Also, subdivision waivers requested are: Docket No. 07080032 SW SCO 6.05.07 homes facing an arterial /collector road Docket No. 07080033 SW SCO 6.03.07 cul -de -sac length The site is located at approximately 12210 Shelborne Rd. and is zoned S -1 /Residence. Filed by S. Kurt Menner of Lifesprings Group, LLC. Charlie Frankenberger of Nelson and Frankenberger presented. He was accompanied by Kurt Menner, Lifesprings Group, Tom Jones, Property Owner, Gordan Kritz, Stopplewerth and Associates and Peggy Burns, who represents Mr. Jones. The petitioner is asking for primary plat approval and two waivers. The property is approximately 14 acres. Charlie distributed an aerial and a color rendering plat. There will be 11 lots developed, the density is less than .75 per acre therefore, the ROSO does not apply. One unique feature of the road is that it concludes in a cul -de -sac. The developer is planning to leave as is and when the adjacent land develops that developer could just stub in to our cul -de -sac and we would leave it there as a traffic calming device. The two waivers we are requesting to permit the residences on these two lots to not face Shelbourne Road, and for a cul -de -sac to be more than 600 ft. in length. Greg Hoyes Hamilton County Surveyor's Office, sent a letter to Brian Robinson, no major concerns with the primary plat. There was a minor error in the drainage calculations. Need some signoffs from downstream property owners for the discharge onto the surface of their property. This would pertain to the property west of the development. Greg will forward a copy of the letter needed to Gordon Kritz. If for any reason the neighbors did not sign off, a different outlet would have to be researched, currently there isn't another one there. Nick Redden- Engineering We are still reviewing the plans and we will get our comments to you as soon as we are able. Shirley Hunter Duke Energy, need to look into if there are any conflicts with the poles. If there is a conflict we need to address it early on. At this time it appears that power will be brought in from Shelbourne Road. Also, subdivision waivers requested are: Docket No. 07080037 SW SCO 6.03.03 6.04.04 stub streets to adjacent parcels Docket No. 07080038 SW SCO 6.05.01 all lots shall abut a public right of way Docket No. 07080039 SW SCO 6.05.07 6.03.19 homes must face a parkway /arterial road Docket No. 07080040 SW SCO 8.09.02 installation of paths /sidewalks The site is located at the southeast corner of 106th St. Spring Mill Rd. and is zoned S- 2 /Residence. Filed by Joseph Scimia of Baker Daniels, LLP. Joe Scimia of Baker Daniels presented. He was accompanied by Dennis Collins, the Collins Group, Roger Kilmer, Baker and Daniels, Nathan Althouse, Miller Engineering. This is a nine acre parcel that previously was the location of two homes that have been demolished. The plan is now to build three homes on this acreage. This would be a private compound on the site. The appeal of the site is its elevation and location. This will be a 3 lot compound with a large central common area. Mr. Scimia outlined some of the issues that are of concern to the petitioners, i.e., requirements for subdivision development, for what is to be a family compound. There are also requirements for right of way, which takes away viability for one of the sites, driveway requirements, the petitioners are trying to save the existing driveway, since it is in a natural gully, and the addition of paths, possible footbridges, streets, etc. Greg Hoyes Hamilton County Surveyor's Office sent a comment letter out last evening. This does have a natural channel through it with 3 regulated drains up site. The natural channel has been un- maintained for many years, and it does cause problems, i.e. flooding on Springmill Road. If this is either a 2 or 3 lot subdivision there are many county regulations. Mr. Scimia in regarding the to flooding issue, is it the size of the pipe, or the dam that was created by the Simon Development. Nathan Althouse will work with Greg to work out this problem. Highway Dept., sent a comment letter on Sept. 5 David reviewed his comment letter. He clarified that this would the county thoroughfare plan and not Carmel's. Mr. Scimia indicated this would help quite bit. David indicated that there is no established ditch there. The main goal of the Highway Dept. is to have some type of drainage along Springmill on the east side. How that is accomplished can be determined later. No concerns with the access with the location of it. The Highway Department would like to see it as far away from the intersection as possible. Nathan will work with David to resolve any issues regarding traffic lanes. David Littlejohn -DOCS, I sent a letter indicating the need for a 10 ft. asphalt path, 5 ft. sidewalks on both sides of interior sidewalks, ADA compliant ramps, and bike parking to meet the City Ordinance. Mr. Scimia indicated the petitioners would be interested into looking at the cost of making a contribution to the Non Reverting Thoroughfare Fund. David reviewed the process for doing that. Nathan will work with David on the Non Reverting Thoroughfare Fund. Ryan Hartman CTRWD met on site several months back to discuss issues. Ryan has not sent a comment letter yet. The only issue he sees is we may shift the location of the sewer a little bit, just to get a better angle. Dennis Collins reviewed a visual with Ryan on the relocation of the sewer. Ryan will get a letter out soon. Angie Conn DOCS, I have sent a review letter and have no further comments at this time. Angie distributed some comments from the Carmel Engineering Dept., even though they do not have jurisdiction. The Department does not have issue with not having a stub road. END Docket No. 07080042 TAC: Opus Landmark at Meridian Bldg 2 The applicant seeks construction plan approval for a previously approved 5 -story building, parking, and prep work for Building 3. The site is located at 12911 N Meridian, and is zoned B -2 /Business within the US 31 Overlay. Filed by Graham Lewis of Cripe Architects Engineers for Opus North Corp. Graham Lewis of Cripe Architects presented. This will be construction of a new 5 story building with parking for over 700 spaces. A new drive cut onto Pennsylvania Street, which will have to go to the Board of Public Works for that approval. The petitioners have expanded the existing detention basin on the north side of the property and put in new storm sewers for that drainage and added a new detention pond on the south end of the property on the west side in between Meridian and the building. The south pond discharges into an existing pond that is out there which over flows into a small drainage way which discharges into 2 twenty -one inch pipes that go under West Carmel Drive. Greg Hoyes Hamilton County Surveyor's Office sent a letter to David in your office. We will need an outlet permit. The only other concern with the over flow between the existing ponds and the culverts doesn't appear to be very stable. Graham Lewis stated that the petitioner is planning to put some rip wrap around the 21 inch pipes and stabilizing the earth around the pond. Filed by Nick Churchill of Pittman Partners. Gordon Kritz of Stoeppelwerth and Associate presented. He was accompanied by Neal Smith and Nick Churchill of Pittman Partners. 5 acres will be divided into 2 lots for private residences. The driveways will be joined into one entrance so one cut will be eliminated on 136 Utilities will be coming from the Westmont subdivision and sewer extention. Greg Hoyes Hamilton County Surveyor's Office, letter sent to Dennis in Gordon's office. The calculations need to be revised for Westmont to show the changes. Need some pump laterals.
