MEETING MINUTES

The applicant seeks approval to rezone 1 lot from R -3 /Residence to B -5 /Business
within the Old Town Overlay Character Sub area. The site is located at 410 1 st
Avenue
NE. Filed by Jim Euler of DECA Holdings, LLC.
Jim Euler presented. The property is a residential property and we would like to use
the property for his company, which is a consulting company, environmental consulting.
He works with manufacturers with their environmental issues. Typically there are no
visitors to his business, he travels to them. There will be most 5 employees. He would
like to make some minor changes to the structure, i.e. a roof, and some improvements to
the garage.

9:15 a.m. Docket No. 07090015 DP /ADLS: West Carmel Dr. Retail (Meijer Outlot A)
The applicant seeks site plan and design approval for a multi- tenant retail building.
The site is located at the northeast corner of Carmel Dr. Pennsylvania St. and is zoned
OM /M Old Meridian District /Meijer Zone. Filed by Paul Reis of Bose McKinney
Evans for Thomas English Retail Real Estate, LLC.
Brian Cross of Civic Side Group presented. He was accompanied by Shawn Curran, or
Curran Architecture.
Meijer set aside this parcel for a future retail or other commercial use. We are proposing
is a 10,600 sq. retail use building. It will replace the current parking field in the Meijer
parking area itself. We will try to minimize the impact around the site and tie everything
in as coherently as possible. Landscaping should stay the same in the front of the
property, the existing detention site between just north of West Carmel Drive that ties
into a larger detention facility to the south. This will not be impacted at all. Brian had
some copies of the building plans for the Committee.

no concerns.
Nick Redden- Engineering We are still reviewing the plans and we will get our
comments to you as soon as we are able.
Shirley Hunter Duke Energy, asked if this will be a multi- tenant building or not. Brian
responded that they are no sure, no leases have been signed as yet.
Duke does have facilities on the west side of the property. You will be required to
provide conduit under the pavement. There are also facilities on the south side. Shirley
distributed service application and a card for the engineer in the area.

Scott Brewer DOCS, has not had an opportunity to send a comment letter, but does
have some concerns.
Scott discussed that they are saving trees, but are reducing the size of the island that
they are in. This will significantly affect the tree, especially, if you put another tree in with
it. His advice is to leave the island the size that it is now, leave the area as it is and not
fragment it. It would be good for the trees and you would have room to have another
one in there.
Brian stated they will look at the parking ordinance ratio and will get back with him.
Leaving the island as is would save on asphalt.
Scott asked if the small islands will be remove. Brian indicated yes they would, because
they are replacing the curb line. Brian will send Scott the new pdf file.
Scott will also need to see tree protection plans.
Scott indicated that the crabapples that are listed as the ornamental trees are the wrong
shape for the parking lot, so he will have other suggestions for the ornamental trees.

Brian discussed that David indicated they would need bicycle parking. He showed on a
visual where they would be moving the bike parking. David indicated that the parking
must be 50 ft. within the entrance.
Brian asked about the asphalt path between Carmel and Pennsylvania, there currently is
a sidewalk, so would they have to replace the sidewalk or add to it.
David responded that per the Alternative Transportation Plan required a 10 ft. path, and
anytime you put in a new development there has to be done. David indicated they could
discuss a contribution to the Non Reverting Thoroughfare Fund.

9:25 a.m. Docket No. 07100004 SP Amend: Cherry Tree Grove
The applicant seeks approval to amend a secondary plat to show 30 lots on 20.44 acres.
The site is located at 14400 Cherry Tree Avenue and is zoned S -2 /Residence.
Filed by Dennis Olmstead of Stoeppelwerth Associates for RDJ Land Development.
Chris White of CR White Development presented. He was accompanied by Brian
Robinson of Stoeppelwerth Engineering.
This project was approved earlier this year. In that layout we had 80 ft. wide lots with the
market slow down we had put the project on hold. Feedback from builders for the area
have indicated that wider lots would be preferable and would be a better marketing
concept. So they have dropped 4 lots and widened lots from 80 ft. to 100 ft. The street
system did not change at all. There are now 29 lots, plus one large conservation lot.

9:35 a.m. Docket No. 07100003 TAC: Meridian 465 103rd Street Medical Bldg
The applicant seeks construction plan approval for a previously approved building
expansion. The site is located at 200 W 103rd St, and is zoned B -3 /Business.
Filed by DJ O'Toole of EMH &T, Inc.
DJ O'Toole presented. He was accompanied by Tamera Wessel of EMH &T.
The project was originally designed in 2002 and submitted. However, at that time Kite
only built one half of the project. They would now like to build the second phase of the
project.
Greg Hoyes Hamilton County Surveyor's Office, we would like to see some more
drainage calculations.
DJ responded that they have the original drainage calculations and he will send them to
Greg.
Nick Redden- Engineering We are still reviewing the plans and we will get our
comments to you as soon as we are able.
Shirley Hunter Duke Energy, she has reviewed the existing demand on this building
and their transformer will more than handle the load. She distributed the card of the
engineer who will be handling the project. They will still need load information.

Scott Brewer DOCS revised plan presents no problem. He did ask about the large
locust on the south corner of the building. If they could be saved, it would be helpful.
Chris Ellison, Carmel Fire Department, the existing building has a full fire /sprinkler
system, so is the currentl system designed to accommodate the new building.
DJ I believes that it was. MEP folks were out yesterday. DJ will let Chris know the
status.

DJ indicated that they had met with Kite and discussed the bike parking and have found
