The site is located at 10580 Michigan Rd. and is zoned I -1 /Industrial within the US 421 Overlay. Filed by Jim Shinaver of Nelson Frankenberger for Mike's Car Wash Inc. Jim Shinaver of Nelson and Frankenberger presented. He was accompanied by Jerry Dahm and Bill Dahm and Terry Wells of Mike's Carwash, Frank Hindes of Cripe Engineering. Greg Hoyes Hamilton County Surveyor's Office A comment letter will be sent today. Significant issues remain to be resolved. Nick Redden- Engineering This project is outside of the Engineering Department's jurisdiction. Angie Conn, DOCS, she sent a letter on 10/31 and has not yet received a response. She has no further comments at this time. The Petitioner indicated she will receive a comment letter by the end of the day. Alexia Donahue Wold, DOCS represented David Littlejohn, Alternative Transportation Coordinator. She reviewed the letter David had sent the petitioner. Any further questions should be directed to David. Scott Brewer DOCS, Questions about canopies of trees, how far do they extend. He also asked for clarification on types of shrub and tree plants. The petitioners indicated that a new landscape plan will be submitted Scott will review and send a comment letter. Also, subdivision waivers requested are: Docket No. 07100033 SW SCO 6.03.20 private street Docket No. 07100034 SW SCO 6.03.03 6.04.04 stub streets to adjacent parcels Docket No. 07100035 SW SCO 6 .03.07 cul -de -sac length exceeds 600 -ft Docket No. 07100036 SW SCO 6.03.26.4 gate location no a bus pickup area The site is located on 106"' St. east of Towne Rd. and is zoned S -1 /Residence. Filed by Joe Calderon of Bose McKinney Evans, LLP. Joe Calderon presented. He was accompanied by Miles Floetkef of Lawn Pride, Chris Wiseman of Cripe Engineering and Mark Zukerman of MZA. This is a small infill project just east of 106"' and Towne Rd. This will be a luxury subdivision 9 lots on approximately 12 acres. We have determined that there is demand for this type of subdivision. It will be a gated community with low or no maintenance. There will be significant tree preservation area on the east end of the property. Greg Hoyes Hamilton County Surveyor's Office has sent a letter, since it is a primary plat we cannot review in deep detail. It will be a regulated drain subdivision. We require separation between public right of ways and ponds. Just do alternative barriers. No planting in easements. We will review water quality at a later date. There should be no driveway encroachments into easements. Nick Redden- Engineering This project is outside of the Department's jurisdiction. Dave Lucus, Hamilton County Highway Department He and Lance spoke last week on the phone. David reviewed some of the highway concerns at that time, one of which is site distance to the east side and the location of the drive in relation to that site distance. He realized the petitioners will be meeting out at the location in the near future and if you do not agree we will need verification that you do have adequate site distance to the east. This will not negate the need for a deceleration lane as well as a deceleration taper. David stressed this is a critical item. The cul -de -sac length will go before the Board for a variance due to the extended length. Need verification from the City of Carmel that there are no problems with the circle and the cul -de -sac that it is adequate for fire trucks and other emergency vehicles. The last thing is the drain outlet, we do not allow water to drain directly into the County right -of -way and it appears this is very close to the outlet on 106"' street. When we get more detailed plans he can take a closer look. The petitioner stated that a site visit had been done and they have determined that they need to move the entrance to the east by about 75 ft. They agree with David and they feel more comfortable that it is safe. They will re- engineer the entrance; this will also give the 150 ft. deceleration lane. A revised set of plans should be available in the next 7 10 days. They are also willing to meet individually with TAC members. Scott Brewer DOCS, he will wait for the revised set of plans.
