HomeMy WebLinkAboutMinutes TAC 12-19-07CARMEL TECHNICAL ADVISORY COMMITTEE MEETING MINUTES Date: December 19, 2007 Place: Dept. of Community Services Conference Room, 3rd Floor, Carmel City Hall Docket No. 07110023 TAC: Village of West Clay, Sec 6003 -B National Bank of Indianapolis The applicant seeks approval for a one -story building with a drive thru. The site is located at 2410 Harleston St. and is zoned PUD /Planned Unit Development. Filed Brandon Burke of The Schneider Corporation. Brandon Burke presented for the petitioner. He was accompanied by architects Diana Brenner and Tom McDowell of Brenner Design and Keith Lash of Brenwick. This project is the National Bank of Indianapolis. Brandon reviewed the location of the project. The site will utilize the existing infrastructure in place, the storm/water detention to the north which is part of the Village of West Clay master drainage plan. Diana Brenner stated that this building is identical to the building at 106 and Michigan Rd. It is sited a little bit differently due to the orientation of the site. The building will be in keeping with the Brenwick aesthetic. Alexia Donahue -Wold, DOCS has no comment at this time. Nick Redden, Engineering has sent a letter with our comments and we have no further ones at this time. Greg Hoyes Hamilton County Surveyor's Office, sent a comment letter and all that is needed is an outlet permit. Shirley Hunter Duke Energy, she will need to coordinate the transformer location with Brenwick. Shirley requested that an auto CAD file be sent to her. She was also informed that temporary power will be needed in May with permanent power later in the summer. She distributed her card and a service request form. Scott Brewer DOCS, has not had an opportunity to send a comment letter. He does have some concerns regarding the 30 ft. buffer area and the landscaping on one side of it, it is next to an overhead line and other easements, so some of the trees listed may not work in there. Scott will make recommendations in his comment letter. Chris Ellison, Carmel Fire Department, no comments on this project. Ryan Hartman CTRWD, no comment at this time. David Littlejohn -DOCS, I sent a letter indicating the Department would highly recommend 4 bike parking spaces. Keith Lash responded that the Village of West Clay ordinance does cover bike racks and the Carmel ordinance came after the Village of West Clay ordinance. They will look at the project and see what can be done. Angie Conn, DOCS no further comment at this time. 9:15 a.m. Docket No. 07110024 TAC: Village of West Clay, Sec 6003 -B The Little Gym The applicant seeks approval for a building for play services for children. The site is located on Moultrie Street, southwest of the intersection of 131 st Towne. It is zoned PUD /Planned Unit Development. Filed Brandon Burke of The Schneider Corporation. Brandon Burke presented for the petitioner. He was accompanied by Keith Lash of Brenwick Development. Brandon gave an overview of the location of the project in uptown Village of West Clay. Keith indicated that the primary investor in the project is still in the process of obtaining financing. Once that is completed, it is hoped that construction will start in the spring with a late summer /early fall opening. Alexia Donahue Wold, DOCS, has no comment at this time. Nick Redden- Engineering a comment letter has been sent out and he has no further comments. Greg Hoyes Hamilton County Surveyor's Office sent a letter. We are recommending that the storm sewer become part of the West Clay regulated drain since it does drain a public road. Is the pond size big enough for what has been installed? How is some of the area east going to get to the detention pond? Brandon and/or Keith will respond to Greg. Shirley Hunter Duke Energy, will need a crossing. Her plans are a bit outdated, so she needs to have the updated plans. Shirley also requests a auto CAD and they will need to coordinate the transformer location and a request for service. Shirley would like to get two 4" conduits under Moultrie. Scott Brewer DOCS, has not had time to send a comment letter. He did note that there are some large trees scheduled to be planted in low soil areas. He will make recommendations in his comment letter. Chris Ellison, Carmel Fire Department, Chris asked if Moultrie street will be extended to the south and then tie. Keith responded that on of the plans would have it going southeast into Taft Circle, this is the very probably outcome. There was also originally thought that there would be a grocery in the back quadrant, but that seems unlikely at this time. If plans change, Keith will keep the City updated. Also Chris stated that if there is going to be a fire suppression system they will need to coordinate with the Fire Department. Ryan Hartman CTRWD, sent an email on 11/21, we are trying to look to the future and trying to get laterals across future Harelston Street if necessary. Ryan indicated it is acceptable to place laterals that may not be connected as long as they are capped. David Littlejohn -DOCS, sent a letter recommending that bike parking be installed. Angie Conn, DOCS, the Department is still waiting for 4 sided building elevations, and revised landscape plans. 9:30 a.m. Docket No. 07110025 PP: Dapper Estates The applicant seeks primary plat approval for 2 lots on 0.984 acres. One subdivision waiver requested is Docket No. 07110026 SW SCO 6.05.01 lot with no street frontage The site is located at 1340 Rohrer Rd. and is zoned R -1 /Residence. Filed by Matt Skelton of Baker Daniels, LLP for Robert Dapper Matt Skelton presented for the petitioners. He was accompanied by Brian Rismiller of SEA Group. Matt distributed an aerial photo to the Committee. This is an existing lot on Rohrer Rd. just south of 146"' street on the west side. There are currently two homes on the property. The owner has attempted to sell this property, but has had difficulty he states that it is hard for a buyer to obtain financing because there are no comps for a parcel with two homes on it. Renters currently occupy one of the structures, and there has been a series of enforcement issues on the property. The owner wants to sell to owners, who will live in the homes and rehabilitate them. Our solution is to subdivide the property so there would be one lot for each of the two homes that exist. This will help facilitate the resale of these parcels to developers and since Carmel does not have a minor plat type of process, we are compelled to go through the primary plat process. What we propose if fairly simple. We are not proposing any structures, no new construction other than what is required in order to comply with any applicable regulations. There should not be any ground disturbance, no new drainage, and no additional homes. We only have one waiver that we are requesting, which is the road frontage waiver, because one of the lots has no road frontage, it will be accessed by a common access easement that would include where the driveway is today. It is used today by the residents and will continue in the future. Matt has a few concerns from the comments that he has received, most of the comments have asked for additional improvements such as trail constructions and roadway constructions, etc. Matt stated that these would apply if you are building something new or creating additional impact, but this is not going to have any additional impact. We are just drawing a line across the property. Matt indicated that even if some standards would apply by Carmel regulations, it wouldn't be warranted. In Matt's opiinion this would apply to the Alternative Transportation Plan trail construction and roadway improvements that may be wanted and also drainage calculations. Greg Hoyes Hamilton County Surveyor's Office, no comment at this time. Shirley Hunter Duke Energy, no comment on this project. Scott Brewer DOCS has not received a reply to an email that he sent. Scott would like to see tree preservation and vegetation be preserved as much as possible. Chris Ellison, Carmel Fire Department, no comment on this project. Ryan Hartman CTRWD, not in our service area. David Littlejohn -DOCS, indicated that he and Matt may want to meet at a later time, but stressed that the path is required per the Alternative Transportation Plan. Matt stated that this is probably covered under Nolan/Dolan this is classic Nolan/Dolan test situation. Matt stated he is happy to meet with David separately. Angie Conn, DOCS, has sent out review comments and has no further comment at this time.
