HomeMy WebLinkAboutCRC-2010-12 Claim Submittal prior to Comm Approval RESOLUTION NO. 7; o RESOLUTION OF THE CITY OF CARMEL REDEVELOPMENT COMMISSION ESTABLISHING THE TYPE OF CLAIMS THAT MAY BE SUBMITTED FOR PAYMENT IN ADVANCE OF COMMISSION APPROVAL WHEREAS, the City of Carmel Redevelopment Commission (the "Redevelopment Commission governing body of the City of Carmel Redevelopment District (the "District has previously appointed a Treasurer (the "Treasurer to serve as the fiscal officer of the Commission in accordance with I.C. 1 1-1-r64, and WHEREAS, it is the responsibility of the Treasurer to process and submit claims for the Commission's approval for payment; and WHEREAS, certain claims may be paid prior to the Commissions formal approval; and WHEREAS, the Commission now desires to establish a listing of claims that may be paid prior to the Commission's approval. NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF CARMEL REDEVELOPMENT COMMISSION, GOVERNING BODY OF THE CITY OF CARMEL DEPARTMENT OF REDEVELOPMENT, as follows: (a) The fiscal officer may submit claim payments in advance of Commission approval for specific types of expenses. The Commission having jurisdiction over the approval shall review and act upon the claim at its next regular or special meeting following the preapproved payment. (1) Property or services purchased or leased from the United States government, its agencies, or its political subdivisions. (2) License or permit fees. (3) Insurance premiums. (4) Utility payments, utility connection charges, internet and mobile phone charges, and fuel charges for Commission vehicles. (5) General grant programs where advance funding is not prohibited and the contracting party posts sufficient security to cover the amount advance. (6) Grants of state funds authorized by statute. (7) Maintenance agreements, service- agreements or lease payments. (8) Bond or coupon payments. (9) Payroll. (10) Federal, state or county taxes. (11) Expenses that must be paid because of emergency circumstances. (12) A product or service for which the Commission had accepted a bid. (13) Payments for special land acquisition projects as directed in advance by resolution of the Commission. (14) Wire transfers for and purchases, payroll, health insurance, and debt service, all of which have been budgeted and /or approved by the Commission. (b) Each payment of expenses under this section must be supported by a fully itemized claim. The provisions of this Resolution shall be subject iin all respects to the Act and any amendments thereto.
