1. Docket No. 10110008 ADLS Amend: Zhu Lan Buffet Signage.
The applicant seeks approval to install two new wall signs. The site is located at 2293 E. 116` St. and is
zoned B -8 /Business. Filed by Chao Hua Zheng.
The applicant seeks approval for two new wall signs. (This is the site of the former Majors Cafe). The signs have
white neon internal illumination, so the letters either shine as blue or white. The sign is mounted on a raceway,
which will be painted a color to match the brick on the building. The sign meets the maximum 60 sq. ft. size limit
allowed by the Sign Ordinance. The signs will be installed on the north and west facing walls, approximately 15 -ft

Recommendation: After all comments /concerns are addressed, the Dept of Community Services (DOCS)
recommends that the Committee approves this item.

2. Docket No. 10110001 OA: R -4 District Setback Amendment.
The applicant seeks to amend the Zoning Ordinance, Chapter 10: R -4 Residence District and Chapter 23A:
State Highway 431 Keystone Avenue Corridor Overlay Zone in order to amend the front setback
requirements. Filed by the Carmel Department of Community Services on behalf of the Carmel Plan
Commission.
Please view the information packet for further detail on the proposed amendment to setbacks in the R -4/ Residence
Zoning District. The proposed amendments convert the Minimum Front Yard (building setback) to a Build -to Line.
The existing minimum setback is 30 feet from the property line (road right of way), and we are proposing that be
reversed so principal buildings be developed from 0 to 30 feet from the property line (and from the future road right
of way as prescribed by the Comprehensive Plan thoroughfare plan map). However, we are also adding a provision
to prohibit additions to existing structures to be closer than 30 feet from the property line.
We are also proposing amendments to the Keystone Overlay Zone for the residential uses to correspond with the R-
4 amendments. Amending the setbacks will allow more flexibility in the R -4 Residence District and will be in
keeping with the current development goals that Carmel has been pursuing.
The Department will bring a large size zoning map to the Nov. 30 committee meeting. In the meantime,

Recommendation:
After all comments /concerns are addressed, the Dept of Community Services (DOCS) recommends that the
Committee forwards this item to the December 14 Plan Commission meeting with a favorable recommendation.
