A. Docket No. 07120001 DP /ADLS: Carmel City Center, Parcel 5
The applicant seeks to create a mixed -use, residential, office, retail, cultural and entertainment
project with underground parking on approximately 15 acres. The site is located at the Southwest
comer of Range Line Rd and City Center Drive and is zoned Cl /City Center.
Filed by the Carmel Redevelopment Commission and Pedcor City Center LLC.
Overview, Matt Worthley, CRC:
Carmel Redevelopment Commission (CRC) is seeking Development Plan and ADLS approval for Carmel
City Center, Parcel 5. The project is a public /private partnership between Pedcor Companies, CRC, and
the City. The project will contain parking below as well as above grade, with retail and residential. The
project is necessary and critical to support the Performing Arts Centers as well as office, hotel, and
condos.

Overview, Steve Sturtz, Pedcor:
Pedcor is the principal designer for this project. Pedcor is working with CRC and the City in developing
this project. This item was reviewed by the Technical Advisory Committee and subsequently approved
by the CRC Wednesday, October 15, 2008.
Pedor has developed the overall plan and conceptual images as to what Parcel 5 element of the project
will look like. Currently the project is moving from conceptual to the drawings and to what it will
actually look like. The plan allows for additional parking structures to meet the parking requirements.
The drawings show the northeast corner of the project; the hotel image, and the motor court on the north
side. The motor court is the connecting element between the CRC project and the connecting trail on the
east side of the project.

Signage:
Pedcor developing way finding signage —not yet presented
Way- finding signs are different, sculpted, and various elements
Considering street signage on corner of buildings rather than street sign poles at corners
Construction Phases:
Architecturally being dealt with as 20 to 30 buildings
Will continue to present buildings for approval
Building A under construction is not the Hotel.
Pedcor working with Marcus Groups out of Milwaukee regarding hotel
Anticipate hotel construction before 2010

Any approval at this time is with the understanding that each element will return for approval
Pedcor agreed to return for approval as final plans are generated

Construction sequencing as to what public will see as the project builds out?
Motor court materials?
Request copy of approval letter from CRC and copy of minutes from CRC meeting

After completion of current proposal, will move to hotel portion
Expect hotel completion before 2010
Current proposal onsists of 300 residential units
Bldg A— Wedgewood, ground floor retail restaurant
Upper floors office and residential
Residential to east and office moving west
"L" shape building contains two floors of retail
Motor court materials are brick veneer
Parking straddles the buildings materials are brick and limestone
Parking is a City project

Building elevations established at the intersection
Depressed outdoor dining area for lower level restaurant at corner
Slight difference in elevation traveling south on Range Line Road
Access restaurant along sidewalks, internal elevator, staircase, etc.
Sidewalk is like a large, accessibility ramp
Secure elevator lobby for residential lobby level
Parking gated off from other retail parking areas
Range Line Road right -of -way is into the properties
Will carve new right -of -way and start with streetscape drawings
Now knows exactly where right -of -way is as far as construction drawings
Will first build up to the south end of northern portion, then build south

Will work with Steve Sturtz regarding total sign package.
Specific tenants not yet known
Plan would be to present entire package for City review
Comparison to Clay Terrace store fronts
Steve Sturtz, Pedcor:
Potential tenants do not have option of altering store fronts
Tenant space is part of a larger building
Any change would be approached as an entirely separate project

Request additional hearing for ADLS on those items that are conceptual
Not quite there yet on Hotel portion of project

If Development Plan is approved at this time, no further public hearing required on ADLS
Steve Sturtz, Pedcor:
Will submit drawings to Jim Blanchard as project moves forward
ACTION:
Mike Hollibaugh approved the DP portion only of Docket No 07120001 DP /ADLS, Carmel City
Center, Parcel 5, conditioned upon submission of final sign package, lighting plan, pedestrian circulation
plan, and public improvement plan.
Note: ADLS review will continue on conceptual items.
