I have reviewed the drawings and offer the following comments: URBAN FORESTRY REVIEW COMMENTS 1) I would like to have the attached Carmel planting details used in City of Carmel projects. However, the submitted details will suffice. 2) The MaS, PcH and Pn will need to be replaced with different genus'. These are on the Carmel not recommended list. A different variety of crabapple will suffice for the MaP (see approved list attached) I would like to recommend Bald Cypress, White Pine for the other replacements. 3) Is it possible to plant a few bald cypress in between the two pipelines. I think this would add to this desolate area and the overall look of the property. Will this wetland area be left to grow natural? Please add this to the site layout plan sheet C102. This has been updated. Please see sheet C102. Per the C3 Plan, Pedestrian and Bike Plan map, please show /label a 10 -ft wide path along 106 St. (Please work with David Littlejohn, Alternative Transportation Systems Coordinator, on, the details of this.) See sheet C102 for this. The City of Carmel is currently constructing this. Please label the 40 -ft half road right of way along 106 Street. Right now, it is only labeled as 40'. (A 60 -ft proposed r/w is not required, but please verify this with the Carmel Engineering Dept.) 40' is the existing and 50' is proposed. This has been labeled more clearly on sheet C 102. Prepare an estimated construction cost to comply with the Thoroughfare Plan Alternative Transportation Plan; contact the Engineering Dept. for more details. Per a meeting and discussions with Carmel Engineering and confirmed in an e -mail from Gary Duncan, no other improvements are necessary for 106 Street. Do you propose any fencing? If so please provide details on the fence design location. Fencing will be provided around the playground. Details will be added to the plans. Please consider using additional LEED or `green' building practices, such as a white membrane roof, solar panels, skylights, pervious pavers in all or part of the parking area, etc. List is attached. Rain gardens and some native plants are proposed. Please show future parking areas on the landscape plan, too. (The Forestry Dept will review /approve'the landscape plan.) See additional future parking identified on plans. Is there a reason why some of the drive aisle widths within the parking area are 36 -ft wide? Can you reduce them down to 25 -ft wide? Stacking for patron drop off is being provided in this area making it necessary to provide 36 feet. Please label the mechanical equipment locations on the site plan and provide details on how they are screened from view. This includes electric and gas meters. The building is sited in a way that it blocks the view of the gas panels. Landscaping has also been added to screen the mechanicals. In addition screen walls are also being provided. 7°• Ground sign base needs to be landscaped. See sign ordinance chapter 25.07.02 -7. See updated plantings on the Landscape Plan. Please make sure that all exterior light fixtures have flat lenses and 90- degree cut offs, and have shields on the sides that face residential neighborhoods. The photometric plan and fixture cut sheets will show 90- degree cut offs for the parking lot lights. Please provide more detail on the bell tower noise, dB, range, etc. Also, see City Code 6 -158 Noise Regulations for further detail: http: /www.amlegal.com/carmel in/ We have no additional information at this time. No specific system has been selected. We have received the information on the City of Carmel Noise Regulations and will comply with those standards. ,2 You might need to seek a waiver from the Engineering Dept for not having curbs in some of the parking area. See ordinance chapter 27.03. Per Gary Duncan the Engineering Department is satisfied with the elimination of curb in certain limited locations due to this being a result of implementing water quality measures. The proposed project falls in the incorporated area and MS4 jurisdiction of the City of Cannel. 2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone. 3. The proposed project falls in the Crooked Creek Regulated Drain Watershed. 4. Please submit an outlet permit for the direct discharge to the Crooked Creek Regulated Drain. The application is available on our website at http /www.hamiltoncounty.in.gov /surveyor, under the Forms page. 5. A reconstruction of the English Oak Arms of the Crooked Creek Regulated Drain is currently in the works with the 106' St. and Shelborne Rd. round -a -bout. This is likely to go for a Drainage Board hearing in February and construction will begin in March. Please show these proposed changes, in addition to showing the Carmel path project. The design can be obtained from Jeff Hill at Corradino, having Hamilton County Highway Project Number PR -08 -0002. This may affect the entrance and could cause design changes one or both projects. 6. On sheet L101, the furthest west 2 trees appear to fall in the 75' regulated drain easement and will hamper access to the drain. Please move these trees out of the regulated drain easement. Also show the 75 from TOB RDE on the landscape plans. 7. Please address all comments from Crossroad 8. Please submit final plans and drainage calculations once all TAC review comments have been addressed. 9. Please note that additional comments may be warranted at a later date.
