EXPLANATION
GB Developers II, a subsidiary of Gershman Brown Crowley, is the contract purchaser of
the subject site, comprising approximately 6.25 acres and located just south of Carmel Drive and
north of the intersection of North Pennsylvania Road and Old Meridian Street. The site is zoned
Old Meridian District Office and is identified on the aerial photograph included under Tab 2.
By way of general background, in January of last year, a use variance and DP /ADLS
approval were granted, allowing a multi- family community to be developed upon the site. Since
last year when the prior approvals were granted, GB Developers II has become the purchaser of
the site and is desirous now of revising the previously approved plans. These revisions require
two approvals; namely, ADLS amendment by the Subdivision Committee and DP amendment by
the Plan Commission. The request for ADLS amendment will be reviewed by the Subdivision
Committee on February 8, 2011 and the request for DP amendment will be reviewed by the Plan
Commission on February 15, 2011.
The building architecture and landscaping are illustrated by the drawings and renderings
included in this informational brochure. The architecture and site design remain very attractive
and upscale. The view corridor from Carmel Drive has been enhanced. Finally, this request, like
the prior approval, does not seek ADLS approval of the southern corner of the site; when plans
for this southern corner later become more definite, the owner will return to request the required
approvals.
This request is comprehensively illustrated in this informational brochure. The contents

As underscored by the contents of this informational brochure, Penn Circle will be a very
upscale apartment community with a site design that is sensitive to the view corridors of
