A. Docket No. 11010005 ADLS: Carmel City Center, Parcel 5 Signage
The applicant seeks approval for the Sign Package for the site. The site is located at the Southwest corner
of Range Line Road and City Center Drive and is zoned C1 -City Center District. Filed by the Department
of Community Services on behalf of Pedcor Design Group.
The applicant seeks ADLS approval for the sign package for the site. The proposed package is very upscale and
detailed, with notable exceptions and, in some cases, exceeds what the Sign Ordinance would allow. Multiple sign
options are available for commercial tenants. A tenant's sign design must be approved by Pedcor before it comes to
the City for final approval and permitting. These signs must also meet the Sign Ordinance requirements for sign
size in order for a permit to be issued. Please see the comments /concerns below for specific questions and issues
regarding the packet.
DOCS comments /concerns:
1. Page 38: Tenant Store Hour locations "signs indicating "OPEN" or "CLOSED" will not be permitted Is
this in reference to illuminated signs? This is also mentioned on page 49 in the Prohibited signage section.
Please clarify.
2. Page 42: Animated signs These sign types are prohibited by the Sign Ordinance. The Department prefers to
have consistent enforcement throughout the City. Please revise this section to remain compliant with the Sign
Ordinance.
3. Page 43: Banners vertical banners for 2n story retail tenants and retail tenants that occupy two floors are
allowed. The Department would like to see a limitation on the quantity of these banners.
4. Page 44: Blade sign Can a tenant choose to not have an illuminated blade sign? The requirement to be
illuminated might be an issue for some tenants. The Department would be ok with both illuminated and non
illuminated blade signs.
5. Page 45: Flashing or Moving Lights These sign types are prohibited by the Sign Ordinance. The Department
prefers to have consistent enforcement throughout the City. Please revise this section to remain compliant with
the Sign Ordinance.
6. Page 45: Illuminated signs Can this section be further clarified to say: "an identification sign lit by..." and
"Exposed fluorescent tubes and LED light bulbs are not allowed..."
7. Page 47: Projected sign Does this sign type count as a primary identification sign or a secondary?
8. Page 47: Roof Sculptural Icon Can more information be provided on what these sculptural icons will look
like? Also, page 49 in the prohibited signage section states that roof signs are not allowed.
9. Page 48: Window sign The last sentence of this section is not complete.
10. Page 49: Preferred Signage The last item on this list: Audible or fragrance producing signs: What is meant
by these types of signs? Please clarify.
11. Page 49: Neon Signs The Department is not in support of multiple illuminated window signs for tenants.
One sign at 3 sq. ft. is allowed by the Sign Ordinance. Any other illuminated window signs should be located
at least 2 feet behind the window face or on inside walls at least 2 feet away from the window. Please revise
this section in order to keep the illuminated window signage to a minimum and consistent with the Sign
Ordinance.
Recommendation:
After all comments and concerns are addressed, the Department of Community Services (DOCS) recommends the
Plan Commission Hearing Officer approves this item, Docket No. 11010005 ADLS.
