Representing the Committee: Brad Grabow, Chairperson; Heather Irizarry; Nick Kestner, Judy Hagan, Steve Lawson Representing the Department: Adrienne Keeling; Rachel Boone; Mike Hollibaugh; Candy Martin, Recording Secretary Of Counsel: John Molitor Overview: Request two wall signs for north and west side walls of building (formerly Majors Cafe site (2293 E. 116'' Street) 2 lines of text I" line: Zhu Lan Buffet (30 inches wide) 2nd line: Prime Rib, Sushi, Seafood (18 inches wide) 60 Square Feet and approximately 15 feet above ground White neon internal illumination shinning blue lettering with white outline Signs will be mounted to raceway and will blend in with brick color of building Dept Report, Rachel Boone: Signs are allowable under the ordinance Dept recommends approval Motion: Nick Kestner "To approve Docket No. 10110008 ADLS Amend, Zhu Lan Buffet Signage as presented to the Committee;" seconded by Heather Irizarry, approved 5 -0. Page 1 of 2 ONE CIVIC SQUARE CARIvIEL, INDIANA 46032 317/571 -2417 November 30, 2010 Plan Commission Subdivision Committee Agenda Present for the Petitioner: Adrienne Keeling Overview: Amend setbacks for R -4 /Residence District for front yard setback (minimum) to a Build -to Line. (Existing minimum set back is 30 feet from property line (road right of way) Proposing a revision so that principal buildings can be developed 0 -30 feet from property line (or from future road right of way as stated in City of Carmel Comprehensive Plan Thoroughfare Plan and not on recorded easements) Adding to amendment a statement that will prohibit any additions to existing structures that are closer than 30 feet from property line Proposing an amendment to the existing Keystone Overlay Zone for residential uses to correlate with R -4 Amendment. Committee Comments: Overall concern with suggested amendment is it caters more to a multi family use and feel there is no sensitivity to other uses (such as single family, two family homes) that are also in the R -4 zoning district throughout the City Agreed to change language for Chapter 23 A: Keystone Parkway Overlay Zone Section 23A.04 Parking Parking is prohibited in the greenbelt area Suggested DOCS Staff to revise amendment to have a more focused and attractive approach on multi- family use without causing problems to other uses in a R -4 zoning district. RESULT: Department staff is to revise amendment, resubmit to committee members and continue discussion at next Subdivision Committee Meeting on January 4, 2011.
