The petitioner, a subsidiary of Gershman Brown Crowley, is the contract purchaser of
approximately 63 acres of real estate located east of Springmill Road, in the southwest quadrant
of U.S. 31 and 116 Street. The site is outlined on the attached aerial photograph.
The petitioner has filed a request for a change of zoning to allow the development on the
site of a mixed -use community, to be known as The Bridges. The following three enclosures,
included with this explanation, comprehensively detail this request:
1. PUD Ordinance. Enclosed is a detailed and thorough PUD Ordinance containing
(i) architectural, landscaping, lighting, signage, parking and pedestrian circulation
standards, (ii) a schedule of permitted uses, and (iii) conceptual character imagery
illustrating the application of the text and the intended character of The Bridges.
2. Imagery Catalog. Enclosed is an 11" x 17" imagery catalog containing color
enlargements of the conceptual character imagery, which are included in and are
part of the PUD Ordinance.
3. Traffic Impact Analysis. The enclosed Traffic Impact Analysis, prepared by A
F Engineering, is an analysis of existing and future traffic scenarios and
recommended infrastructure improvements.
The benefits of The Bridges are many and are best conveyed from the perspectives of its
aesthetics, its diversity of uses and its substantial general economic impact. In terms of its
aesthetics, The Bridges will be very upscale in both its architecture and its site design. The
architectural theme is the sustaining and traditional prairie style of architecture. The site
development will also be highly articulated and will include considerable landscaping,
meandering water features and a variety of bridges; thus, the name "The Bridges In terms of
uses, The Bridges will provide a diverse variety, including convenient retail and service uses,
which are in high demand. The variety of uses included in The Bridges will also fortify and
nourish the existing office uses in the Meridian Corridor and will enhance the attraction of the
Meridian Corridor as a place to live and locate employment opportunities. In terms of general
economic impact, The Bridges will be a very high performing economic engine, which will
create a substantial number of jobs. The general economic impact of The Bridges, which will
include personal income from jobs created, real estate taxes, local income taxes and other forms
of income, will be substantial. Finally, The Bridges will positively answer the uncertainty over
future development that has surrounded this site for decades.
