Subject: Application for Construction Permit
On behalf of the City of Indianapolis Department of Waterworks, we are pleased to submit the
enclosed application forms for Technical Advisory Committee (TAC) review and Stormwater
Management Permit, along with supporting documents, for a new ultraviolet (UV) disinfection
facility at the White River North Water Treatment Plant. The project includes a new building
housing the UV disinfection system, new piping from existing facilities to the new UV building,
new engine generator dedicated to providing emergency power to ensure continuous
operation of the UV disinfection system, and a stormwater infiltration basin for the new facility.
The purpose of the new UV disinfection facility at the existing water treatment plant is to
provide removal /inactivation of Cryptosporidium and Giardia from the surface water supply, in
addition to reduction of disinfection byproducts in the finished water, as required to meet new
regulations promulgated by the US EPA. The regulatory deadline for operation of the new UV
disinfection facility is April 1, 2012.
The proposed building was included in previously approved site master plans. However, we
understand that the City of Carmel has enacted an ordinance since the previous projects were
constructed at this site, which does not allow any fill in the 100 -year floodplain. The new UV
facility will result in a net fill volume of 390 cubic yards in the backwater of the 100 -year
floodplain. Note that project construction will not disturb nor result in fill within the White
River floodway indicated on FEMA maps, nor disturb any regulated wetlands. However, the
only location available on the site to provide compensatory storage for this fill would result in
significant disturbance of the natural areas that are located in the floodway. Therefore, we
request a variance from the City's no -fill ordinance due to the small volume and to minimize
impacts to the environmentally sensitive site.

Please note in item #6, it was Mike McBride who spoke to the path /neighbor issue.
Also, having discussed the matter with planning staff, the Planning Department will agree to a TAC only review, that will
include at minimum Planning staff, Carmel Building Commissioner; Fire Marshal, and City Engineer.
Our regular TAC meeting occurs on the third Wednesday of each month, with a filing deadline for that being Feb. 18 for
a March 16 TAC meeting. If that will work with your schedule, let's go with that. However, if you find an earlier
meeting will be necessary to accommodate your construction sequence, please contact Angie Conn (571 2417 and
copied on this email) to work out a date and filing needs and where we can get the key departments around the table to
discuss the project.

Submission of this application constitutes notice that the project site owner is applying for coverage under the Carmel City Code §6 -180
through §6 -209 for stormwater discharges associated with construction activity disturbing I acre or more of land. Permitted project site
owners are required to comply with all terms and conditions of the Carmel City Code.

A. The storm water quality measures included in the Storm Water Pollution Prevention Plan (SWPPP) comply with the requirements of

B. The measures required by the Stormwater Pollution Prevention Plan (SWPPP) shall be implemented;
