DEPARTMENT REPORT

1. Docket No. 10110011 DP /ADLS: The National Bank of Indianapolis (former Burger King site).
The applicant seeks site plan and design approval for a 4,000 sq. ft. bank building. The site is located
at 613 E. Carmel Dr. and is zoned B-8/Business. Filed by Charlie Frankenberger of Nelson
Frankenberger.
The applicant seeks site and design approval to demolish the existing Burger King building and erect a new
bank branch comprised mostly of EIFS, brick masonry, tinted bronze glass, and spandrel (opaque) glass. The
EIFS will not be at ground level. This site is located just east of Key Bank and west of the new Taco Bell. A few
green/sustainable building practices will be incorporated. In February, the petitioner will seek variance approval
from the Board of Zoning Appeals for two signs facing a street. Please view the petitioner's latest information
packet for further detail.
Staffs outstanding comments for the petitioner:
1. Please bring a copy of the Development Plan application's Findings of Fact sheet to the meeting.
2. The Hamilton County Surveyor's Office has no major concerns with this project.
3. The Forestry Dept is still waiting of a revised landscape plan to stamp /approve.
4. Provide the filled out and notarized Affidavit of Notice of Public Hearing page of the application.
5. Provide the filled out Notice of Public Hearing page of the application.
6. Provide the filled out and notarized Public Notice Sign Placement Affidavit page of the application.
7. Provide a copy of the Official List of Adjacent Property Owners from Hamilton County Auditor's Office.
Recommendation:
After all comments /concerns are addressed, the Dept of Community Services (DOCS) recommends that the Plan
Commission suspends its rules of procedure and votes to approve this petition.
(Or, the Commission can send this item to the February 1 Special Studies Committee meeting for further review
and discussion.)
