3. Docket No. 10040014 OA: Patch Ordinance VIII (City, Council Ordinance Z- 543 -10).
The applicant seeks to amend Chapter 3: Definitions; Chapter 23B: US Highway 31 Corridor
Overlay Zone; Chapter 23C: US Highway 421— Michigan Road Corridor Overlay Zone; Chapter
23D: Old Town District Overlay Zone; Chapter 23E: Home Place District Overlay Zone; Chapter
23F: Carmel Dr. —Range Line Rd. Overlay Zone; Chapter 24: Development Plan and Architectural
Design, Exterior Lighting, Landscaping Signage, Chapter 25: Additional Use Regulations;
Chapter 25.07: Signs; Chapter 27: Additional Parking Loading Regulations and Chapter 29:
Administration of the Carmel" Zoning Ordinance. Filed by Carmel Dept. of Community Services on
behalf of the Carmel Plan Commission.

4. Docket No. 10050001 OA: Appendix A Amendment (City Council Ordinance Z- 543 -10).
The applicant seeks to amend Appendix A: Schedule of Uses of the Zoning Ordinance. Filed by the
Carmel Department of Community Services on behalf of the Carmel Plan Commission.
This ordinance amendment was sent back to the Plan Commission from the City Council, and then to the Special
Studies Committee for further review. The latest info packet contains the latest version of the Patch Ordinance
with proposed amendments highlighted in yellow, to address Council discussion. The proposed amendments
received a positive recommendation from the Special Studies Committee on Nov. 3 and are sum marized as
follows:
FOOD STANDS
1. Require display of applicable permits /licenses
2. Exempt Lemonade Stands and similar child stands
3. Increase maximum height of Food Stands from 8' to 10' (to accommodate EZ -up Canopies)
SEASONAL OUTDOOR SALES
4. Require display of applicable permits /licenses
RAISING OF HENS
5. Reference hens as allowable under Residential Kennel (still exclude roosters)
PRIF CREDIT
6. Draw distinction between Parks Board issued Credits from the Zone Improvement Plan (ZIP) and
BPW- issued Credits for infrastructure items not included in the ZIP
APPENDIX A
7. Create a separate classification for Tattoo Studios, permit them in districts permitting General Service,
but exclude from the Keystone, Meridian, and Michigan Road Overlays.
Recommendation: After all comments /concerns are addressed, the Dept of Community Services (DOCS)
recommends that the Plan Commission votes to forward this item to the City Council with a favorable
recommendation.
