Dear City Officials and Planning Staff:
My name is Madeleine McKinney Torres and 1 reside at 11140 N. Ditch Road in western
Clay Township. I recently served on the Cannel Clay Plan Commission and the Board of
Zoning Appeals. I was very actively involved in the most recent update to Carmel
Comprehensive Plan.
I am writing this letter to share with you my thoughts and the prevailing sentiment when
we updated the Comprehensive Plan as it relates to the land where Gershman Brown
Crowley has submitted a PUD request known as The Bridges. There was significant
discussion and debate that occurred regarding this property. The neighbors wanted this
property to stay as a farm. There were others who thought it should be an intense
employment zone. Still there were others who envisioned this as a mixed use area that
provided for a transition from US 31 to Spring Mill.
The Plan Commission and the Carmel City Council who approved the C3 Comprehensive
Plan believed that mixed use was the highest and best use of this property. Many people
want to use the word transition to mean whatever suits them at that time. Our sentiments
were to classify this as a Special Study Area because there was not a classification that
called for mixed use. We took into account the US 31 Overlay Zone that extended into
this property. We understood the significance of Illinois Street, a major commercial
thoroughfare, dissecting this property. We knew that you could never have for sale
housing in this area. As a result, the plan that has been submitted is a very good version
of what we could have hoped for, for this property. This plan is a reflection of the
marketplace and incorporates very thoughtfully office, retail and multi family uses and
appropriately buffers residential to the south and west. This will be a vast improvement
in this area and should enhance property values for years to come.

Dear City Officials and Planning Staff:
My name is Mary Eckard and I live in the Arts and Design District at 136 Lantern Lane.
I have lived in Carmel for close to 20 years. I am a real estate broker and am currently
serving my 13 year on the Clay Township Board. I am writing this letter to share with
you my support of the PUD known as The Bridges.
When reviewing this PUD I can't help but incorporate my business experience as a real
estate professional which helps me understand good planning, my predispositions as a
long term Carmel resident and my knowledge of municipal finance as a long term elected
official.
First, let me say that the proposal before you is delightful. It is creative. Every property
has opportunities and challenges that impact its development. This property is no
different. It sits in the Meridian Corridor. It has Illinois Street running right through the
middle of it. It has an older, low density housing stock to its south and newer high
density housing to the west. It lays in the shadows to the east of high rise office buildings
and is certainly impacted by the noise of the dominating US 31. IU Health has built a
wonderful world class health care facility adjacent to .ibis property to the north. I expect
that we will have a wonderful, beautiful Mormon Temple and Meeting House to the west.
I firmly believe that The Bridges takes all of these issues into account when planning this
mixed use development. The proposed retail complements the existing office buildings in
the area and provides for convenient shopping for Clay West residents that has been
sorely lacking in this area. It is hard to believe that there is not one grocery store, gas
station, pharmacy, or bank between Spring Mill Road and Meridian from 96 Street to
146 Street. The proposed office buildings are stunning and plan for a time several years
down the road when the marketplace will be demanding state of the art office buildings
again. The residential apartments and generous buffering completes the transition to the
housing to the west and south. While we can point to many developments that have
occurred in Carmel over the last 20 years that everyone said would hurt property values
and destroy our way of life, the truth of the matter is that this never occurred. In fact, I
am quite confident that the housing stock in the area will appreciate handsomely. The
Bridges is a tremendous example of world class mixed use development that needs to be
approved. We are fortunate to have a private developer that is willing to make this kind
of investment and take this kind of risk come to Carmel.
Please approve The Bridges and let's get this project started.

My name is Pete Powers and I reside at 14020 Quarter Horse Court in West Carmel. I
testified at the February Plan Commission hearing regarding my support of The Bridges.
I am writing this letter to let you know how appalled I am at the comments I received on
my way out of City Hall that night and the subsequent mailings from a group calling
themselves CCRZ who is trying to persuade me and others to change their point of view
on The Bridges. As I said then and as I will say again this is a badly needed amenity in
an area that lacks amenities and in an area that is deteriorating because people in the area
have kept anything positive from happening for decades. I think it is sad that the people
who are against this project conduct their affairs in this manner. They want to quash any
dissenting opinions with their continued stream of irrelevant and misleading information.
I simply wanted to bring this matter to your attention and I hope that good planning
doesn't fall victim to a mob mentality.

location. To do that, the previous formula has to change.
Unlike 20 years ago, attractive office space and available parking are no longer
the only elements necessary for success. Businesses are seeking sites with
amenities. Relocating businesses are seeking sites with amenities. Walkable
spaces, retail and restaurant opportunities and areas with a sense of place have
become, more and more, the preferred locations for businesses. The Bridges
development can initiate that essential corridor evolution.
We have supported the completion of Illinois Street in the past and continue to
believe that it is crucial to Carmel's continuing efforts to ensure North/South
traffic options other than US 31. This project will help ensure that happens.
The economic impact forecast numbers associated with the project are
impressive, particularly in a time of continuing economic challenge.
Carmel's elected representatives made good decisions for Carmel's future business
community 20 years ago in creating the corridor. We need to make good decisions
again to ensure its strength in the years to come.

My name is Don Smith and I have lived in Carmel my entire life. I currently reside on
the west side of Carmel in the Village on the Monon. We chose that community due
to its close proximity to Clay Terrace and the multi purpose path known as the
Monon Trail. At one time we looked at Williams Mill to purchase home, however,
there was nothing nearby that attracted us. There were no trails, no retail and no
opportunities to leave Williams Mill on foot If The Bridges h2.d been developed as
proposed, my wife and I would have definitely moved into Williams Mill.
The Bridges is a badly needed answer to poor planning on the West side of Meridian
for far too long We only have one chance to do this right, so lets approve The
Bridges and make up for lost time.

I live on 23 beautiful acres on Spring Mill Road. I am writing this letter to document
my support of the PUD rezone request of The Bridges located just south of Clarian
Hospital. It is time for this area to be developed and to stop letting a small but vocal
group of people in the immediate vicinity stop progress. In addition, I am very
concerned that competing developers who attempted to purchase and develop this
property are now remonstrating against it. We need this development with a
grocery store, restaurants and other retail amenities; we also need the tax base and
the improved infrastructure that comes with such a development.

I am writing this letter to share my support of the project known as The Bridges that
is being proposed by Gershman Brown Crowley. There was much discussion on this
property during the Comp Plan update and we decided as a group that this area
should not be residential. While not reflected on the Comp Plan it was discussed
that this area should be a mixed use development providing badly needed retail
services and amenities to the west side residences and local business community.
I am happy that the Pittman's have chosen such a well regarded local developer to
execute a plan that has such strong architectural qualities along with the strategic
use of water features and bridges on the perimeter of the property where it can be
enjoyed by all.
Let's finally move past the concerns of a small special interest group of people who
don't want anything to occur in this area and have held back progress for so many
years.

My name is Mina Khoury and my wife is Eloisa and we reside at 954 Fawn View Dr
in West Carmel in Buckhorn Estates. You may also know me as the owner of Dairy
Queen on North Rangeline Road. I am writing this letter because we have reviewed
the zoning request for The Bridges located south of Clarian Hospital and west of the
soon to be US 31 a limited access highway. We find the proposal for this property is
just a compliment to the aspirations of what Carmel is working hard to achieve is
outstanding. The architecture is expensive and timeless. The use of bridges and
water features makes it aesthetically appealing. The tax base created by this
development is also badly needed in our community and it will allow us to finish
some badly needed infrastructure improvements, namely Illinois Street.
Furthermore, when I saw the proposed plan, I could not help but notice the store
front marked (ICE CREAM). What I envisioned was (DAIRY QUEEN /ORANGE
JULIUS).
For the sake of all of Carmel and all its residents, not just the west side, please
approve this development proposal.

To Our Neighbors Who Use Spring Mill Road and All Residents of Carmel:
I strongly supports the proposed mixed use development known as "The Bridges"
located west of US 31, North of 111th Street, South of 116th Street, East of Spring Mill
Road and bifurcated by the commercial parkway known as Illinois Street. In
addition, I am for good planning in the entire City of Carmel. I believe in sound fiscal
planning by our legislative body regarding all issues facing the City of Carmel.
The Bridges, as proposed, is considerate of the surrounding area and realistically
deals with the expectations and goals of the Carmel Comprehensive Plan and the
reality of the marketplace. The Comprehensive Plan from US 31 to Illinois Street
calls for 7 to 10 story office buildings and then for the installation of Illinois Street
Commercial Parkway with a right of way of 120'. The thin strip of land left between
Illinois Street and Spring Mill Road which has massive utility poles on the west side
could only be used for commercial purposes. The high end prairie style architecture
serves as an appropriate transition to the high density residential of Williams Mill to
the west of Spring Mill and the soon to be announced Mormon Church.
The positive economic impact and job creation at the Bridges will be the economic
engine which allows Illinois Street to be built. Without Illinois Street, Spring Mill
Road will cease to operate at an acceptable level. It is imperative that Illinois Street
is built to 111th Street before the Bridges reaches full buildout and eventually to
106th Street. We applaud Carmel for their recent investment south of 106th Street to
start the south end of the Illinois Street project. Illinois Street must be completed
prior to US 31 becoming a limited access highway.
The Bridges offers a much needed neighborhood retail node for this area. This area
is lacking in retail amenities. There are not any grocery stores, fueling stations, drug
stores, free standing restaurants, ice cream stores, coffee shops on the west US 31
commercial corridor in Carmel from 96th Street to Clay Terrace. This absence of
retail conveniences and amenities in this area has had a profound negative impact
on the occupancy rates of the surrounding office parks and housing values.
In the 21st Century people want to live and work within and next to developments
that offer a mix of uses, trail systems, water features and strong architectural
features. Because of the strong appeal of The Bridges, surrounding property values
will appreciate. In addition, this type of development will get people out of their
cars, reduce carbon emissions and create a healthy living environment.
For these reasons, I believe the proposed rezoning request should be unanimously
supported by the Carmel Plan Commission and the Carmel City Council.
We only have one chance to get this right.

My name is Jim Brocke and I reside in the Prairie View area on the East side of Carmel at 5940
Chapman's Trail. Our family has lived in Carmel for 31 years. I am a Certified Financial Planner
with the WestPoint Private Client Group /Mass Mutual Financial Group, located on the Meridian
corridor. I serve on the Board of the Carmel Chamber of Commerce. It is through the Business
Affairs Committee of the Chamber that I first had the opportunity to hear a presentation on The
Bridges from Tom Crowley of Gershman Brown Crowley.
I strongly support The Bridges for several reasons:
First, it is good for our entire community of Carmel and especially for the business and residential
areas West of Meridian.
Second, it is good for our tax base.
Third, it is the economic tool that allows Carmel to start building Illinois Street before the State of
Indiana starts making US 31 into a limited access highway.
Lastly, it is great planning. The architecture is consistent with Carmel's strategic plan. The water
features and bridges are unique and attractive. This is a very expensive development.
While I know some residents can be opposed to a development like this, I wonder how much of
the opposition is because of lack of information, or intentional miss directed information?
However, I do know that Carmel's Planning Commission has been and is very good. I only recall
the Commission's approval of developments that brought added value to targeted areas. Look at
Clay Terrace, it is a great example of people being worried about a new development. Now that
Clay Terrace is in, it is a great amenity to the area.
Please approve The Bridges as a means of enhancing the business and residential quality of the
area being proposed to your Commission.

My name is Craig Gigax and I live on the east side of Carmel at 13293 Mohican Court.
In addition, I am the owner of Meridian Music located at 12725 Old Meridian Street.
I am writing this letter in support of this wonderful proposal known as The Bridges.
Having such a significant development on the west side of Carmel is important to me
for several reasons.
First, since I live on the east side of Carmel, I can tell you we benefit from pockets of
retail in the surrounding residential areas.
Second, this tax base will benefit all of us who live in Carmel. Any new commercial
development generates tax revenue, and like all communities Carmel needs it.
Third, my business will benefit from having growth in the area and because of its
upscale design and features The Bridges will draw people from all over into the
area.
Finally, my wife and I have been considering buying a home in Williams Mill and I
can tell you that a development like The Bridges would add to my desire to make an
investment there. One of my hesitations for buying in Williams Mill is that there are
no bike and walking trails, and there are few places nearby to walk my dogs. The
Bridges would provide easy access to both.
It is for these reasons that I would strongly encourage support of The Bridges by the
Carmel Plan Commission.

My wife Tina and I have lived in Claybridge at 12839 Norfolk Circle for the past 18
years and my Physician Office and Surgery Center are on Illinois south of Carmel
Drive. We moved to this area because of the rustic country surroundings. But as the
years have gone by, we have watched residential communities of increasing
densities filling the woods and farmer's fields so that it has become continuous
suburbia from Indianapolis to Westfield. Yet there has been nothing done to
improve the infrastructure of our roads. Springmill Road has been a 2 lane country
road, which is heavily travelled and unsafe south of Main St. As U.S. 31 undergoes
its renovation, Springmill will become even more congested and unsafe.
Although the Bridges will increase the traffic in the area, it can provide the economic
engine and incentive for the extension of Illinois and expansion of Springmill into a
4 lane road with adequate shoulders. I have had the opportunity to review the
proposal for The Bridges and consider the pros and cons of such a development. I
understand the sentiment of us who desire the old rustic country, which used to be
West Carmel, but have the realistic view that those days are gone. West Carmel can
be served by a high class and architecturally elegant commercial development on
the proposed site as long the type of establishments and traffic flows are tightly
controlled and are tantamount to the surrounding quality of homes.

My name is Colin Atkinson and I live at 12660 Windham Pass. I graduated from
Carmel High School in 1998 and went to Clemson University. After graduation I
moved back to Indianapolis to start my career and live near my family. I currently
reside in the Providence at Old Meridian Apartments which is a Buckingham
managed property at Carmel Drive and Old Meridian.
I have heard about the plans for The Bridges and am extremely excited that
something of this quality and forward thinking is being planned in Carmel. As a
young professional and long term renter, it is essential that I live, work, and play in
the same area. This development would accomplish that. I have a good job, great
education, and strong morals. Whether I rent or buy has no overall effect on my
personality. In fact, there is a growing phenomenon among my generation and the
generation behind me that shows that we are not eager to jump into home
ownership. In many cases, we prefer to rent longer, stay single longer, and focus on
being happy in our jobs. The live, work, play mentality is here and that is why I have
lived at Providence at Old Meridian for 5 years. I can walk to the local pub, grocery
store, and gas station or bike to the Monon Trail, middle school tennis courts, or
Monon Center. I have never had or heard of any criminal issues at my apartment
complex in the 5 years I have rented there. In fact, there is a sense of community in
my complex where tenants look out for other tenants. I believe this is the case at
many other upscale apartment complexes in Carmel.
The Bridges is an opportunity for the west side of Carmel to catch up to the growth
that has taken place over the last ten years. With the new interchanges planned on
Meridian through Hamilton County, this development is primed to help the city
grow by providing for not just families, but young professionals like myself. 1 would

Village) and moved into the Village section of West Clay. At first I was very skeptical
about whether or not I would like living in dense, mixed use community. I can't tell
you how much I enjoy it. Clearly it is human nature to resist change or to resist a
development that changes a corn field into a mixed use community like The Bridges.

you what a welcome addition this development will be to the entire community.
People living in the area will enjoy it and people working on the corridor like me

I am a longtime Carmel resident who has operated my business here, raised my
family here and now enjoy my grandchildren here. Although I currently live 13022
Abraham Run, I lived much of my life in residences off 111th street as well as
Springmill and I am very familiar with the history of this parcel. After reviewing the
proposal for The Bridges, I encourage the plan commission and city council to
approve this project. It would have enhanced our quality of life when we lived
closer to it from an amenity stand point, it would have enhanced the value of our
homes and have helped with the over all flow of traffic in the area per the traffic
study. Regardless, Illinois Street needs to be a priority to be completed to take
pressure off of surrounding roads. I was pleased to learn that Gershman Brown
Crowley is the petitioner on this project as they have a superior reputation of
effectively executing aesthetical pleasing, functional and marketable developments.
Finally, we need to encourage parcels such as this one to be utilized in a manner to
help bring additional assessed value to our community to support the public
projects that we have in our community such as the Monon Center. This project will
not only bring its own assessed value, but it will also positively impact the property

summer, I moved from Fishers to Carmel for family reasons. I could have chosen to reside in

call Carmel home due to the overall quality of life, amenities and conveniences Carmel provides

Below are several points 1 would like to share with you in support of The Bridges development:
Gershman Brown Crowley is a well- respected local developer with a proven track record
for executing developments that meet the needs of the marketplace and also serves as a
benefit to the entire community especially those directly adjacent to them. I have no
doubt The Bridges development would provide the same benefit to its immediate
neighbors as well as western Clay Township.
I have personally reviewed the proposed plans for The Bridges development and believe
they showcase and exhibit the type of extremely good planning for which Carmel is
known and respected. In looking at Carmel's comprehensive plan, I believe The Bridges
development will meet its intent and serve as the perfect transition between the office and
residential developments that are prominent to this area.
In addition, I find the retail and commercial opportunities offered by the proposed
Bridges development to be a tremendous value to the area both in regards to its positive
economic impact and its ability to bolster overall convenience, which are sorely lacking,
for the people who live and work in this area. I reside in the general vicinity of the

My name is Michael Payne and I live on the east side of Carmel at 1201 Windpointe
Pass and work at St Vincent Carmel Hospital. While I live on the east side of Carmel,
I am interested in seeing that our community approves and supports good planning
in our community that we can all benefit from. The Bridges provides a tax base for
all of Carmel, it provides an amenity that will enhance commercial and residential
property values in the immediate area.
The retail area at 126th and Gray Road is a great asset on our side of town and is
something that the west side could benefit from as well. I remember when Hazel
Dell Parkway was being proposed. Initially, I was not in favor of that project.
However, I must say that it has really worked out well for the east side of Carmel.
Traffic flow has been enhanced with respect to safety and efficiency and the added
retail space is quite convenient.
I understand that generally people don't like change but with proper planning
change can be a good thing. I am confident that the The Bridges will provide an
excellent transition between US 31 and the west side of Carmel and this will be a
change for the better.
Please approve The Bridges.

My name is Jim Eaton and I live in Spring Mill Ridge subdivision. Our neighborhood
is adjacent to Spring Mill Road and just north of The Bridges. I am very excited to
finally have some conveniences on the west side of Meridian. We have lived in other
places in the country and we have always been surprised by the lack of grocery
stores, gas stations and restaurants in the area. Indiana typically builds the
infrastructure after development occurs rather than before. The lack of
infrastructure, trail systems and comingling of uses that one sees in other parts of
the country are sorely missing here. I think the plans are tastefully done and will
enhance the area.

Our names are Mike and Terri Ainley and we reside at 1474 Clearwater Ct in
west Carmel in Springmill Crossing. We travel the Spring Mill corridor and the
US 31 corridor often and are excited about the proposal that you are considering
called The Bridges. The retail, office and residential mixed use components
seem like the perfect fit for that property. The west side of Carmel would benefit
from a grocery store, a fueling station, restaurants and a pharmacy close by.
Likewise, the proposed improvement of Illinois Street extension and the round
about upgrade at 116 Street and Spring Mill Road will help traffic flow,
particularly on Springmill Rd. This development, along with the Mormon Church,
will need the road upgrades, which we understand even after the development is
in place the changes will actually improve the current traffic flow in the area.
While we didn't grow up here, we find it odd that the west side of Meridian has
not seen any nonresidential growth over the years, while the rest of Carmel has
benefited from a variety of uses. This development seems to us to be
something that the residents that live close will enjoy and appreciate.
In conclusion, we strongly recommend that you approve The Bridges.

I am a Carmel resident living at 337 Stonehedge Drive with my wife and daughter.
Having reviewed the proposal for The Bridges, 1 request. that the plan commission
and city council approve this petition. As a professional in the real estate. business,
it is with certainty that this project. will enhance the property values in Carmel as it
represents the ideal land use for this site. Not only will it help facilitate better traffic
flow with the completion of Illinois Street, but it also provides neighborhood and
business amenities in the area that reduce the traffic to other areas of our region for
such services. Having watched Tom Crowley over the years, there are few
developers who are as capable at executing high quality projects such as this. 1 am
not surprised to hear that there are a few other developers who adamantly oppose
this project as such is the nature when it comes to perceived competition, but it is
always amusing to hear the familiar hypocritical cries of not in my back yard" by
such prolific: clevelopers as the ones opposing this project.
This project represents outstanding land planning. It will offer a dramatic positive
impact to the local businesses and residents in the area. All of Carmel will benefit
from the increased assessed value that this project will bring as well as the
significant property taxes that it will pay.
Once again, for the above reasons, please vote in favor of this proposal.

I am a lifelong Carmel resident who currently resides at 2791 Windy Knoll Lane on
the west side of Carmel. Having reviewed the development proposal, I am excited
about how this project could positively impact my family's quality of life. First,
Illinois Street needs to be completed as soon as possible. It was my understanding
that this was supposed to have been completed by now, but nonetheless, it should
be a priority to complete this important infrastructure project that will help attract
the additional economic development activities to help support our many fine
community assets. Second, the proposed uses in this development will add the right
mix of uses that will help increase the value of our homes in the area. Having grown
up here, I have always known that this site needed to be something other than
single family residential and the proposal of neighborhood retail including the
possibility of a grocery store and even a gas station will greatly reduce the amount
of unproductive time we spend in the car for these types of amenities.
The Crowley's and the Pittman's have been invested in this community for years.
We enjoy all of the sports fields that they have given to the community at no costs to
tax payers like me as they help differentiate our community from most others. It is
amazing to me that leadership in our community could feel good about taking over
100 acres off the tax role and build a facility like the Monon Center that doesn't pay
debt service and can't even come close to covering operating expenses, yet not get
behind a private sector proposal such as the Bridges that has such a compelling
economic impact to our city.
In closing, I encourage the plan commission and city council to finish the
construction of Illinois Street as well as approve the Bridges proposal.

I have lived in Carmel since I was ten years old. I currently live with my wife and
three children at 14347 Jeremy Drive. I also run my business from Carmel and am a
youth coach. After graduating from Wabash University, I lived at Walter's Plaza
which backed up to a field at the time. It was surprising for me to read in the paper
that the developers of that field which has become known as Clay Terrace is an
opponent to the proposed Bridges development by Gershman Brown Crowley.
Although it would have been easy to remonstrate against Clay Terrace at the time as
it was a dramatic change from the beautiful, quiet field that served as a buffer to my
house, I didn't because I knew that the high density development at Clay Terrace
would enhance the property values in the area, which it has. Despite the density of
development and increased traffic counts, traffic flow has also improved in the area
as well.
I am very familiar with the property that is subject to Gershman Brown Crowley's
development as I helped work on the farm throughout my time at Carmel High
School. It was clear then as it is now that the Pittman's farm is not well suited for
single family residential as a few of the vocal surrounding neighbors seem to
indicate and it doesn't make sense to keep this well positioned property off the tax
roles. Further more, it is disappointing that some of the same leadership that
showed no hesitation to use public money to take the underlying land for the Monon
Center (which isn't coming close to covering its own operating expenses as it was
represented to us that it would) off the tax roles is not supporting a well thought
project like the Bridges that will have a substantial economic impact on the entire
city of Carmel.
I conduct a significant level of Business at IU Health North. It is clear that the
construction of Illinois Street must be completed per plan in order for traffic to
properly flow in this part of Carmel. Having seen the proposal for the Bridges, I am
impressed with the vision that the developers have for this site as it will greatly
enhance the long term viability of this part of Carmel. It is not fair to the citizens
and consumers of Carmel for competing developers to limit the markets choices of
where to shop, live and work. I am confident that when The Bridges is built out that
the area residents will be as pleased with the addition of this amenity as I have with
development around my home.
In conclusion, I encourage the planning bodies of Carmel to vote in favor of this
project so that we can benefit from this amenity as well as its favorable economic
impact for our tax roles. One of the great aspects of our community is how
effectively our plan commission and city council have had the vision to bring
projects such as this one into reality.

My name is Tom Coons and I reside at 10899 Trumball Circle in The Westins. I am
writing this letter to document my enthusiasm and support of The Bridges rezone
request by Gershman Brown Crowley. When we moved here from St. Louis several
years ago, we chose Carmel over the other suburban communities because of the
School System and the wonderful innovative planning and development that was
happening in Carmel. As I have lived on the far west side of Carmel, I have always
been surprised by the lack of retail amenities on the west side of Meridian and even
the entire Meridian Corridor. In addition, it seems very inconvenient and unfriendly
to the environment that everyone on the west side of Carmel would have to drive to
Michigan Road to go to the grocery or get gas. Because of the lack of retail on the
west side we get so much traffic driving all the way past our neighborhood. This
could all be alleviated if we provided retail nodes more evenly throughout western
Clay Township like that being proposed at The Bridges.
Not only does The Bridges provide timeless architecture and expensive building
materials, but it goes beyond that by providing a mix of uses of retail, office and
residential uses. This community will benefit from this asset on a daily basis and in
the long term by helping to expand our tax base.

Dear Members of the Carmel Plan Commission,
We are writing this letter to express our support for the pending application before your
board for the proposed Bridges development located south of 116 street and west of US
31.
Our family moved to Carmel in 1991 and have witnessed numerous developments
drastically improve the city. We believe the high -end, upscale design of The Bridges will
improve the quality of life for all of Carmel's residents in addition to providing
substantial economic benefits to the city and its residents.
One important reason we have elected to remain in Carmel and not move to other
surrounding suburbs are the comparatively low property taxes. Private commercial
development such as The Bridges increase property tax revenues and local income tax
revenues to the city.
Additionally, we support this project because we believe the high -end uses proposed by
the site are the perfect way to utilize this valuable land in close proximity to US 31.
Many communities in the state would love for a major north -south thoroughfare like US
31 to run through them and encourage the ancillary development that follows. We should
not waste this asset by constraining the development it encourages.
We believe this is one city and that the opinions of all residents should be counted and
respectfully ask the Commission to vote favorably upon this project.
