Mike,
Please find attached a letter regarding the proposed gas station use at 146th & River Road. This area is very sensitive
since it is near the wells of Indianapolis Water, Westfield Water and Carmel Water. It is with the upmost respect to your
planning jurisdiction that we voice concern for this proposed use. The development is not an issue whatsoever, only this
particular use.
One of my duties on the Fishers Town Council is that I am a member of the Service Advisory Board. This Board is made
up of all communities partially or fully served by Indianapolis Water. I have been chairman of this board for the last seven
years. Part of our aim is to ensure Indianapolis Water appropriately plans for our communities. In addition, we are very
sensitive to any use within the wellhead areas that could pose harm.
As you know, I work in engineering/entitlement. There are many sites I work on where my task is to clean up a previous
environmental problem. Most times, these are due to spills around gas stations. This is why gas station uses are better
situated outside of a wellhead area.
Please forward our letter along as this project moves through your planning process. Please also call me with any
questions.

RE: Legacy PUD Turkey Hill Minit Market

The Town of Fishers is writing in opposition to the proposed Gas Station at the SW corner of 146
Street River Road. The proposal is the Turkey Hill Minit Market that is part of the Legacy PUD.
The proposed project falls within or near the wellhead protection zones of Indianapolis Water, City of
Westfield and the City of Carmel. The Town of Fishers is a customer of Indianapolis Water, which is
the reason for our interest.
We have no comment on the development. We are only opposed to this specific use within the
wellhead protection zone. We believe each community should govern development within their
boundaries; however, we urge caution for this specific use in this specific location. This is because
wellhead protection zones are too important for all communities involved.
Please forward this letter on to Council and Plan Commission members as this project is heard. Please
also call should you have any questions.
