4. Docket No. 11010010 DP Amend: Penn Circle (former Meridian Pointe site)
The applicant seeks development plan amendment approval for a 193 -unit multi- family project. The
site is located at 12346 Old Meridian St. It is zoned OM /O Old Meridian District, Office. Filed by
Charlie Frankenberger of Nelson Frankenberger, on behalf of G. B. Developers 11, LLC.
The Development Plan (DP) Amendment petition for this item is related to the ADLS Amendment petition that
was discussed at the February 8 Subdivision Committee meeting. A few major differences are: the total
number of dwelling units proposed is 193 (instead of 174), most of the buildings proposed are 3- stories tall
(rather than 4 stories), and additional buildings and garages are placed on the site. Also the Meijer wetland
mitigation site, just north of and adjacent to the subject site, will also be modified to assist with storm water

At the February 8 Subdivision Committee meeting, the applicant proposed to amend several ADLS
(architecture, design, lighting, landscaping, and signage) aspects of the previously approved Meridian Pointe
project, which was approved in 2010, for 174 dwelling units. The proposed building facades are comprised
mostly of brick, smooth hardi -panel (cement fiber), and glass. At that Committee meeting, the petition was
discussed and then approved with 5 conditions, by the committee.
Staffs outstanding comments for the petitioner:
1. Please provide exhibits (at the commission meeting) of the previously approved project's site plan, for
comparison purposes.
2. The City Engineering Dept. will soon issue review comments.
3. From the Hamilton County Surveyor's Office: This project still has storm water management issues to work
out. If their off -site detention plan does not get Meijer approval, then they have a major site redesign to do.
4. The Forestry Dept. is still working with the petitioners on revisions, but it is very close to approval.
5. The proposed plan is acceptable to, the Alternative Transportation Systems Coordinator.
6. Please show /label the road right of way of Pennsylvania St. on the site plan.
Recommendation:
The Dept of Community Services (DOCS) recommends that the Plan Commission votes to suspend its rules of
procedure and votes to approve this item.
