This will help with limiting headlights hitting the roundabout. Golden Privet will not provide a 12 month screening for vehicle headlights from facing the roundabout. Golden Privet is not an evergreen. I would recommend a juniper species which will provide 12 month screening and will be salt tolerant during the. winter months. 2) Please read comment #1 and the first sentence of comment #2 on the attachment: Will you please add tree preservation details to (L1- 02)•and also include a chart describing the labels for the trees in the Tree Preservation Area with their sizes. Maybe this has been done, but I have not received this updated sheet. When this has been changed, you have my approval on a final landscape plan. Other comments, which some have been mentioned before in a meeting, include: 1) Please add a complete screen of evergreen shrubs to the south side of the parking spaces facing the intersection. This will help with limiting headlights hitting the roundabout. per conditions 2) Please add 10 bald cypress trees north of the parking garages and spaces facing the Meijer pond area. This will buffer the vehicles and garages from view. A more natural broken spacing and location is desired. per conditions 3) Please add 4 -5 street trees to complete the street tree design along Penn. St west of the pond. 4) As for the street trees and the proposed new sidewalk along Carmel Dr If all the street trees along Carmel Dr. will be removed because of sidewalk construction, new street trees (species approved by the Urban Forester) shall be replaced at 40' spacing. If the sidewalk can be installed without construction limits expanding to within 3 feet of the street trees, preservation of the street trees should be taken. Section 20G.04.06 C: Parking areas shall be landscaped, as follows: (1) A five -foot (5') wide planting strip shall be provided along the sides and rear of all parking areas. Let me know if you need anything else! I spoke with the Engineering Department about the crosswalk question that was raised at the last PC committee meeting. Gary Duncan said that crosswalk requirements are determined on a case by case basis, but on major thoroughfares they are usually implemented by the City rather than the developer. This is because the crosswalks would be implemented in public right -of -way (ROW) and the City is responsible for what takes place in the ROW. When developments are developed adjacent to existing ROW developers are not typically required to do work within it (as long as it meets City standards). Another factor is that the developer would be responsible for the ROW only on their side of the road to the middle of the ROW. Once the crosswalk crosses the middle of the street that portion of the crosswalk would be their neighbor's responsibility. The development would not be required to construct anything that is not on their property unless there are certain commitments or agreements that require them to do so. Since they would only be able to construct the crosswalk to the middle of the street they may be leading to nothing or a corner with limited pedestrian infrastructure. The City would not want to lead pedestrians to a dead -end and would evaluate the situation to determine the best location for a new crosswalk. It might even be worth saying the City may consider implementing new crosswalks adjacent to a new development after a it is constructed with pedestrian facilities. For example if there is a sidewalk on one side of the street with nothing on the other, the City would not recommend that a crosswalk be implemented at that intersection. After a new development is constructed at that intersection, with pedestrian facilities, a new pedestrian generator or destination would be created and therefore may necessitate the need for a crosswalk. In this case the City would require the developer to construct ADA ramps to the intersection and the city would implement the crosswalk to the other side of the street. When crosswalks are constructed within developments (new streets or in parking lots), the developer is required to construct them. There are many different scenarios that could take place, and there may be instances where developers would be required to implement crosswalks across major thoroughfares. More than likely this would only occur when a development is being constructed on either side of the street. When this occurs the developer would be responsible for both sides of the intersection and it could be reasonable for the city to request that a crosswalk be included with the project to provide pedestrian connectivity to both sides of the development. Two signs facing one ROW (2 proposed, 1 allowed) However, I would like to reiterate that you would not need these variances if you went with one ground sign instead of the third blade sign. This is a unique site where we can take the best of what the Sign Ordinance allows for Use Variance, OM -O, and Multi Tenant Building Complex sites. Not to mention directional signage that is always an option to help give extra identification. The ground sign proposed in the original submittal would work the same as the projecting sign, letting both directions of traffic know where the entrance is. I know you would prefer to have the blade sign. But I would really appreciate it if you could reconsider, go with the ground sign, and not have to apply for any sign variances. I have reviewed the drawings and offer the following comments: URBAN FORESTRY REVIEW COMMENTS 1. Will you please add tree preservation details showing the general basics like preservation fencing outside the drip line of the trees. I would like to have side notes recommending that the fencing group existing trees and that the fencing should be as far outside from the drip line as construction allows. Also that, the tree preservation area should have the existing grade preserved; that the area shall not be filled or excavated. 2. Please, show the location, size and species of the existing trees to be preserved on the plan. With that, please note in the responding email how many trees are in the 5' bufferyard on the north perimeter and how many will be saved. This count saved will need an additional 2 trees in the total count to satisfy the two other bufferyards as we have talked about earlier. 3. There are no plans about removing all of the existing mature trees on the Meijer Property, I would like to focus on saving all the trees possible, especially in the NE corner on your property and the Meijer property. This may need further discussion. 4. With the addition of a new sidewalk /path along Carmel Dr. The existing street trees may be effected. This will be something to determine later. 5. After reviewing the required bufferyard landscaping per 26.04.06.c (see attachment), there is a shortfall on material. I have used the other required landscaping towards this overall count. I have some locations I would like to see planted with this landscaping. We can meet or maybe a phone call would suffice, please let me know. But in general, I would like to have this material planted in these locations: street trees lining Carmel Dr.(in coordination with a new sidewalk trees and shrubs lining the south side of the parking north of the open lawn area on the south end of the property, possibly trees lining the south side of the detention pond (bald cypress on the pond edge would be a unique design), a few ornamentals could go in the south lawn area (future plans of development here right and the continuation of street trees along Penn east of the pond. 6. As I have mentioned Japanese Tree Lilac might be a better choice for around the pool, serviceberry's tend to have bad root suckering. 7. As mentioned before, the 6' wide mulch path goes right into the tree and the street tree in the NE corner will need to be removed. 8. Realistically, the trees in the parking lot islands need more soil volume. As Jon, mentioned he would like to have things work and do what's best, I am fine with having only 3 trees in the middle island instead of 4 and, if possible, eliminating a parking stall on each side to spread that width on both ends for better root space would be great. If left as is, these trees will never see 20 years and will likely never reach 30' while looking sickly and 1 Sincerely, never reaching potential. I really like what you did with the other parking lot island with the width. I remember you mentioning that the one guy said that a 5' width would be sufficient, as this is true to install the tree it is not actually true if you want the tree to do well and grow. The 5' minimum is a standard because the initial root ball is 36" plus a foot on each side for digging /auguring is needed for initial planting, not future growth. 9. Along with the parking islands and other parking ends that have trees, turf is a competitor with tree roots. I would rather have the island ends capped with mulch and remove the turf. It is also higher maintenance to run a mower out there every week for just a stamp of grass. 10. I did not see any utility plans shown, locations may need to be eventually adjusted when utilities are better determined. For my review, I will be requiring a 5' bufferyard along the northern perimeter of the property. This is based on the consideration that the perimeter (of the property, not the project) is designated as a sideyard and that the use is multi family development in reference to the table on 26.04.06.c. I believe that you mentioned that you were adjusting the building setbacks to provide this requirement. Furthermore, the tree preservation that is required will still need to be addressed. I believe that you were adjusting the plans to preserve the trees in the northeast corner. If the total required number is not feasible, a common ground can be made to fulfill this requirement. I think that these comments should clear up the major concerns you may have. I will review the latest landscape plan (unless you will have a newer plan ready) for more in depth comments. Namely, the addition of tree preservation details and labeling of the trees to save in the NE corner and additional review of the inner landscaping designs. Colors are selected to match previously approved plans. Those shown in the TAC submittal may not have been printed well. See revised elevations submitted 1/21/11. 2. I know it's cheaper but why do they want to put the lap board siding on the backs of the building? It doesn't look great. There is no longer any hardi -board on the elevations. We have changed it to hardi- panel to complement the more contemporary architecture of the buildings. 3. These buildings just don't look as nice as what Meridian Pointe presented. (Many of the planners agree with this one.) See revised elevations submitted 1/21/11. 4. For landscaping around the pool I don't know what they've chosen, but i do hope there are some tall evergreens proposed. It's always nice when there's some privacy around apartment pools. See landscape plan submitted 1/21/11. We have substantial landscaping, shrubs and other trees that will work to "enclose" visually this courtyard space. We do not prefer to use "evergreen" specifically. We alsaplan to have cabanas for resident use on the pool deck for sunbathing privacy. Signage: 1. They have proposed 2 projecting ID signs, 1 wall sign and 2 ground signs. Only 2 signs are allowed. However, we could consider this a complex and allow them a complex directory sign. See revised signage package submitted on 1/21/11. We have 3 vertical projecting signs, and 3 awning signs. 2. They'll need variances to have, all 5 ID signs. The Dept. probably won't support those variances because all the signs are not necessary. Different combos could be used to provide adequate identification. See response to #1. 3. I like the projecting sign and ground sign designs. I think the best option is to utilize the 2 ground signs, but move them to the main entrances. The entrance on the NW side of the site could have a small directional sign to identify that entrance. See response-to #1. *-1 The stop sign and street sign combo: Should we require them to use the fancy street sign names like the rest of Old Meridian has recently converted to? I think it would be more appropriate for the area. We are open to suggestions here, however we do plan a more contemporary design rather than traditional like Providence or Alexandria. Our signs should complement our architecture. 5. Am ok with all the speed limit, future resident, etc. signs. Might need to add /see a small, 3 sq. ft. or less and 3' tall or less directional sign for entrances not identified by a monument sign. See response to #1. di- I Address sign sizes and locations are ok. These locations have generally remained the same, however we plan to install them differently. See updated sign package submitted 1/21/11/ The proposed construction sign size is fine. However would like to see the design /picture of the proposed site instead of just the name. (Especially because the leasing signs will look exactly the same with just a different size.) We will also need more specifics on actual contractor info on the sign before issuing the sign permit. I cannot allow this sign to go up until plans have been approved and construction has begun. Only 2 signs are allowed one to each street frontage. (They have proposed 3.) Ok. We are working on a rendering that would be included on this sign. t'8 'For Lease' signs fit the size requirements. They have proposed 1, and 2 are allowed. Not sure which sign is referred to here as "For Lease" sign? Is this the marketing sign shown as 4'x5'? If so, we will locate an additional sign. 9.' Again, my preference is for the ground signs, not the projecting signs. Compare and contrast the Meridian Pointe elevations and plans to the Penn Circle elevations and plans, so the committee can easily see what is changing or remaining the same. The elevations of Penn Circle and Meridian Pointe are substantially similar. The materials and colors are identical. They both have flat roofs. The "verticality" of the architecture is evident in both. They both include awnings, canopies, and balconies in substantially similar configurations. The facades of both building design also have similar offsets. The dam differences in the elevations are largely driven by the difference in the development program itself. First, the Meridian Pointe building was designed with 4 stories, an average square foot per unit of 1,050; 174 units; and parked at a ratio of 1.7 spaces per unit. Penn Circle is designed as a mix of 3 and 4 stories; an average square footage of 800; thus more units at 193; but still a parking ratio of 1.7. Also, regarding the elevations, the Meridian Pointe windows were represented as commercial- grade, office- building windows, which are cost prohibitive on a residential building. The Penn Circle elevations accurately depict the appropriate windows to be built while taking care to create a substantially similar elevation as Meridian Pointe. Please provide copies of your correspondence with the TAC members and their correspondence with you. Ok. Feel free to bring color and material samples to the Plan Commission meeting. Ok. Not a fan of the proposed building colors..dark brown, light brown, and yellow? 2. I know it's cheaper but why do they want to put the lap board siding on the backs of the building? It doesn't look great. 3. These buildings just don't look as nice as what Meridian Pointe presented. (Many of the planners agree with this one.) 4, For landscaping around the pool I don't know what they've chosen, but I do hope there are some tall evergreens proposed. It's always nice when there's some privacy around apartment pools. Signage: L They have proposed 2 projecting ID signs, 1 wall sign and 2 ground signs. Only 2 signs are allowed. However, we could consider this a complex and allow them a complex directory sign. 2. They'll need variances to have all 5 ID signs. The Dept. probably won't support those variances because all the signs are not necessary. Different combos could be used to provide adequate identification. 3. I like the projecting sign and ground sign designs. I think the best option is to utilize the 2 ground signs, but move them to the main entrances. The entrance on the NW side of the site could have a small directional sign to identify that entrance. 4 The stop sign and street sign combo: Should we require them to use the fancy street sign names like the rest of Old Meridian has recently converted to? I think it would be more appropriate for the area. 5. Am ok with all the speed limit, future resident, etc. signs. Might need to add /see a small, 3 sq. ft. or less and 3' tall or less directional sign for entrances not identified by a monument sign. 6. Address sign sizes and locations are ok. 7. The proposed construction sign size is fine. However I would like to see the design /picture of the proposed site instead of just the name. (Especially because the leasing signs will look exactly the same with just a different size.) We will also need more specifics on actual contractor info on the sign before issuing the sign permit. I cannot allow this sign to go up until plans have been approved and construction has begun. Only 2 signs are allowed one to each street frontage. (They have proposed 3.) 8. 'For Lease' signs fit the size requirements. They have proposed 1, and 2 are allowed. 9. Again, my preference is for the ground signs, not the projecting signs. If we considered one of the ground signs as a directory sign, they could also have the wall sign above the leasing office entrance, I am ok with this. 10. Mostly I thought it looked pretty good. Lex I like that one of the buildings faces the trees to the north of this site if it stays preserved as wetland /natural area. 1 think this could provide some nice views for those apartments. I like that they have entrances off of both Pennsylvania and Old Meridian and are connecting to the corner parcel. This will provide good connectivity. I would like to see the site plan meet the Old Meridian District Master Plan a little more with the road splitting the corner parcel from the residential one. It is good they have access there but I wonder if we should make them line the entrance off of Old Meridian up with the one onto Pennsylvania or dedicate it to the City. Should the other streets be dedicatedto the City as well? Otherwise I think they would need a variance. I also like that they have several pedestrian entrances to the building along Old Meridian. It's nice that they tried to put a lot of trees in the parking lot. I am not much of an architect, but do they need more of a defined base or foundation according to the Ordinance?
