HomeMy WebLinkAboutLandscape Plan APPROVED 4-14-11CITY OF CARMEL JAMES BRAINARD, MAYOR Mr. Jon Dobosiewicz Nelson Frankenberger 3105 E. 98 Street, Suite 170 Indianapolis, IN 46280 RE: The National Bank of Indianapolis Carmel Drive Dear Jon: April 14, 2011 The Carmel Plan Commission approved the Development Plan and ADLS for National Bank of Indianapolis, Docket No. 10110011 DP /ADLS Amend, on January 19, 2011. On March 15, 2011 an amended landscape plan was submitted by Nelson and Frankenberger, to the Department of Community Services for consideration of an administrative determination of compliance with the approved landscape plan. The amended landscape plan proposes a reduction in the amount of plant material from the approved landscape plan prepared by American Structurepoint, based upon the recommendations in the Security Report by consultant Alan J. Palagy which cite safety and security concerns due to the dense level of plantings and a substantial amount of tall plant material in the site's perimeter which could shelter criminal activity, a risk the bank wished to avoid. In consideration of the request, review of the proposed amended plan by the Director of the Department of Community Services included review of the project file, the Carmel Zoning Ordinance, the Security Report; consultation with DOCS planning and forestry staff, and with the Plan Commission attorney, John Molitor. It is hereby determined, based upon my review and analysis, the following: 1. The amended plan provides for an overall total of 283 trees and shrubs within perimeter bufferyard areas and the building foundation area, including: 26 Shade, Evergreen and Ornamental trees 9 Preserved trees 244 Shrubs 2. When combined, the total number of plants for buffer yards and foundation plantings far exceed the ordinance requirement of 106 plants. 3. The amended plan as proposed accounts for a reduction of required bufferyard plantings as follows; shade trees 13 (from17); ornamental trees 18 (from 17); and shrubs75 (from 77), with the overall affect being a modification of less than 10% from original approved plan. The amended plan does not represent a substantial or material alteration to the original plan, and will result in a superior landscape when compared with the existing condition; 5. The amended plan represents a significant investment in our community, consistent with the City's desires, goals and objectives. Therefore, in consideration of the above findings, the proposed amended landscape plan is administratively approved by this Director's determination as allowed under Chapter 29 of the Carmel Zoning Ordinance. The approved amended landscape plan becomes the official landscape plan for Docket No. 10110011 DP /ADLS, effective thirty (30) days from the date of this determination. Very truly yours, Mic el P.
