Councilor Sharp was not in attendance.
Mayor Brainard called the meeting to order at 6:01 p.m.
Pastor Joe Flatt, First Baptist Church of Carmel, pronounced the Invocation.
Mayor Brainard led the Pledge of Allegiance.

APPROVAL OF MINUTES:
Councilor Griffiths made a motion to approve the minutes from the March 7, 2011 Regular Meeting.
Councilor Rider seconded. There was no Council discussion. Council President Seidensticker called for
the vote. Minutes were approved 6 -0.

COUNCIL, MAYORAL AND CLERK- TREASURER COMMENTS /OBSERVATIONS:
Councilor Snyder addressed the Council regarding the Hamilton County Humane Society
Councilors Carter and Seidensticker addressed the Council regarding Ordinance D- 2030 -11 As Amended
(Establishing Service, Rates and Charges for the Collection and Sanitary Disposal of Residential Solid
Waste including Recycling Services).
Clerk Treasurer Diana L. Cordray informed the Council that she attended a National League of Cities
seminar in February and they discussed the economic conditions and demographics in the Country. Mrs.
Cordray presented condensed copies of the seminar to the Council.
ACTION ON MAYORAL VETOES:

Councilor Griffiths made a motion to approve claims in the amount of $1,377,408.57. Councilor Rider
seconded. There was no Council discussion. Councilor Seidensticker called for the vote. Claims were
approved 6 -0.
Councilor Griffiths made a motion to approve a claim in the amount of $2,000,000. Councilor Snyder
seconded. There was brief Council discussion. Councilor Seidensticker called for the vote. The Claim
was approved 6 -0.
COMMITTEE REPORTS:
Councilor Snyder reported that the Finance, Administration and Rules Committee met and discussed
Ordinance D- 2029 -1.1. The committee report will be given when the item appears on the agenda. The
next meeting will be held on Thursday, April 21, 2011 at 5:30 p.m.
Councilor Rider reported that the Land Use, Annexation and Economic Development Committee had not
met. The next meeting will be held on Tuesday, March 22, 2011 at 5:30 p.m.
Councilor Carter reported that the Parks, Recreation and Arts Committee had not met.
Councilor Griffiths reported that the Utilities, Transportation and Public Safety Committee met and
discussed Ordinance D-2121-10 and Ordinance D- 2033 -11. Both items were forwarded back to the
Council with an unfavorable recommendation. The Committee also discussed Ordinance D- 2030 -11 As
Amended which remains in committee.

OLD BUSINESS
Council President Seidensticker announced the Seventh Reading of Ordinance D- 2021 -10; An
Ordinance of the Common Council of the City of Carmel, Indiana, Amending Subsection (b) and Adding
Subsection (d) to Chapter 6, Article 4, Section 6 -54 (Posting and Placement of Signs in Public Right -of-
Way Prohibited) of the Carmel City Code. Councilor Griffiths made a motion to approve Ordinance
D- 2021 -10. Councilor Carter seconded. There was no Council discussion. Council President
Seidensticker called for the vote. Ordinance D- 2021 -10 FAILED 0 -6.
Council President Seidensticker announced the Fourth Reading of Ordinance D- 2029 -11; An Ordinance
of the Common Council of the City of Carmel, Indiana, Adding Chapter 2, Article 4, Section 2 -138 to the
Carmel City Code, Thereby Establishing the City of Carmel "The Center for the Performing Arts, Inc.
Fund #500). Councilor Snyder made a motion to amend Ordinance D- 2029 -11. Strike section B (lines
40 -42); renumber all; Section C will now read as follows: The Council shall, upon request by the Mayor
and after appropriate discussion and deliberation with the President and CEO of the Center, appropriate
with a majority vote the necessary funding for The Center for the Performing Arts, Inc. Councilor Rider
seconded. There was no Council discussion. Council President Seidensticker called for the vote. The
motion to amend Ordinance D- 2029 -11 was approved 6 -0. There was brief Council discussion.
Councilor Rider made a motion to approve Ordinance D- 2029 -11 As Amended. Councilor Griffiths
seconded. There was no Council discussion. Council President Seidensticker called for the vote.
Ordinance D- 2029 -11 As Amended was adopted 5 -1 (Councilor Accetturo opposed).

We also want to share information regarding a survey we conducted for your information

working together for a greener tomorrow
We want to thank you for moving forward on the ordinance for city trash and recycling service. We believe this is the
most cost effective, energy- efficient and environmentally responsible way to handle municipal waste for many reasons:
saves residents money
reduces the number of garbage trucks driving through our neighborhoods
leads to safer streets and cleaner air for our children
saves fuel and reduces carbon emissions
reduces the wear and tear on our roads and saves taxpayer dollars
beautifies our neighborhoods by having just ONE day when houses put out their trash
promotes environmentally responsible recycling and reuse of our resources
We posted an online survey back in August 1, 2009 asking the simple question "Do you favor city -wide curbside
recycling The survey also included required fields for name, address and email, and an optional field for comments.
We also included a note that said: Please note: only residents inside the City limits of Carmel are eligible to participate.
Southwest Clay residents are eligible as they will be part of the City in 2010.
And on Feb 17 we included an additional note that said: The results of this survey will be shared with our elected officials.
If you would not like to be included, please contact Leslie at 440 -4017.
Yesterday and today we made a concerted effort to ask people to Vote YES on our online poll and as of 2 pm this
afternoon, we have received 299 in favor and 9 opposed. And the votes keep coming in.
However, we do have some duplicate entries, and some which did not include their full name, address, email. We will
review the results and remove duplicate and incomplete entries. In the next few weeks we will submit a report to the
council.
In the meantime, attached are a few excepts of the YES VOTES and NO VOTES we received yesterday and today as of
2 p.m. for your review.

I think it is behind the times to NOT have recycling and I
believe that the size of bin should be a large bin for recycling,
a smaller size for landfill and a small bin for composting as
well would be a good idea. The recycling service should pick
up every week not just every other week. Thanks.

I further commend efforts to ensure all residents have
curbside recycling via the city through this service. I believe
that charging consumers under the current conditions are a
deterrent to recycling. I only see approx 20% of the homes
in our community participating with bi- weekly recycling efforts.

curbside recycling should be free, and there should be a fee
per actual trash bag, perhaps a per bag fee, and that would
make people sort their trash and be more apt to recycle. i
think the city of bloomingon, indiana does something similar....

Thanks for the opportunity to save us all some money on a
much needed service. I know there may be a very small group
of citizens who may not use recycling and /or conventional
trash pickup services, but the vast majority of Carmel utilizes
one of the trash companies at a greater expense than can be
realized through the City wide purchasing leverage. I do not
consider it to be a tax as it is a service we need and are
presently paying for each quarter. I applaud the City in its
effort to save its citizens money! Thanks

This is a good idea for the city. It will certainly reduce overall
emissions from the trucks, and will help prevent having a
different garbage truck drive down the street every day.

There are so many positive aspects to having a city-wide trash
pick -up, I cannot imagine anyone voting against it. Besides all
the important reasons listed, just think how nice to have trash
cans out on the street only one day a week, vs several days to
accomodate all the different companies schedules! This one
is a no- brainer.

I would love to have curbside recycling! I currently have to
drive my recycling to a drop -off site, which is really
inconvenient! I hope you have cardboard recycing as well.

We had free curbside recycling 25 years ago in California and
think Indiana is way behind in providing recycling! Obviously,
we have been paying for it for years and think that many more
people would participate if it is provided by the city. If Carmel
wants to be presented as a green city, this service is
absolutely necessary.

and recycling. It is $110.00, and does not include all the
"Extra's" that are being proposed. This is a win /win for the city
and consumer.

Please support this initiative! Not only will it reduce our
monthly costs with no new taxes, it will finally alleviate the
huge safety concern of garbage trucks barreling through our
neighborhoods three to four times per week, especially while
our children are outside. With one garbage service (like that
enjoyed by our Indianapolis neighbors), the trucks must slow
down and stop at every house on the block. We can finally
take walks through our neighborhood without dodging trash
cans every day of the week, making our neighborhoods look
that much nicer. THANK YOU for taking steps to improve our

I have lived in several cities with both forms of refuse service.
Those that the city controls, either directly or through private
contractors, had poorer service, were more expensive (the
inital rate in the current proposal is not gauranteed to
contiune), and were unresponive to the public. There has
been little or no public disclosure of the contract terms.

We want to thank you for moving forward on the ordinance for city trash and recycling service. We believe this is the
most cost effective, energy efficient and environmentally responsible way to handle municipal waste for many reasons:
saves residents money
reduces the number of garbage trucks driving through our neighborhoods
leads to safer streets and cleaner air for our children
saves fuel and reduces carbon emissions
reduces the wear and tear on our roads and saves taxpayer dollars
beautifies our neighborhoods by having just ONE day when houses put out their trash
promotes environmentally responsible recycling and reuse of our resources
We posted an online survey back in August 1, 2009 asking the simple question "Do you favor city -wide curbside
recycling The survey also included required fields for name, address and email, and an optional field for comments.
We also included a note that said: Please note: only residents inside the City limits of Carmel are eligible to participate.
Southwest Clay residents are eligible as they will be part of the City in 2010.
And on Feb 17 we included an additional note that said: The results of this survey will be shared with our elected officials.
If you would not like to be included, please contact Leslie at 440 -4017.
Yesterday and today we made a concerted effort to ask people to Vote YES on our online poll and as of 2 pm this
afternoon, we have received 299 in favor and 9 opposed. And the votes keep coming in.
However, we do have some duplicate entries, and some which did not include their full name, address, email. We will
review the results and remove duplicate and incomplete entries. In the next few weeks we will submit a report to the
council.
In the meantime, attached are a few excepts of the YES VOTES and NO VOTES we received yesterday and today as of
2 p.m. for your review.

I think it is behind the times to NOT have recycling and I
believe that the size of bin should be a large bin for recycling,
a smaller size for landfill and a small bin for composting as
well would be a good idea. The recycling service should pick
up every week not just every other week. Thanks.

I further commend efforts to ensure all residents have
curbside recycling via the city through this service. I believe
that charging consumers under the current conditions are a
deterrent to recycling. I only see approx 20% of the homes
in our community participating with bi- weekly recycling efforts.

curbside recycling should be free, and there should be a fee
per actual trash bag, perhaps a per bag fee, and that would
make people sort their trash and be more apt to recycle. i
think the city of bloomingon, indiana does something similar....

Thanks for the opportunity to save us all some money on a
much needed service. I know there may be a very small group
of citizens who may not use recycling and /or conventional
trash pickup services, but the vast majority of Carmel utilizes
one of the trash companies at a greater expense than can be
realized through the City wide purchasing leverage. I do not
consider it to be a tax as it is a service we need and are
presently paying for.each quarter. I applaud the City in its
effort to save its citizens money! Thanks

There are so many positive aspects to having a city -wide trash
pick -up, I cannot imagine anyone voting against it. Besides all
the important reasons listed, just think how nice to have trash
cans out on the street only one day a week, vs several days to
accomodate all the different companies schedules! This one
is a no- brainer.

We had free curbside recycling 25 years ago in California and
think Indiana is way behind in providing recycling! Obviously,
we have been paying for it for years and think that many more
people would participate if it is provided by the city. If Carmel
wants to be presented as a green city, this service is
absolutely necessary.

POSITION STATEMENT
The undersigned residents of Waterford subdivision are, by
their signatures on this statement, expressing their objection to the
proposed municipal ordnance seeking to establish a city -wide single
provider trash collection contract. Our neighborhood has had
excellent, inexpensive service without the involvement of the City,
and sees no advantage to the proposed change in service. The
proposed ordnance would raise our monthly cost by nearly 50
reduce the amount of items which would be collected, and assess a
separate charge for collection of larger items, which are currently
collected without charge in our neighborhood.
In essence, we are confronted with the loss of local
control of our service, higher cost per household, imposed limits upon
the amount of trash containers, and separate charges for pick -up of
larger items. None of these changes are beneficial to our
neighborhood. Clearly, this proposal is simply an effort of the City to
involve itself in provision of a service which is currently being
performed in an excellent fashion without the City oversight. We
strongly urge the Utilities Sub Committee and the City Council
membership to reject the pending ordnance.
