Pro -Med Ltd. "Applicant is the owner of the 39.68 acre
parcel of real estate "Real Estate located southeast of the
intersection of U.S. 31 and Old Meridian and zoned R -2 Residence
District under the Zoning Ordinance of the City of Carmel,
Indiana. Applicant is filing with the Office of the Director of
Community Development its Petition to Change Ordinance
"Petition requesting that part of the Real Estate be rezoned
(Change in Zone Map) to the B -6 Business District Classification.
For the purpose of this Petition, the Real Estate has been
divided into six parcels, 1 through 6 respectively, as follows:

Explanation of Proposed Use
Parcel 1
The parcel of real estate containing 11.30 acres and
identified as Parcel 1 on the Area Location and Zoning Map
"Zoning Exhibit is being purchased by Tri- County Mental Health
Center, Inc. for the purpose of constructing a mental health
treatment center on Parcel 1. The conceptual development plan
for Parcel 1 is being filed simulatneously herewith.
Parcel 2
The parcel of real estate containing 14.89 acres and
identified as Parcel 2 on the Zoning Exhibit is being retained by
Applicant and will be reserved for future development. It is
anticipated that the future development of Parcel 2 will consist
of facilities ancillary and auxiliary to the medical /health care
field.
Parcel 3
The parcel of real estate containing 0.85 acres and
identified as Parcel 3 on the Zoning Exhibit is being retained by
Applicant and will be reserved for signage purposes.
Parcel 4
The parcel of real estate containing 1.90 acres and
identified as Parcel 4 on the Zoning Exhibit is currently zoned
R -2 Residence District and no change of zoning classification is
being requested.
Parcels 5 and 6
The parcels of real estate containing 6.96 acres and 3.78
acres and identified as Parcel 5 and Parcel 6 respectively on the
Zoning Exhibit is currently zoned R -2 Residence District and no
change of zoning classification is being requested. It is the
intention of the Applicant to dedicate Parcel 5 and Parcel 6 to
the City of Carmel, Indiana for park purposes, subject to such
easements and agreements as are acceptable to Applicant and the
City of Carmel. The foregoing notwithstanding, Parcel 6 will be
utilized by Applicant and others for a storm water drainage
facility.
Comprehensive Plan and U.S. 31 Overlay Zone
The Real Estate is located within Sub Planning Area 6 of the
Comprehensive Plan. The text of the Comprehensive Plan provides
in part that "This area is proposed largely to continue to
develop as business" and that in the vicinity of St Vincent
Hospital, "development should serve as support for St Vincent"
(Pages 165 and 166).
A part of the Real'Estate is located within the U.S. 31
Overlay Zone and the purpose of the Overlay Zone is to promote
and encourage high quality, commercial development.
Annexation
The Real Estate is located outside the jurisdictional limits
of the City of Carmel, Indiana and it is the desire of the
Applicant and Tri- County Mental Health Center, Inc. that the Real
Estate be annexed to the City of Carmel, Indiana and by the
execution of this Petition, grants its consent to such
annexation.
