Overview:
The College Park Church is located at the northwest corner of 96 Street and Towne Road in Hamilton County,
Indiana within Section 08 Township 17 North Range 03 East. The overall property is comprised of several
parcels all within the S -1 Residential Zoning District. There is S -1 Zoning to the west, north and east of the subject
site. South of 96 Street are residential districts within Marion County. In late 2009 and early 2010, approval was
given for extensive site improvements including the addition of an auditorium building modifications plus parking
areas. These improvements are still under construction. As part of those improvements, 200 additional parking
stalls were approved as future parking. Due to the growth of the church, they have developed a need for an
additional overflow parking lot (in addition to the previously approved 200 stalls). Therefore, in late 2010 and early
2011, approval was given by the Carmel BZA to allow additional lot coverage for more parking and approval for the
future parking on the 2009/2010 approval plus this new area to both be constructed as gravel parking. Therefore,
the church is seeking approval by the Carmel TAC for the construction of these two areas of gravel overflow parking.
Grading and Drainage:
The 200 parking stalls from the original 2009/2010 approval have been graded to match the original design. The lot
sheet flows to the northwest currently into two swales. A short section goes to the northeast and wraps around the
parking lot and drains into the storm sewer system. The remaining area drains to the southwest and the swale wraps
around the maintenance building and goes into a short section of pipe before entering into the dry detention basin.
The new gravel parking field will drain to the southeast, toward the existing swale. A perforated pipe will be placed in
the location of the swale in an infiltration trench and drain to the southwest. All of the existing swales as shown on
the plans will be piped around the maintenance building to the dry detention pond. A new swale will be created at
the new northwestern edge of the overflow parking lot and drain to the southwest into the new storm pipe system. It
should be noted that the perforated pipe and new storm system have been sized in the event that these parking
areas would ever be paved with asphalt in the future. If it would be paved, a strip of pervious pavement would be
placed over the perforated pipe to allow the surface water to still drain into the pipe.
Detention Design:
Three new dry detention ponds were constructed as part of the 2009/2010 site improvements. The approved
Drainage Report was reviewed to determine the affects of the additional overflow parking lot currently planned. The
affects were negligible and therefore no additional improvements will need to be made to the existing detention
system. A Drainage Summary has been prepared for submittal to specifically outline the calculations for review and
approval.
Stormwater Quality BMP's:
The existing detention ponds act as a BMP and were approved under the Hamilton County jurisdiction in the
2009/2010 project. The second BMP was an educational method by the use of informational kiosks along the Prayer
Path. There is an existing BMP Operations and Maintenance (0 M) Manual for the ponds. An additional BMP will
be added with this overflow parking lot: an Infiltration Trench as mentioned above with the perforated pipe. A
second 0 M Manual has been created for this infiltration trench.
