Docket No. 62 -88 DP /ADLS on Developmental Plan/Architectural-Design, Light-
ing and Signage Application for a 12,000 square foot addition for the Ritz
Charles banquet facility. Site is located at 12156 N. Meridian on 7.9
acres of land. Site is•in the US 31 Corridor Overlay Zone and zoned B -6.
Petitioners Present Jim Nelson, Dave Powers, Rick Englehardt
o 14,000 square foot addition to north and west of existing
building.
o Exterior material of building addition will be the same as the
existing building.
o Sufficient parking is provided with;
o Now 192 spaces
o Proposed'643 spaces, meets Ordinance requirement
o Existing light fixtures will be removed andnew•shielded fixtures
will be provided in accordance with Ordinance requirements.
o No dish antenna to'be installed.
o Need details. on new trash 'enclosure, brick to match primary
building, and have a gate and a roof.
o Circulation plan needs to be studied further.
o When collector street (frontage .road) is extended to south,
petitioner agrees to'widen road'in front of his property, to a
minimum of 30' and dedicate required right -of -way as required by
Comprehensive Thoroughfare Plan and State Highway Dept.

Two Meridian Plaza
,Docket No.,61 -88 DP /ADLS, a Development Plan /Architectural Design, Lighting
and Signage Application for the Two Meridian, Plaza building, a four story
120,000 square foot office building located on a 7.7 acre parcel located at
103rd and Meridian and located in the US 31 Corridor Overlay Zone and zoned
B -5.
Petitioners Present: Fred Simmons, Rusty Richardson, Fred Lott, Barbara

o 4 -story office building (124,000 :square feet)
o On site retention of. storm water, then to Clara Knotts legal
drain at 103rd and Pennsylvania.
o. Lighting meets Ordinance requirements.

o Drainage plan has preliminary approval.
o Petitioners to consider sidewalk to tie into proposed Trammel
Crowe sidewalk on 103rd.

First Natior�al Barik
Docket No. 63 -88 ADLS, an Architectural Design, Lighting and Signage Ap-
plication for addition to an existing building for the First National Bank.
The site is zoned B -8 and located at 140 East Carmel Drive. (existing
building is currently,,. the Gallery Building).
Petitioners Present:'None present
o No or minor change to existing site.

o Petitioner will install sidewalks per City Engineer request along
Carmel Drive.

Med Check
Docket No. 69-88 ADLS, an Architectural Design, Lighting and Signage Ap-
plication for Med Check, located at 313 E. Carmel Drive. Petitioner wishes
to install a new ground sign and relocate an existing wall sign:
Petitioners Present: None present
o Recommend owner install sidewalks along Carmel Drive, per discus
sion.with .Carmel City .Engineer, Tom Welch.

Staff will do a site inspection and have formal recommendation
and Sign Ordinance requirement for Industrial and Commercial Com-
mittee on July 1988.

Docket No. _70 -88 ADLS, an Architectural Design, Lighting and Signage Ap-
plication for'True Value, Hardware. Site is zonedB -8 ;and located at 1122
Keystone Way. Petitioner wishes to construct a permanent outside sales and
storage facility to be usedas "a garden center.
Petitioners Present: None present.
o Would like for more of the open areas facing south to be
screened.
o Written and recorded commitment that once structure is built that
no outside :storage or sale of materials will take place on the
existing parking lot any area on the site.
o Structure will have to be on 32" footers.
d Provide easy access to storm sewer manhole on N.E. corner of ex-
isting site.
o Mat any strucutre including roof overhang within easement be the
responsibility of the property owner or .tenant to maintain if
access is needed by utility workers.
o BZA variance will be required for 8' fence, requirement 6' rear
and side yard, 42" front yard. TAC has no problem with this
variance request in order to provide for proper screening. Plan
Commission can approve on conditional basis.
.0 Telephone Company recommends no fence in their easement to west
of existing building; move fence to east to line up with
building.

o, All electrical to be per state code with permit.
o One sign plastic face in cabinet with internal lighting to be
below roof line; cream letters with brown background presented.
o State will have to approve plans for structure knowing that sales
people and public will be occupying structure.

Docket No 71-88 ALDS, an Architectural Design, Lighting and Signage Ap-
plication for a new ,5 story office building located in the Meridian Tech-
nology Center. Site is located at 101. Congressional and zoned B-2.
Petitioners Present:
o 5 story building
o Need revised lighting plan, 0.1 footcandle spread on site
o Need elevations of building, show materials and color.
o Mechanical equipment to be screened.
o Parking meets requirements.
o Trash storage to be inside building.
o Landscaping and buffer for parking lot looks good.
o Decision on site storm water drainage needs to be made by Kent
Ward, County Surveyor by July 5, 1988. Plans as presented will
need dra'inage board approval.

Docket No. S±55 -88, a: Special Use Application for Indianapolis Water Com-
pang `Treatment Plant located at 11825 River, Rd., Applicant is
proposing to construct a water treatment and storage plant. Parcel is
zoned S -1.
Petitioners Present: Steve Lyons
o Site will be served with Carmel sewer.
o Single pedestal water tower 49' high, painted sky blue proposed.
o Phase one completed by Spring, 1990, Phase two to be complete by
Spring, 1992.
o Have received letter from Federal Aviation Authority, no
conditions.
o Good landscape plan proposed.
o Dept. of Natural Resources will need to approve all plans
prior to construction. (letter on file).
o Final grading: plan to County Surveyor Office, and Soil Conserva-
tion Office and D.O.C.D. file.
o' Petitioner will widen River Road from 18' to 24',,and dedicate ad-
ditional right -of -way along east side of River Road, per Zoning
requirements.':
o All County Surveyor's comments have been,complied with.

Docket No. 'V 51- 88,'a=Developmental Standards Variance Application for Lot
69 of Newark Village. Petitioner is requesting a variance from section
8.4.6 of the Carmel/Clay Zoning Ordinance that requires a lot width minimum
of 80 feet. Petitioner is requesting to reduce the lot width to 70.5 feet.
Parcel is zoned. R -2.
Petitioners Present: Mrs. Stansifer, Mr. James
o Petitioner ..to relocate side yard drainage:" Swale along west
property line or install subsurface drainage pipe with easements.
TAC recommends approval of technical aspects of petition as submitted per
above comment's.

Docket No. V 52-88, a Developmental Standards Variance application for
13051 Southhampton Court, owned by Mr,. Jim Caito. Petitioner is requesting
a variance from Section 6.4.6 of the Carmel /Clay Zoning Ordinance that
requires' a "minimum lot width of 100 feet: Petitioner is requesting to
reduce the lot width at the building line to 92.3 feet. Parcel is zoned S-
2:..
Petitioners Present:. Petitioner did not show.
o To relocate side yard drainage swale to location of relocated
side yard line.
TAC recommends approval of technical aspects of project as submitted.

Docket Nol. V 54 -88, a Developmental Standards Variance Application for
A.B. Young Co, Inca located ,at 9655 Bauer Drive, Indianapolis. Petitioner
is requesting a variance from Section 14.1 of the Carmel /Clay Zoning
Ordinance, which requires 37 parking spaces for a general office building
of 11,200 square feet. Petitioner is requesting to permit 30 in lieu of
37. Parcel•is zoned B -3.
Petitioners Present: Petitioner did not show.
o Drainage improvements to site have not been completed; still need
to install drainage swale along east'side of building, per ap-
proved plans.
o Action on variance to be conditional until drainage situation is
resolved.
o All drainage improvements to be by August 25, 1988.
o Recommend approval of requested variance conditional on installa-
tion of drainage swale on east` side of building as originally
approved, must post a $5,000 %Bonded Letter of Credit or check
prior to BZA meeting.

Docket No."SUA 56-88, a Special Use Amendment for Cochran Insurance Agency
located at 1118 South Range Line Rd. 'Petitioner is requesting revision of
previously approved plans concerning curbing, drainage /detention, signage,
and landscaping- parking.
Petitioners Present:
o Landscaping, curbs, sign drainage was not installed per BZA
approved plans, petitioner is now requesting an amendment to
these plans; to reduce amount of landscaping, use of precast
nailed down concrete curb instead of poured-in-place concrete
curbs, revise drainage plans, and relocate sign.

o Inverted 15" CMP inlet to be lowered to bottom of pond.
o Staff recommends additions to revised landscape plan.
1. Add two (2) crab apple trees to front of building, 8' height,
1 1/2" cal. trunk (per original plan).
2. 15 24" yews in front (east) of parking lot.
3. 7 36 ""vibornum rhytidophylum at rear of rear parking lot.
o Landscaping to be installed by October 15, 1988.
After 45 days if improvements are not made, a'bond or letter of
credit, will be required re: curbs, drainage improvements, and
landscaping.
o Petitioner requests to install precut concrete. Curbs need to be
installed around all rear of parking lot along north side of
building up to front line of building. Also curb along south of
existing front parking lot.
TAC recommends approval of technical aspects of project only, Board to con-
sider all curb and landscape changes.

Docket No. 58 -88 O.A., an amendment to the Carmel /Clay Zoning Ordinance ad-
ding a new section dealing with the establishment of an S.R. 421 Michigan
Road Overlay Zone for the purpose of the consistent and coordinated
development of the area.
