Allan,
I have reviewed the legality of the signage you have questioned.
First of all, if the banner you point out at Indy MPH is a "grand opening" type of banner,
it is illegal due to the time constraints on that type of sign. Grand opening banners do
not require a permit, however, they may only be displayed for 14 days prior to opening and
removed seven days after the grand opening day. We will notify the owner and have it
removed.
The sign for Laser Flash does have a permit and is designed and placed according to that
permit. Signage of that type is allowed illumination that is shielded. The permit number
for that sign is 5106.02.
The monument sign at 126th and Rangeline displaying Amli's name is a sign that was
commented on during the DP/ADLS for Amli's over-all approval. It is my understanding that
it is a sign controlled by the Redevelopment Commission, which will display not only Amli
but some other business's involved with City Center. It is exempt from permits and
considered the property of the City of Carmel since it is in Carmel's ROW.
The Shapiro's banner that is advertising breakfast is illegal and we will notify the owner
to have it removed.

I am interested to see if the following are illegal signs under the Carmel
Sign Ordinance:
1. Amli Apartments monument sign at the corner of 126th and Rangeline Road
2. The Laser's Edge Neon Sign North of Carmel Schwinn on 3rd Avenue S.W.
3. Shapiro's Banner
4. Indy MPH? banner, in the retail center at 126th and Rangeline Road.
This has been up for at least 3 months.

Here is what I know.....
1. Amli Apartment signage - Jeff, I have never gotten involved with ANY SIGN PERMITS
within City Center - NO sign permits have been issued for ANY signage within City Center.
2. Laser Flash - located north of Carmel Schwinn - 611 Third Ave. S. W., sign permit
# S106.02 was issued on 7/31/2002.
3. Shapiro's - located within City Center
4. Indy MPH - I am aware that from time to time they do put up a "Grand Opening" banner
that we have not issued a permit for.
