Dear Mr. Schrock, At the request of the City of Carmel Fire Inspector Jim Foster, the Office of Building and Code Enforcement conducted an inspection at the above referenced properties to evaluate the use of the building for an industrial occupancy, and the condition of the electrical systems. Upon completion of the inspection, it has been determined that the area used to apply flammable spray on finishes at 20 North Range Line Road is being conducted in violation of the Carmel Clay Land Use Regulations and The Indiana Building Code. The liquids used are Class 1-B flammable liquids; pain thinners, wood stains, varnish etc. as determined by the Cannel Fire Inspector. The use of the rear of the building for the application of flammable spray finishing products must be stopped immediately at 20 North Rangeline Road upon receipt of this notice. 1. The use of the rear of the building for the application of spray finishes is considered a Group H (hazardous) occupancy. Per The Indiana Building Code Section 307.1.1 Division 2. 2. The zoning classification for this building does not allow a hazardous occupancy. This is a Business district. Per the Carmel Clay Land Use Regulations Section 2.1 and Section 13.0 B-2 Business District. 3. The spray room is not enclosed in fire separation assemblies. There are large openings in the walls and ceilings of this area. 4. The condition and use of the electrical equipment/wiring methods in the spray room do not conform to methods and materials required in a hazardous location. This is a Class 1 Division I location. All buildings and structures shall be maintained in conformance with all applicable rules of the Commission. 675 IAC 12-4-9 (a), (b), (c), (d), (e). 2. All lighting fixtures must be installed with approved and permanent methods and materials. The use of extension cords and construction lighting fixtures is for temporary use during remodeling and construction only. IEC Section 305-3 (a). 3. All electrical receptacles must be installed with approved and permanent methods and materials. The use of undersized overloaded extension cords and multi -gang outlet strips is not permitted. Cords are run through floors, walls and doorways. IEC Article 300. 4. A fan in the restroom is improperly wired. In addition, a screen and damper should be installed to prevent the entrance of vermin into the restroom. 5. A working shower is suspended from wires adjacent to and electrical panel. The panel is being deteriorated by water and moisture. This presents an electrocution hazard to the occupant of the shower. IEC Section 110-11 and 372-2(a). 6. There are numerous splices, taps, loose electrical components and open electrical boxes. sub- panel(s) have the neutral and ground bonded outside the main disconnect. All splices and taps must be made in proper sized electrical junction boxes and covered. Electrical distribution panel(s) must be supplied with proper methods, covered and secured. All cables and raceways must be properly sized, protected and supported. IEC Article 300. All electrical work needed to correct deficient electrical system components must be performed by a qualified electrical worker. A permit from the City of Carmel for the electrical work must be obtained prior to starting work. 6751AC 12-4-12.
