The Subdivision Committee considered the following items:

1. Docket No. 11040004 ADLS Amend: Sophia Square - Signage
The applicant seeks approval for a new sign package for a new building. The site is located at 110W. Main Street
and is zoned C2 within the Old Town Main Street Sub -Area. Filed by Tara Acton - Shaver of Carmel Lofts LLC.
Present for the Petitioner: Tara Acton - Shaver
Overview:
• Four blade signs at the corners of the building and for entrance for public restroom
• Projecting signs at each major entrance of the building
• Sign over the archway off Monon Trail
• Each tenant to adhere to sign guidelines set forth by Sophia Square along with obtaining proper sign permit
approval from City.
Dept Report, Rachel Boone:
• New package proposes wall signs, projecting signs and blade signs as options for tenants
• Signage to follow current sign ordinance; along with additional restrictions placed by Sophia Square
• Lighting are to be internally illuminated or reverse (halo -lit) illumination
o Exception to signs located in Courtyard, interior area and they are not to be illuminated
• NO restrictions on sign face color or font types for main identification signs
• Department recommends positive consideration

2. Docket No. 11040005 ADLS Amend: Ed Martin - Signage
The applicant seeks approval for new wall sign and building entry element. The site is located at 9896 N.
Michigan Road and is zoned I- 1/Industrial within the Michigan Road Overlay Zone. Filed by George Small, AIA,
of Design Point, Inc..
Present for the Petitioner: George Small
Overview:
• Dealership is going through national re- branding effort
o Add 3 names to building Ed Martin (building) GMC and Buick (bldg. element)
o Add free standing building element as part of the entrance to building (material for free standing
element will be aluminum paneling with dull finish)
• 20 ft. wide x 22 ft. high
• GMC and Buick will be back lit, Ed Martin No lighting
• No change to the landscaping plans
• Only requesting names of dealership and free standing element at this time (original filing consisted of
additional signs that would require a variance filing)

• Existing sign with Ed Martin name, Buick and GMC logo will be replaced with "wording" only:

• No service sign is included in request and would require a variance to be filed if needed
• Adding a building entry element to front of building
o Will NOT change the tan brick and cornice of building as original rendering indicates
o Department feels element is modern and does not blend with the classic style /detail of building

The applicant seeks approval for a new sign package for an existing building. The site is located at 10450 N.
College Ave. and is zoned B -1 within the Home Place Business District. Filed by Nancy VanMeter of Contour
Acquisitions LLC.

4. "FABLED until June 7, 2011 Docket No. 11040009 ADLS Amend: Applebee's (US 421) - Signage
The applicant seeks approval for two new wall signs, one new ground sign, and new awnings for the existing
restaurant. The site is located at 10325 N. Michigan Road and is zoned B- 3/Business within the US 421 Overlay
Zone. Filed by Tracy Gamez of Design Team Sign Company.
5. Docket No. 11040010 ADLS Amend: Hamilton Crossing Retail Center - Signage
The applicant seeks approval for a new sign package for the existing center. The site is located at the southeast
corner of 126`h St. and US Hwy 31 and is zoned B- 2/Business within the US 31 Overlay Zone. Filed by Paul Reis
of Krieg DeVault on behalf of KRG Hamilton Crossing LLC.

Overview:
• Requesting to amend current sign package to enhance, retain and attract future tenants with upcoming US 31
roadway project
o No affect on existing tenants
o Max. height of sign is 36 inches or max. height of 48 inches if sign includes logo
o Tenant with more 30,000 Sq. Ft. — overall length of sign is 75% of store front (was 80 %)
o Smaller tenant spaces — 55 Sq .Ft. total Sq. Ft. sign size (was 75 Sq. Ft. total)
o Store more than 10,000 Sq. Ft. — max. of 3 signs (Front, side and rear of building)
o Individual light with channel lettering, Bronze end caps, returns and trim
• Trademark sign design approved, but location and square footage still follow sign ordinance
• Directional signage only allowed if tenant has authorized drive thru
• Corner sign will be moved due to US 31 /Carmel Drive road improvernent

• Amend existing sign package
o Inline tenant with less than 50 ft. of frontage = maximum of 55 Sq. Ft. sign size (was 75 Sq. Ft)
o End cap tenant will be able to have a sign facing Pennsylvania Street
o Overall height cannot exceed 36 inches for one line of copy and 48 inches for two lines of copy (was
48 inches regardless if one line or two lines of copy)
o Width of sign is now 75% of total tenant frontage (was 80% of total tenant frontage)
o Registered trademarks with US Patent and Trademark Office are to be allowed and must follow the
size and location specifications within the sign package.
• Department recommends positive consideration

6. Docket No. 11040011 ADLS Amend: Hamilton Crossing Retail Center — Exterior Package
The applicant seeks approval for 3 new outdoor seating and landscaping areas. The site is located at the southeast
corner of 126`'' St. and US Hwy 31 and is zoned B- 2/Business within the US 31 Overlay Zone. Filed by Paul Reis
of Krieg DeVault on behalf of KRG Hamilton Crossing LLC.

Overview:
• Provide outdoor seating areas to enhance to center and attract future tenants
• No blocking or restricting entrances to building
• Maintain a uniform look and standard
• Outdoor dining areas will impact current landscaping areas
o Tenant will preserve existing beds by either relocating plantings or replace with same species
• Area not to exceed 400 Sq. Ft.
• Future tenants must
o maintain a uniform look and confirm to the guidelines set forth by the Landlord
o Obtain Landlord approval
o Submit site plan and landscaping plans to DOCS for administrative approval or apply for
variance, if needed, with Board of Zoning Appeals

• Amendment will allow for outdoor seating facility at some tenant locations
o Proposing La Hacienda, Le Peep's and Jason's Deli
• Location of eating space will affect landscaping plans
o Landscaping areas will be replaced or relocated
• Tenants will have uniform look regarding materials to use:
o Black Chairs and tables
o Black Umbrellas (NO logos, lettering or signage will be allowed on umbrella)
• Low standing metal railing /fencing will be used to block off outdoor seating areas
• Materials are to be stored away from front of center during the winter season

Center - Exterior Package with the requirement that all outdoor equipment (such as but not limited to; chairs,
tables, umbrellas, railings, etc.) will be placed in winter storage from December 1St to March 1St " seconded by
Judy Hagan, approved 4 -0.

7. Docket No. 11040006 ADLS Amend: St. Vincent Sports Performance Center
The applicant seeks approval for revised building height/building elevations and amended landscape plan. The site
is located at 13400 N. Meridian St. and is zoned B- 6/Business within the US 31 Overlay, as well as OM/MM -Old
Meridian District, Mixed Medical. Filed by Paul Reis of Krieg Devault LLP.
Present for the Petitioner: Paul Reis, Brent Davis, Don Clock and John Schidler
Overview:
• Revising approved building plan on file to allow for a 3 story medical facility rather than 4 story
o Footprint of the building will be the same
o Building materials will remain the same from prior approval
• Landscape plan revised
o Creating tree line along main entrance to facility off Main Street
o Adding 9 trees and 54 shrubs for total of 39 trees along drive and entrance

8. Docket No. 10100006 DP /ADLS: AutoZone -Park Northwestern, Lot 1
The applicant seeks plan and design approval for a new 7,370 sq. ft. store on 1.59 acres. The site is located at
10560 N. Michigan Rd. and is zoned I -1 /Industrial within the Michigan Road/US 421 Overlay Zone. Filed by Jeff
Kauerz for AutoZone Stores, Inc.
Present for the Petitioner: Jerry Kittle
Overview:
• Proposing a 7,370 Sq. Ft. store at Michigan Road and Northwestern Avenue (existing building to be
demolished)
• Revised lighting so a now 90 degree cut off (was 45 degree)
• 8x8 area will be voided area due to the architectural element and layout of store
• Negotiating still for internal drive connection to LA Fitness and bank
• Working with Hamilton County Survey Office on drainage review

o Existing ground sign is 29 Sq. Ft. (40 Sq. Ft. allowed)
o Both are allowable since store will face 2 public streets
• Department recommends favorable recommendation

conditions that petitioner receive approval for drainage plan along with petitioner provides connectivity between
AutoZone and LA Fitness property;" seconded by Ephraim Wilfong, approved 4 -0.
9. Docket No. 11020013 DP /ADLS: Woodland Terrace CCRC
The applicant seeks site plan & design approval for a continuing care retirement community (CCRC) on 7 acres.
The applicant also seeks for the following zoning waiver request:
Docket No. 11030006 ZW: Ordinance Chapter 23.08.01.D: front building setback.
The site located at 136th Street and Pro Med Lane, and is zoned B -6 /Business, within the US 31/Meridian Street
Overlay. Filed by Charlie Frankenberger of Nelson & Frankenberger, on behalf of Justus Homes, Inc.

• Facility itself does not require a license

o East side (along Kensington Property) 15 feet in addition to 50 feet tree preservation area

o Justus files each year
o Considered Housing with Services Enterprise (Assisted and Independent Living)
o Skilled Services falls under Home Care and follow Indiana Home Care License Codes
(service based, not facility)
• Tree Preservation
o Want to make sure developer follows the provided tree preservation standards closely
o Suggested to developer if site design will allow, request provision to allow for Plan
Commission members to approve a waiver of up to 35% of a dimensional requirement
(such as the 10 feet plant strip) in order to reposition primary structure and bring more west
allowing for more tree preservation on east side of property
Motion: Ephraim Wilfong "To approve Docket No. 11020013 DP /ADLS, Woodland Terrace CCRC and Docket
No. 11030006 ZW: Ordinance Chapter 23.08.01.D: Front building setback; with favorable recommendation to
Full Plan Commission with conditions: final review and approval of tree preservation proposal and request
support from Plan Commission to approve if petitioner proposes provision to waive up to 35% of a dimensional
