Engineered Development Plans TH TOC PC 062111 TAB 1 EXPLANATION Turkey Hill Minit Markets is desirous of developing a fuel center and convenience store on approximately 1.9 acres located on the southwest corner of River Road and 146 Street, within the Legacy PUD. The subject site is outlined in the aerial photograph included under Tab 2. By way of general background, the Legacy PUD was enacted in January of 2007 and allows a mixed -use community, consisting of various use blocks, on approximately 500 acres generally located on the southwest corner of 146 Street and River Road. As indicated on the aerial photograph included under Tab 2, the subject site, comprising approximately 1.9 acres, is located in the Corner Use Block of the Legacy PUD. The proposed use of the subject site as a fuel center and convenience store is a permitted use under the Legacy PUD. In order to allow this development, two approvals are necessary; namely, DP /ADLS approval and a zoning waiver. The zoning waiver is from the requirement in the Legacy PUD that the front yard setback of a building not exceed 15 feet. This zoning waiver is necessitated in order to avoid placing buildings on twin water lines, which are owned and operated by the Indianapolis Department of Water Works and which traverse the real estate in a southwest direction along the eastern boundary line. The proposed fuel center, convenience store and accessory buildings are fully and comprehensively detailed in this submittal, the contents of which include building and site elevations, building and site details, a landscape plan, and a signage and lighting plan. As shown, the convenience store is upscale and includes an architectural block kneeboard, a brick exterior with articulated soldier courses, and a sloped roof. The carwash, fuel center canopy, and refuse enclosure are architecturally consistent and compatible with the convenience store. The site is fully landscaped in compliance with the requirements of the Legacy PUD. We look forward to presenting to you this request on June 21, 2011. Respectfully submitted, Charles D.
