Expansion Dear Mr. Thorpe: The following letter represents continents for this project specifically addressing the area of alternative transportation. I have reviewed the project submitted for review, and offer the following comments: Alternative Transportation Review and Comments 1) The City of Carmel Parking Ordinance requires developments to include bicycle parking. Bicycle parking spaces are required at a rate of five (5) bicycle parking spaces per one hundred (100) automobile parking spaces with a minimum of four (4) spaces. Please see the City of Carmel's Parking Ordinance in order to determine appropriate locations and construction details for the above. We request that all responses to our comments be provided in writing. Failure to provide written responses may result in delay of the review process. It is critical that this office be made aware of all modification made on the plans being re- submitted, particularly if any such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans indicating all revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan Commission, Special Studies or other committee meetings. The Department of Community Services reserves the right to provide additional comments based on subsequent reviews. The 200 future shown on the original 2009/2010 approval were included in the drainage calculations as paved (asphalt). Now they are making the parking lot larger. However, the new enlargement and the 200 future from the original 2009/2010 approval will now be gravel and not paved. We.discussed the following design: We are going to grade so that it creates a low valley across the parking lot. In the valley within the gravel lot, we would bury a perforated pipe in a stone bed that would take the water away to the detention pond. If it would ever be paved in the future, we would use a pervious pavement strip over the pipe in the valley. This way it would still act as a water quality feature in the stone bed. In essence, all of the infrastructure would be in place for now (gravel) and future (asphalt). Hope this helps. Thanks again for your time. We would likely not send this back to full TAC; but it would depend on a lot of factors. My preference would be to only show what they intend to construct today. If they do indeed plan to simply pave the existing gravel at some time in the future, it should be relatively easy to review and approve without the need for additional engineering. Are the area inlets going to be such that they can simply adjust the casting heights to match the new pavement? I have some questions about the College Park Church parking lot expansion. We are in the process of preparing civil plans for the additional parking area that went through the BZA a few months ago. The church plans to have this parking area remain in gravel as discussed at the BZA. However, if at some time in the future they decide to pave this area, can we show it in the civil plans as a gravel parking area now and also include details for the future that would be for paving. All detention, storm pipes and water quality would be sized and planned now for both scenarios. This would allow them to pave in the future without coming back to the TAC. Would this be possible? If that is possible, would there be any timeframe limits on how long the TAC approval is good for (i.e.- number of months or years, etc.)? Again the thinking is that they construct the gravel now and have the option to pave in the future. The church did not mention a timeframe but I could ask if that would help.
