9:00 a.m. Docket No. 11050002 UV Third Street NW- Preschool Mi Escuelita
The applicant seeks the following use variance approval for a small preschool use on a
residentially zoned property. The site is located at 120 Third Street NW. It is zoned
R- 2/Residence and lies within the Old Town Overlay, Character Subarea. Filed by Giovina
Cecili of Mi- Escuelita, Inc.
Virginia Rodriguez was present for the petitioner. They are seeking approval to operate a
small one on one preschool. Will offer a morning and afternoon session. Currently there are
no afternoon session scheduled.

Informed the petitioner that the building has to comply with State Building and Fire
Codes if they exceed more than 12 hours or 4 hours in one day of educational
instructional type services. Per plans submitted they will be exceeding those
requirements and have suggested the meet with a registered architect with the State
to upgrade building (possibly with direct exits, fire alarm and sprinkle system)
-Use of the 2 nd floor would require sprinkle system to be installed

The applicant seeks the following use variance approval for an office use on a residentially
zoned property. The site is located at 3610 West 96 Street. It is zoned S- 1/Residence and lies
within the US 421 Overlay Zone. Filed by James Wheeler of Coots Henke Wheeler for
Citizens Bank of Paris.
Jim Wheeler was present for the petitioner. Citizens Bank of Paris, IL acquired the property at
3610 West 96 Street and they plan to sell the property and feel as though the property would
be a more attractive sale by allowing it to have a commercial/office use attached to it.
Petitioner is working with Weihe Engineering to prepare landscape plans. Citizens Bank is
doing improvements to the ditch area, driveway areas, and bridge.

being done. Driveway culvert is greatly undersized and suggest to upsize the
driveway culvert.

The applicant seeks TAC approval for a minor church entry and chapel expansion
renovation. The site is located at 4850 E. 131" Street and is zoned S1 /Single Family
Residential. Filed by Liming Zhang of Schmidt Associates for Carmel Lutheran Church
Missouri Synod, Inc.
Jim Shinaver with Nelson Frankenberger, Liming Zhang of Schmidt Associates and Mike
Engledow- Architect were present for the petitioner. They are seeking approval for a church
entry remodel and extend the chapel. There will be slight modifications made to the existing
structure.

9:30 a.m. Docket No. 11050013 Z: Silvara PUD
The applicant seeks approval to rezone approximately 300 acres from S1, S2/Residence
West 116 Street Overlay Zone to PUD/Planned Unit Development. The site is located at
11960 Spring Mill Road at the northwest corner of 116 Street and Spring Mill Road. Filed
by Steve Harden of Baker and Daniels LLP.
Jesse Pohlman with Baker and Daniels, Doug Wagner and Larry Moon with Republic
Development, Dennis Olmstead with Stoeppelwerth and Associates were all present for the
Petitioner. They are seeking approval for a PUD (which concept plan is currently being
redefined). This is on 300 acres at Northwest corner of 116 Street and Spring Mill Road.
This will be a multi -use development. 10 -15 acres will be used for commercial use Village
Center (only 80,000 Square Feet).
