Carmel, IN 46032 Re: Definitions, Building Height and Lot Ground Level Dear Doug: Original Via Mail; Via Email: dbowen @bowenengineering.com After our meeting on June 8, 2011, you asked that the Department to send you clarification on the definition of Lot Ground Level and also where the building height is measured, as far as the top or bottom of the eaves. The Carmel Zoning Ordinance, Chapter 3, defines Building Height and Lot Ground Level as: HEIGHT, BUILDING. The vertical distance from the lot ground level to the highest point of the roof for a flat roof, to the deck line of a mansard roof and to the mean height between eaves and ridges for gable, hip and gambrel roofs. When determining Building Height, it is the Building Code Services Division's standard practice to measure from the bottom of the eave. LOT GROUND LEVEL. For Buildings having walls adjoining one (1) street only, the elevation of the sidewalk or the established grade of the street at the Front Lot Line at the center of the wall adjoining the street; for Buildings having walls adjoining more than one street, the average of the elevation of the sidewalk or the established grade at the center of the walls adjoining the streets, and, for Buildings having no wall adjoining the street, the average level of the ground adjacent to the exterior walls of the Building. Any wall approximately parallel to and not more than five (5) feet from a street is to be considered as adjoining the street. As it pertains to your project, the average level of the ground surface adjacent to the exterior walls of your Building will be used as the grade for measuring building height, see the attached graphic for further clarification.
