One North Capitol, Suite 1050 Indianapolis, IN 46204 317.822.9205 www.us3Icoalition.com F 1 March 21, 2008 The Honorable James Brainard City of Carmel One Civic Square 202 South Fifth Street, Suite 1 Carmel, IN 46032 Dear Mayor Brainard, I would like to take a moment and thank you for your continued support of the US 31 Coalition and its work to make US 31 a freeway highway from South Bend to Indianapolis. We will continue working diligently to make your voice heard with administration and legislative officials to ensure that all of the needed improvements on US 31 continue to move ahead. I hope that you will be able to lend your support to the US 31 Coalition this year. I have enclosed a statement of suggested contribution that will allow us to continue our pursuit of a freeway from South Bend to Indianapolis. We have seen some tremendous progress toward this end in the last two years. I am so excited that the design and land acquisition continues on the St. Joseph /Marshall Counties segment, and construction is to begin yet this year. After the many years of waiting, we will have the opportunity to break ground this summer on this vital project. We are now working with the communities along the US 31 corridor to ensure they have the proper access to the corridor. Along the corridor, there are places where there will be an interchange if road linkages to the communities are provided. Since we last corresponded, we have had significant news on the Howard County portion of the project. The Indiana Department of Transportation (INDOT) has worked aggressively on the design of this segment, and we will see a ground breaking on this area as well this year. However, as with the project in Marshall County, we are working with the Howard County government to provide local roads to the improvement. Finally, we expect to see the final environmental work on the Hamilton County piece this summer. Because this area of the state has seen such tremendous growth since the environmental work first began, INDOT and its consultants are reviewing all of the population, traffic, and economic data, to ensure that they design a road that will handle both current and projected levels of traffic. INDOT is still on schedule to begin construction in 2011, and they are working diligently to actually begin the construction in 2010 if at all possible. The U.S. 31 Coalition is a group of citizens, companies and elected officials who are dedicated to the upgrading of U.S. 31 to a free flowing thoroughfare connecting U.S. 20 in St. Joseph County to 1 -465 in Marion County. One North Capitol, Suite 1050 1 Indianapolis, IN 46204 1317.822.9205 1 www.us3lcoalition.com s° K ^ry Of course, there are portions of the project that remain to be improved after these first three segments. While the areas in Tipton, Miami, Fulton, and Marshall Counties are included in the INDOT 25 year plan, no planning or environmental work has begun. One of our next steps is to work closely with INDOT to get this pre- construction work started, so that the full corridor improvement can reach fruition. Only with the full corridor improvement can the safety, congestion, and economic development become a reality. Only with your support could we be making this kind of progress. The US 31 Coalition would certainly appreciate if you are able to make a contribution to continuing the push for a freeway from South Bend to Indianapolis. I have enclosed a statement based on your past contributions if this is the case. However, if you would like to discuss the goals of the Coalition further, please call me at (317) 822- 9207, and we can arrange a visit about the US 31 project and your future support.
