HomeMy WebLinkAboutCentury Drive - DedicationFebruary 3, 2003 Board of Public Works and Safety City of Carmel One Civic Square Carmel, Indiana 46032 Dear Board of Public Works and Safety: In August of 2000, the City received a request that was brought to the Board of Public Works and Safety, regarding the City taking over responsibility of Century Drive, which runs along Woodland Professional Center. At that time, the Board approved the City taking this street conditional upon certain improvements and modifications being done (copy of original BPW letter attached). However, after the Board's action, the petitioner determined that the expense of those improvements would prohibit him from pursuing this request any further. Currently, in conjunction with the 116 Street road improvements, the Utility Department will be installing new lengths of sanitary and water lines in the vicinity of this property. A portion of the sanitary pipe will need to be installed directly within Century Drive, which will involve removal of asphalt sections. Due to this large amount of pavement restoration, John Duffy, the Utility Director, and I discussed the plausibility of implementing the necessary improvements that would be required to bring the road up to the City's standards, allowing us to assume responsibility for the street. The Utility Department will incur certain costs to obtain the required easement and to make repairs to the streets, and therefore, the costs of the required improvements are within an acceptable range for the Utility Department to pay. Therefore, I would recommend the Board update their approval to accept the streets within Carmel Station into the City's street system conditional upon the following: 1. The Utility Depaitiuent (not the petitioner) shall be responsible for replacement of the street and STOP signs throughout the development to meet City standards for street signs, post types and heights. This will likely be done by the Street Department, with the Utility Depaitnient paying for the materials. 2. The Utility Department (not the petitioner) shall pay for the repair and resurfacing of the street sections. Previously, I recommended that the streets be re -built so that they do not have inverted crown sections (low point is in the middle of the road, rather than on each side along the curbs /gutters) but have since discussed this with the Street Commissioner, and we are satisfied that there is adequate pavement thickness, and with the proper resurfacing and care, this should not be a problem to the City. 3. The Utility Department (not the petitioner) shall be responsible for the preparation of a legal description and the paperwork/recording of required documents to dedicate such right -of -way boundaries to include this road section. The Engineering Department has agreed to assist the Utility Department with this task. The issue of dedication of (previously) privately owned streets has been the subject of review for the last fey years. Both the Department of Engineering and the Street Department have Nyorked together to develop a process of evaluation that would fairly and consistently determine the feasibility of the City•s acceptance of such requests. Specific to this request for Century Drive.] have summarized the results of this Departments evaluation: The street width meets the City's standard requirements. Both the pavement and cross sectional design fall below the City's standards. This street has an inverted crown section (lowest point is in middle. Nyhcre inlets and drainage are directed). The Citv'standard road design includes a crown cross section (highest elevation in the center, each side collects drainage). The petitioner agreed to pay for pavement core samples to determine depths. The results of these analyses concluded that the pavement depths and quality are deficient and are in need of immediate repairs. The development did not plat or dedicate any right -of -way. There are no sidewalks along this section of road. Size and mounting of Street and STOP signs does not meet Cite standards. Records from the development period (at the time of Technical Advisory Committee TAC) indicate that the City expressed concern over the design and construction of inverted crown sections. This design has in fact caused the pavement in the central portion of the roadway to deteriorate. The City would incur major expense to repair and/or rebuild this pavement immediately to reduce or eliminate constant maintenance problems. Therefore, I would recommend the Board approve this request to accept the streets within Carmel Station into the City's street system conditional upon the following: 1. The petitioner shall be responsible for replacement of the street and STOP signs throughout the development to meet City standards for street signs, post types and heights. 2. The petitioner shall pay for the repair and re- structuring of the street sections to be crown sections. Even the rebuilding of the inverted crown sections may not be enough to avoid similar. constant deterioration of the street pavement sections. which Nyould affect the fair and reasonable financial responsibility of maintaining this road as a City Street.
