Dear Mr. Britton:
The Property located at 2907 E 130 Street, Carmel, Indiana, 46032 (commonly known as
McGivney Health Care) is comprised of two parcels. The zoning classification of the Property is
B -2 /Business (smaller parcel) and R- 2/Residence (larger parcel) within the Keystone Parkway
Overlay Zone.
A zoning letter was issued previously by the Carmel Department of Community Services in
August of 2008 confirming the current uses, operations, and improvements of the property to be
in full compliance with all applicable zoning codes, rules, and regulations of the B -2 and
Keystone overlay zoning districts.
The recent expansion of Keystone Parkway caused the City to acquire a portion of your real
estate for street right -of -way. This letter shall clarify that the impacts to your property due to
actions by the City of Carmel (road improvements made to Keystone Parkway at 136 Street)
does not affect the legal status of your property in regard to use and conforming development
standards. Further, this letter shall clarify that the City's bufferyard ordinance was adopted in
2001, and shall apply to the real estate only if a substantial alteration is proposed which requires
an amended development plan to be approved
