Docket No. 11030008 PP: First and Sixth NW Primary Plat
The Department supports the proposed primary plat conditioned on the provision of detention and storm water quality
facilities in the event that the land disturbance associated with the improvements to the lot do not exceed -acre. The
Department also reserves the right to review the final plans for the improvements to the lot to ensure that there are no
standard and /or code violations associated with the improvements. This includes, but is not limited to grading and
drainage and construction phase erosion and sediment control.
Docket No. 10110012 DP /ADLS: Legacy PUD Turkey Hill Minit Market

To my knowledge, there has been no response to my comments dated November 17 2010 and emailed to Mr. Kittle on
November 17; 2010.
Approval of the entrance closest to Michigan Road remains unresolved. The Department will not support the proposed
entrance and this matter has not been brought to the Board of Public Works and Safety.
I am uncertain how the issue of compliance with the Alternative Transportation Plan has been resolved.
Docket No. 11020013 DP /ADLS: Woodland Terrace CCRC
All previous comments have been satisfactorily addressed. The following is restated from the last staff report for the
benefit of the Plan Commission:
The Department has no comment related to the access from 136th Street for deliveries and for emergency access.
Traffic associated with deliveries is expected to be low volume.
As previously determined for this use, a traffic study is not required. The use is expected to generate less traffic than the
uses anticipated during initial approval of the overall Pro -Med development.
The Department is still working through the drainage approval; but the overall management plan is consistent with the
master plan of the Pro -Med development.
The development will need to dedicate a small amount of additional right -of -way along the 136th Street frontage.
The Department and the Petitioner have discussed compliance with the City's 20 -year Thoroughfare Plan. These
discussions are on- going.
The Department supports the removal of the "cul -de- bulb
The Department supports the location of the path on the east side of Pro -Med Lane.
Provided that the proposed signage at the entrance does not affect safe stopping sight distance, the Department will
support the location of the sign within the existing right -of -way. The petitioner has indicated that they will consider
pursuing vacation of the right -of -way associated with the "cul -de- bulb I believe that if such right -of -way is vacated, the
sign will not encroach in the right -of -way.
The Stormwater Quality plan is consistent with the previous version of this plan. We are still working through approval
of the proposed system.
Docket No. 10120008 Z: The Bridges PUD
All previous comments have been satisfactorily addressed. The Department will continue to work with the petitioner to
resolve issues associated with compliance with the City's 20 -Year Thoroughfare Plan.

Hi, Brian First things first, you still need to submit a DP Amend application for this docket!
And to answer your question you asked after the TAC meeting, in order to Replat, to end up with 3 parcels extension of
Walnut Creek Drive: The replat will shift current platted property lines and add the easement for the private drive. As long
as the end result of the replat is that you are reducing the total number of lots; i.e. from 3 to 2 or keeping the same
number of lots, then it will just be a secondary plat amendment /replat approval which is administrative. But you should
also research to see if any private neighborhood covenants or restrictions are still in effect today.
Or, another option might be to request a plat vacation, to vacate the lots and lot lines from the plat. I think that will involve
a.public hearing in front of the plan commission and city council though....
This area is comprised of parts of 2 platted subdivisions:
North Augusta, Section 1
North Augusta, Section 2
And West Carmel Marketplace, (but you told me that you want to leave this lot as -is.)
Do you have a land title survey you can send me, and then I can better let you know about road rights of way, easements,
etc..

We have reviewed the construction plans submitted to the Hamilton County Surveyor's Office
on March 28, 2011, for this project and have the following comments:
1. The proposed project falls in the incorporated area and MS4 jurisdiction of the City of
Carmel.
2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone.
3. The proposed project does fall in the Crooked Creek Regulated Drain Watershed.
4. Please submit the following procedural items, petition for regulated subdivision, non-
enforcement request for subdivision, outlet permit (Crooked Creek Drain), engineer's
estimate, and bond for 120% of construction cost of the storm sewer. The applications
are available on our website at http /www.hamiltoncounty.in.gov /surveyor, under the
Forms page.
5. If this development will not be platted, a written easement agreement will be needed
for the regulated drain easements.
6. Please add easement to cover Str. 703 to 704.
7. Please remove HCSO Standard Details D -21 and D -12 and add HCSO Standard
Details D -25, CT -4, and CT -5. Also, please replace Detail D -18 with newest version
with revised date of 12= 16 -06.

The following letter represents comments for this project specifically addressing the area of alternative
transportation. I have reviewed the project submitted for the April 20, 2011 Technical Advisory Committee meeting,
and the comments from the Alternative Transportation review have been satisfactorily addressed.
We request that all responses to our comments be provided in writing. Failure to provide written responses may
result in delay of the review process.
It is critical that this office be made aware of all modification made on the plans being re- submitted, particularly if
any such changes are considered "new” or fall outside of our previous reviews. Please provide revised plans
indicating all revisions. Please notify us of any changes and specifically state any changes, including changes
resulting from Plan Commission, Special Studies or other committee meetings.
The Department of Community Services reserves the right to provide additional comments based on subsequent
reviews.

Angie Under our ordinances, this really should go through the normal DP Amend process. Also, someone
should explain to Gary why Armstrong is pursuing this peculiar setup in that regard, since this is not a public
right -of -way, it's not appropriate for the City to try to force the landowners to put up barricades with "Road
Closed" signs. Ultimately, Armstrong's plan of March 4 should be acceptable.
However, with Armstrong wanting everything resolved by April 20, the normal timetable for a DP Amend review
and approval (including time for notification of neighbors) may not be workable for him. We could speed things
up a bit by scheduling a special meeting of the Executive Committee to deal with this. Otherwise, it seems that
it would have to wait until the May 17 Plan Commission meeting.

However, minor changes to the infrastructure (the curvature and location of the walnut creek drive extension) would
probably only need a TAC only review, so we can start with that, and if needed we can add the DP Amend.

some guidance.

Mr: Armstrong has asked me to submit plans for a DP Amend on Walnut Creek Drive. The plans will revise the previous
submittal. I will submit these plans by next Friday, 3/11, for the Special Studies hearing scheduled for March 31 See
attached site plan for what will be presented in the detailed design plans. Disregard the conceptual site plan on the
Northern lot we are only submitting infrastructure plans for Walnut Creek Drive as we did last time. I will submit plans
directly to affected TAC members only the last TAC meeting on this project resulted in very minor discussion /comment.

You are correct, we have not responded formally to Engineering's Review comment letter dated 9/14/10. I have consulted
with Bill Armstrong yesterday via telephone and he has authorized me to provide a formal response to the review
comments. I will email my letter with detailed responses /acknowledgement to DOCS Engineering tomorrow afternoon.
We would request that staff remain in vocal support of the petition with engineering acknowledging that there are NO
CRITICAL design elements of concern. Conditional approval from PC subject to Engineering Dept.'s final approval is what
we would be looking for:
