Filed by Jeff Kaucrz for AutoZonc Stores, Inc This item be tabled to the Feb. 1 Special Studies Committee meeting. CARMEL PLAN COMMISSION SUBDIVISION COMMITTEE DEPARTMENT REPORT January 4, 2011 1. Docket No. 10110001 OA: R -4 District Setback Amendment. The applicant seeks to amend the Zoning Ordinance, Chapter 10: R -4 Residence District and Chapter 23A: State Highway 431 Keystone Avenue Corridor Overlay Zone in order to amend the front setback requirements. Filed by the Carmel Department of Community Services on behalf of the Carmel Plan Commission. At the November 30 Committee meeting, this item was discussed and then continued for a month for further amendments. Please see the revised info packet /proposal to amend the setbacks in the R -4 Residence Zoning District. Discussion at the last committee meeting on Nov. 30 guided the Department to focus the proposed amendments more toward multi family projects so that potential changes to the character of single family areas can be minimized. Revisions have been made as follows: Chapter 10: R -4 District 1. Single family dwellings will keep a 30 -foot minimum setback. 2. The previously proposed 0 -foot to 30 -foot Build -to Line will apply to all other uses. Chapter 23A: Keystone Overlay 1. The 30 -foot Landscaped greenbelt area remains in effect, removing the concept of a 70% greenbelt frontage requirement for residential districts. 2. Deleted the redundant language stating that parking is prohibited in the greenbelt area. Recommendation: The Dept of Community Services (DOCS) recommends that the Committee forwards this item to the Feb. 15 Plan Commission meeting with a favorable recommendation. 3
