Docket No. 11030008 PP: First and Sixth NW Primary Plat The Department supports the proposed primary plat conditioned on the provision of detention and storm water quality facilities in the event that the land disturbance associated with the improvements to the lot do not exceed -acre. The Department also reserves the right to review the final plans for the improvements to the lot to ensure that there are no standard and /or code violations associated with the improvements. This includes, but is not limited to grading and drainage and construction phase erosion and sediment control. Docket No. 10110012 DP /ADLS: Legacy PUD Turkey Hill Minit Market Tabled Docket No. 11040003 DP Amend: Walnut Creek Drive Extension Amend [Need to Review Latest Plans and any previously and recently issued comment letters] Docket No. 10100006 DP /ADLS: AutoZone Park Northwestern, Lot 1 To my knowledge, there has been no response to my comments dated November 17 2010 and emailed to Mr. Kittle on November 17, 2010. Approval of the entrance closest to Michigan Road remains unresolved. The Department will not support the proposed entrance and this matter has not been brought to the Board of Public Works and Safety. I am uncertain how the issue of compliance with the Alternative Transportation Plan has been resolved. Docket No. 11020013 DP /ADLS: Woodland Terrace CCRC All previous comments have been satisfactorily addressed. The following is restated from the last staff report for the benefit of the Plan Commission: The Department has no comment related to the access from 136th Street for deliveries and for emergency access. Traffic associated with deliveries is expected to be low volume. As previously determined for this use, a traffic study is not required. The use is expected to generate less traffic than the uses anticipated during initial approval of the overall Pro -Med development. The Department is still working through the drainage approval; but the overall management plan is consistent with the master plan of the Pro -Med development. The development will need to dedicate a small amount of additional right -of -way along the 136th Street frontage. The Department and the Petitioner have discussed compliance with the City's 20 -year Thoroughfare Plan. These discussions are on- going. The Department supports the removal of the "cul -de- bulb The Department supports the location of the path on the east side of Pro -Med Lane. Provided that the proposed signage at the entrance does not affect safe stopping sight distance, the Department will support the location of the sign within the existing right -of -way. The petitioner has indicated that they will consider pursuing vacation of the right -of -way associated with the "cul -de- bulb I believe that if such right -of -way is vacated, the sign will not encroach in the right -of -way. The Stormwater Quality plan is consistent with the previous version of this plan. We are still working through approval of the proposed system. Docket No. 10120008 Z: The Bridges PUD All previous comments have been satisfactorily addressed. Not sure that we have the ability to comment on internal traffic circulation, but I think the proposed one -way south of the drive through lane is going to be problematic by not being obeyed. Traffic that enters from Carmel Drive through Fineberg to the north will not travel all the way around the building when they see they cannot turn as they have in the past; they will "sneak" through. Also, the break in the drive through on the east side of the site (at the menuboard) will be problematic for cars already in the drive through...I assume that these cars won't be allowed in by other drivers that have been waiting in the line already: Such traffic has the potential to back up onto the Fineberg property to the north. Docket No. 10100006 DP /ADLS: AutoZone Park Northwestern, Lot 1 We are still resolving the issue of the proposed curb cut closest to Michigan Road. We will not support approval of this curb cut when it is reviewed by the BPW. Docket No. 10120002 PP Amend: Replat of North Augusta, lots 20 29A The plan submitted to TAC does not conform to the requirements of Section 102.05 of the Storm Water Technical Standards. As the undeveloped lot is being broken off for what I expect to be future development, there is no indication of how storm water management and storm water quality facilities will be provided for this lot or if it is large enough to accommodate such facilities. If they are provided off-site, that is great; but we do not have an indication of this. Also, is a variance required for the lot to be directly served by a secondary arterial? ideally, access to this lot will be provided from the southernmost lot without an additional curb cut. Also, we understand that there is an underground detention system on the northernmost three lots that are being created and that this system serves the area of these proposed lots. We suggest that an easement be created by plat that protects this system, addresses maintenance of this facility and protects the rights of each lot to discharge drainage into the facility. The Board of Public Works has control over the City's street network, so it alone has the power to formally grant a landowner access to a public right -of -way. From the Plan Commission's standpoint, I agree with Gary. Ideally, the curb cut issue should be worked out in advance with Engineering and approved by the BPW. Customarily, the BPW approves all curb cuts. In this instance, since the curb cut proposed will not be supported by Engineering, it might be best to obtain the approval of the curb cut from the BPW prior to the plan commission approving the project. In the event that the PC approval is conditioned upon the BPW approval of the curb cut in question, Autozone must be prepared to eliminate the curb cut on the final construction plans in the event that the BPW denies the request for the second curb cut. I am not sure the plan commission approval of a site plan can override the Engineering dept standards on curb cut locations into a site, as far as traffic safety and circulation. I think that they have to go with what the Engineering dept. requires, as those are concrete standards that are in place... however, there might he a way to request variance approval from the Board of Public Works Safety (BPW), but that process is through the engineering dept office. The Engineering Department will not support a drive at that location and I am try to determine the best course of action to advise AutoZone. Is it even possible to get plan approval with the City Engineer not is support of this issue. Final plan approval from various boards go along with the recommendations of staff members and sometimes they go against. I would like for this project to move forward but AutoZone has expressed budget concerns and another delay may be the straw that breaks the camel back. AutoZone feels that they must have the two points of connection to allow for ease of access to the store. If AutoZone must remove the drive in question they may be inclined to not move forward with the Michigan Road site. The propose drive has been moved after the existing right of way was determined to be approximately 20 feet wider than previously shown. As a result of these revisions the drive in question is now further from Michigan Road than the drives of the three buildings north of this site. I don't feel that the new location is point of concern and should be allowed to be constructed. AutoZone is at the point where they are going to start structural drawings for the proposed building and I would like to be confident that the site plan will be approved prior to them starting. Please review the attached drawing and let me know if the revised building location is going to be acceptable. I believe that the majority of the remaining comments can be incorporated into the next set of revisions but the removal of the drive will not be acceptable to AutoZone. Nathan A. White, P.E. The result so far has been a wall that will cost well over $15, 000. Who will maintain the wall is also an issue. I have been not to make plan changes until we have an approved Change Order. I would be ok with allowing the walk to shift closer to the roadway. It is not likely that we will improve this roadway any time soon and it is more important to have the pedestrian facility. I think a small buffer to the roadway would be better than having it right behind the curb; so they might need some amount of retaining wall...the wall will need handrail of course. Constructing the sidewalk along the current alignment causes some legal drain reconstruction issues. I could limit the affect on the legal drain if I can place the walk adjacent to the roadway. Another possible solution I thought might be a solution would be to create a retaining wall with railing along the legal drain side of the sidewalk. I don't like walls but it would limit legal drain reconstruction. Will the outstanding issues allow this project to move on the next step? I have addressed the other outstanding comments from your office and have been working on a response. The comments from CrossRoads are minor and will be easily addressed. I did receive additional comments from John Thomas but I have yet to review those due to other deadlines. From my preliminary review of these comments addressing these will not cause any substantial changes in the plan or issue causing compliance to be problematic. Fortunately, for me I have been very busy the last three weeks and any step i can mark of as complete will provide a very welcome sense of accomplishment. I would like to have an idea of how this might play out in the meeting. Constructing the sidewalk along the current alignment causes some legal drain reconstruction issues. I could limit the affect on the legal drain if I can place the walk adjacent to the roadway. Another possible solution I thought might be a solution would be to create a retaining wall with railing along the legal drain side of the sidewalk. I don't like walls but it would limit legal drain reconstruction. Will the outstanding issues allow this project to move on the next step? I have addressed the other outstanding comments from your office and have been working on a response. The comments from CrossRoads are minor and will be easily addressed. I did receive additional comments from John Thomas but I have yet to review those due to other deadlines. From my preliminary review of these comments addressing these will not cause any substantial changes in the plan or issue causing compliance to be problematic. Fortunately, for me I have been very busy the last three weeks and any step 1 can mark of as complete will provide a very welcome sense of accomplishment. I would like to have an idea of how this might play out in the meeting. I think it's somewhat better, but I'm not a fan of the shingles and pitched roof. I do like the new sign though. 2. Wow. It looks like they really tried and listened to our comments! I am not necessarily a fan of the shingles either (especially the ones on the projections on the side. Do those projections really serve a purpose? They just put a canopy on the building, but didn't really vary the facade wall. I think the shingles are at least better than the EIFS.) I wonder if they could pull that whole portion of the facade wall out instead, or would that look weird? They did get rid of a lotof the EIFS, which is good, and I like that they added windows, even if they are fake. It looks like they also added `a more defined foundation and varied the height a bit. It looks like they are trying, and I think it is an improvement from the previous elevations. I'd be interested to hear other opinions or ideas for improvements, and I wonder what the Plan Commission will -say at the public hearing. 3 Better. I have reviewed the drawings submitted for the November 17, 2010 Technical Advisory Committee meeting and offer the following comments: ALTERNATIVE TRANSPORTATION REVIEW COMMENTS 1) The City of Carmel Parking Ordinance requires that all commercial developments include bicycle parking. Bicycle parking spaces are required with a minimum of four (4) spaces. Please revise your plans to show the required bicycle parking spaces on your site. Please see the City of Carmel's Parking Ordinance in order to determine appropriate locations, specifications and construction details for the above. 2) The Bicycle and Pedestrian Plan requires the construction of a 5' sidewalk along Northwestern Dr. Please revise the plans to include and label this facility. 3) Please indicate ADA compliant handicap ramps at all crosswalks. The proposed project falls in the incorporated area and MS4 jurisdiction of the City of Carmel. 2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone. 3. The proposed project falls in the Park Northwestern Regulated Drain Watershed. 4. The proposed project is within the master drainage plan for Weston Park. 5. Please submit an outlet permit for the direct discharge into the Park Northwestern Regulated Drain. The application is available on our website at http /www.hamiltoncounty.in.gov /surveyor, under the Forms page. 6. The HCSO request the outlet Str. #1) be pointed due west or even a little northwest from Str. #2, see HCSO Detail 0-1, so the flow is directed more downstream in the Park Northwestern Drain. Also, riprap will need to be placed as armorment, similar to HCSO Detail 0-4 (matched to site conditions), at the outlet location to protect from bank/slope erosion. 7. Str. #1 will need a toe anchor per HCSO Detail 0-5. 8. The HCSO Details on sheet C1.7 are not required, as they are required only for regulated drain construction and not a private drainage system, but can be used as good construction practice details. 9. HCSO is aware of some utility cables that cross the Park Northwestern Drain in the area of the site outlet. It would be great if you could connect to that access road. It is inferred that AutoZone hooks up to that access road, but the ordinance requirements state the following: chapter 23C.13 Access to Individual Tracts. Frontage roads and common entrances shared by several businesses and developments shall be encouraged and may be required at the discretion of the Commission... The eventual intent of the la fitness overall site plan approval was to connect to the proposed AutoZone parcel once it redeveloped. And so it should be shown on the redevelopment plan for this proposed AutoZone lot. (Our department can contact LA Fitness regarding them paving to their south property line, to complete the gap between the actual paving of their frontage road and their south property line. We are dealing with a similar situation at 98th Michigan Rd on the Northeast corner.) The color elevations do not match the black/white elevations. Only 2 signs are permitted for this lot. 3 signs will need BZA variance approval for number of signs and possibly for total signage square footage. Just estimating what they've shown here, each sign is 90 sq. ft. plus! O 40 will most likely be allowed facing east for ground or wall sign. Facing south, either 60 or 80 will be allowed, depending on how far back the building is. I would prefer not to see a wall sign facing south. I would much rather see a ground sign out on Michigan or at the corner. As for the wall sign facing east, I would like to see it centered within the sign band area. Also, we would prefer to see individual, internally illuminated letters for the wall sign. With the white edging shown on the rendering, it makes me think it's a continuous cabinet sign. (Or an idea I just had: if they really want the white outline /background, could that be the reflective surface for back lit letters? That would probably look really neat!) The 25% logo rule would not apply in this instance because it's a single tenant building. For some comments about the building, it would be nice if the bottom edge of the building would be a different material or color, perhaps to match the accent brick color. I think the stucco area is a bit large. Could it be scaled back or "framed" in by the brick? The painting of the mullions between the windows could that not be red? So that it looks more like a seamless window? Also. how much of these windows will we be able to see through? Enough for now? O Let me know whenever you get more sign stuff.
