Fidler Cross Country Consulting, LLC 5921 Cadillac Drive Indianapolis, IN 46224 RE: Williams Comfort Air- Project Review #2 Dear Mr. Fidler: The City has received your comment letter and drawings dated March 25, 2011 based upon the City review of December 9, 2010. The comments from the City review have been satisfactorily addressed with the following exceptions: CONSTRUCTION DRAWING REVIEW COMMENTS 36. General Comments a. Please add the following note to the drawings: "IF IT WILL BE NECESSARY TO RELOCATE EXISTING UTILITIES, THE EXPENSE OF SUCH RELOCATION SHALL BE THE RESPONSIBILITY OF THE DEVELOPER. ALL UTILITY POLES SHALL BE LOCATED WITHIN ONE FOOT OF THE PROPOSED RIGHT-OF- WAY." 37. Sheet 2 of 2. f. A right -of -way permit from the City will be required for construction access. Thank you for your response. Carmel City Code Section 6- 227(h)(5) requires a right -of -way permit for temporary construction access. Carmel City Code Section 6- 227(h)(5) reads: "Pursuant to Carmel City Code 8 -62 and 8 -65, Right -of -Way permits, and proper posting of right-of-way bonds or performance bonds (at the discretion of the City) are required for all modifications to the portions of the existing drives that are located in the right -of -way, installation of new driveways within the right-of-way, temporary construction entrances or other type of temporary access, and use of an existing driveway, curb cut or main property access as a temporary construction entrance or other type of temporary access, whether or not the work requires approval by the Board of Public Works and Safety." g. Please label the Monon Greenway right -of -way. How will this area be restored after pipe installation? Thank you for your response. Without the property boundary or the Motion Greenway right -of -way properly labeled, the Department cannot confirm if the discharge is occurring on or off the private property. i. Please replace the concrete roll curb and gutter standard with the City standard, which is available on the website. As previously stated, please replace the detail with the City Standard Roll curb and gutter detail, available on the City's website. Carmel City Code, Chapter 10, Article I, Chapter 27, Section 27.03.02 requires curbing meeting the current standards of the City of Carmel. Section 27.03.02 reads: "the perimeter of all parking lots, and any islands located therein, shall be curbed with Combined Curb and Gutter Type II, Combined Curb and Gutter Type III of Straight Concrete Curb meeting the current standards of the City of Carmel. A waiver from the requirement for perimeter or island curbing shall be considered if the proposed on -site storm water quality best management practices require that curbing, or portions thereof, not be installed. Traffic control within all parking lots shall be by means ofcurbed islands. Pavement markings and traffic control devices shall conform to the requirements of the Indiana Manual of Traffic Control Devices, latest revision."
