The following comments need to be addressed and plans updated accordingly: 1. Remove the•Plan Commission Certificate from all but last page of the plat, and add Michael Hollibaugh, Director under the line above Department of Community Services. 2. Add member names to the Board of Public Works Certificate. 3. Move the Witness signature block underneath the Declarant signature block. Please submit a revised Secondary Plat with the above- mentioned changes. Once these changes have been made and comments addressed, please produce a mylar copy for signature by this Department. Two paper copies of the plat must be filed with the mylar prior to recording, and three paper copies and a mylar of the recorded plat must be submitted following recording. The following comments correspond with the comments Procedural: Construction Plans 6. ok 7. Show the existing regulated drain easement for the OF Henley drain. 8. ok 9. ok (0. The easement around the pond must be 15' from the top o bank. Lot 100 was addressed as requested in my previous letter. However, easement needs to placed on the lots that back up to the detention area in section 3. (This part was not in my previous Letter). 11. Regarding the emergency overflow routes for the south pond, where will this go after tzarina this site? What is the condition of this area? In the event that the emergency overflow should ever be used, we want to stress that potential damage caused to the adjacent landowner should be avoided. This emergency overflow is shown on sheets C205, C206 and C207. 12. Regarding the location of the south pond on the conservancy lot, Mr. Pittman and Mr. Smith met with the County Surveyor. The Surveyor has granted approval in this case for the pond to be located on the conservancy lot provided the following conditions are met. A. The proposed driveway for the conservancy lots must be shown on the plans. SEP 29 '99 I4:21PM B. Easement language is required in the covenants that prohibits any filling or modification to the pond. Please provide a copy of the covenants. C. The easement around the pond must be revised to cover the entire pond. Our standard is I5' frorn top of bank. It should be noted that this approval does not imply a blanket approval for future detention areas being Located outside of common areas in other subdivisions. This office wishes to avoid any street tree landscaping conflicts w/ SSD storm sewers. In the preparation of the landscaping plan, this office requests that the street trees be located behind the sidewalks. We have revised the plans per your comments. We have also revised the Ashbury Section to include three secondary plans instead of two. The cover sheet of the construction plans shows the sectioning. We have addressed each of your comments as follows: 1 -5. We are in agreement with these. 6. Plats are included. The plats will be recorded separately. 7. The conservancy Tots are large lots used in the Carmel Open Space Ordinance. The lots will share a common private driveway and gain access from 131 Street. They are, included in the Spring Farms Section 3 plat and are in the annexed area. 8. Pittman Partners will provide you with a commitment conceming the decell lane west of our westem entrance onto 136 Street. 9. We are not aware of any specific plans the County Highway Department may have for the Six Points. Road, 136 Street intersection. 10. Asphalt has been added to the plans to the edge of pavement. 11. Swales with a grade of Tess than 1.00% require a sub- surface drain. 12.The plans have been revised to better indicate the termination of the swale. Since 136 Street is a collector, we believe this is the correct section for any pavement to be added within the 136 Street right -of -way. 16.The sectioning of the development is shown within the plans. We have revised the plats to have an Ashbury Park Section 3. The cover sheet of the construction plans shows the location of the plats relative to each other. Ashbury Park 1 and 2 and Spring Farms Section 3 will be developed first. Ashbury Park Section 2 will be developed at a later date. We have addressed your written comments as follows: 1. The swale grade at the rear of Lot 8 has been revised. 2. We will be installing a wall behind lots 10 -13 to address the elevation difference. 3. We have made the inlet at the end of Ashbury Drive a double inlet. 4. The swale at the rear of Lot 91 has been extended. 5. We have taken your advice and are allowing the flow behind 92 -99 be overland flow. 6. Easements have been added when needed. We are proposing some regarding to reduce the need for the easements. 7. These comments include those given at the Technical Advisory Committee on August 18. 1. Streets, Curbs, Sidewalks, Street Signs, Monuments Markers -City of Carmel jurisdiction. 2. Water Indianapolis Water Company jurisdiction. 3. Sanitary Sewer Clay Regional Waste District jurisdiction. 4. Storm Sewers/Drainage Hamilton County Surveyors Office. 5. I don't believe there are any Board of Public Works and Safety approvals required prior to the start of construction. The Secondary Plats must be approved and signed by the Board and recorded prior to obtaining building permits. Required bonds must be posted to obtain plat approval. I am enclosing a BPWS meeting schedule, which includes submission deadlines. 6. Are plats available? Will these be platted separately? 7. What are the conservancy lots and how will they be accessed? Are they included in platted area and if so, which plat? Assume they are also in annexed area? 8. Is the right -of -way available to install the full decell lane at the west entrance of the development? If not, we ask for your written commitment to complete the decell lane at such time the right -of -way is available. 9. Are you aware of any plans by the Hamilton County Highway Department to improve the intersection of Six Points and 136 that might make the right -of -way available? 10. Why isn't the asphalt pavement extended to the edge of pavement on either end of the aceiideceils? 11. What is the determining factor regarding installing a Swale with s.s.d. and a swale without s.s.d.? 12. At the !36 entrance, where does the west swale terminate? 13. Regarding the 12" CMP to be extended, how many feet of pipe? Will there be end sections? 14. As we stated in our previous review letter, we are requesting the south half pavement section of 136 Street adjacent to the north perimeter of this development, be widened to fifteen- (15) feet with a three (3) foot wide stone shoulder. 15. On Sheet C305 a pavement section is listed for a collector street. On Sheets C403 and C404, the pavement section is indicated as 1 -inch surface, 4 inches binder and 12 inches stone. We are concerned that three separate subdivision sections are being submitted on one set of construction plans. The normal submission is a separate set of plans for each project. If the water, sanitary and storm were ours, we would request separate plans. However, since we only have streets, curbs, sidewalks, signs and monuments and markers, we will accept one set of plans contingent upon Section 1 and Section 2 of Ashbury Park being clearly and distinctly marked on the plans submitted for approval. This applies to all sheets submitted. The separation line should be flagged identifying Section 1 and Section 2. I am including copies of our Subdivision Project Approval Procedures, Performance and Maintenance Release Procedure and Subdivision Permit data.
