MEETING MINUTES

9:00 a.m. (PP SW) Docket No. 11060012 PP: Applegate Addition
The applicant seeks primary plat approval for 3 residential lots on 0.51 acres. Also, a waiver
is requested from the Subdivision Control Ordinance:
Docket No. 11060013 SW SCO Chapter 6.05.01: Lot width at road right of way
The site is located at 130 2 nd Street NW, Just east of the Monon Greenway. It is zoned R-
4/Residence within the Character Subarea of the Old Town Overlay. Filed by Justin Moffett
of the Old Town Design Group.
James Hall was present for the petitioner. We are currently anticipating placing 3 residential
structures with detached garages on the proposed site only covering a little over 40 percent of
each lot being covered with hard surface area.

-Sent e -mail asking for some of those numbers to be able to determine the drainage
standards for the project, no further comments.

-Sent letter describing the requirement for the 5' sidewalk on 2 nd St. NW. Will have
to contact our engineer department if would like to deviate from the requirements or apply for
a variance.

9:10 a.m. (DP) Docet No. 11060014 DP: Meridian Main II
The applicant seeks development plan approval for commercial and office uses on 26.8 acres.
The site is located at 1304 W. Main St., and is zoned a mix of OM/MU Old Meridian Mixed
Use on the southern portion and B-6/Business and US 31 Corridor Overlay Zone on the
northern portion. Filed by Jamie Browning for Meridian Heights Associates, LLC.
Jennifer Lasch and Jamie Browning were present for the petitioner. Removed 45 homes from
the property, will have 5 home to stay remaining. The purpose of the development plan is to
have a formalized development plan by continuing Pennsylvania, main, and old meridian.
Project is a total of 6 buildings, ranging from 2 story to 4 story, to facilitate some type of
medical offices, and some buildings to facilitate retail on the lst floor and secondary uses on
the second.

-Sent e -mail, since the development is east it will not affect any of there drains.

-With the 5 homes remaining there is a concern for maintaining the gas line where
the proposed roads are going to be. Plan to have a solution before construction is anticipated
to being next summer.

-Have previously discussed issues regarding moving electrical polls and making sure
power is not disturbed for the remaining homes.
Daren Mindham- DOCS Environmental Planner
-Have not received a plan yet, looking for some perseveration of trees in the
retention areas when they are ready to submit plans.
Chris Ellison- Carmel Fire Department
-Roads will always be available for the fire department to access all structures on the
site at all times. Chris would like an emergency vehicle circulation plan to document and
confirm. Will have a looping water main for the development, requested an updated plan to
show this information. Will get back to the fire department to coordinate for location of fire
hydrants when the time comes.
David Littlejohn- Alternative Transportation
-Sent letter, Petitioner clarified sidewalks required on both sides in development.

-Sent comment letter, Petitioner clarifying that part of the development will be
required to meet the standards of the old meridian overlay and the other part will follow the
U.S. 31 overlay.
